The Communist Party of the Communist Party in the Duma, inspired by its success in the elections, nourished by the lively blood of electoral support, as Ekaterina Shulman put it, and reduced to the state of almost real opposition, demanded a parliamentary investigation of the circumstances of the torture of prisoners in the institutions of the Federal Penitentiary Service. The Communist Alexei Kurinin, who substantiated it with a “broad resonance and regular nature of reports about such crimes” on October 14, made a statement on October 14. At the same meeting, Kurinin went on and talked about repressions regarding members of the Communist Party after the election, demanding to call the Duma to give explanations of the prosecutor general Igor Krasnov and the Minister of the Interior Vladimir Kolokoltsev. Kurinnoy in terms of the presence of repression was supported by Gennady Zyuganov. But Vyacheslav Volodin, re -elected on the eve of the speaker of the Duma, in response called on the Communist Party faction "not to politicize the results of the elections", no matter what it means.
It seems to have not seen such a bold discussion of the Russian parliament for several years.
The leader of the New People faction, which ultimately included 15 deputies, businessman Alexei Nechaev unexpectedly for many in his speech, defended the detained rector of Shaninka Sergey Zuev, who is suspected of the embezzlement of 21 million rubles. Nechaev said that Zueva has long known for a long time and that he considers a situation in which a person of such an age, enjoying well -deserved respect, is pulled out of a hospital bed and taken under arrest, shameful. “I am glad that he was given house arrest. But it is strange when in Russia we rejoice that a person was not put in an insulator, but gave only a house arrest, ”said Nechaev, thereby repeating the reasoning of Russian activists and human rights activists popular in the Duma rostrum in recent years.

It is significant that the case did not end with statements. The Communists eventually managed to initiate a vote on the Kurinnoy project - in terms of a parliamentary investigation. 96 deputies voted in his support, including almost all representatives of the Communist Party of the Communist Party and Fair Russia (the latter abbreviation has the latest now beautiful - SRPZP), almost half of the representatives of the LDPR and half of the new people (only three people cast their votes against the voting in these factions). It is interesting that among these 96 deputies there was one representative of United Russia.
It was possible to block the torture investigation after the consolidated speech of the United Russia, 258 deputies of which were said by a firm “no” to the ghost of parliamentarism. The head of the Commission on Security and Countering Corruption Anatoly Elected, naturally representing United Russia, spoke out in the spirit that the Ministry of Justice was already conducting an audit, and the Investigative Committee instituted a criminal case, so the deputies have nothing to do. Not to torture now united Russia, there are tasks and more important, we add from ourselves.
Perhaps if Russia lived according to its written constitution any of the last two editions, that is, it would be a democratic and multi -party Republic, such events would not require special analysis. After all, ultimately we are talking about the usual function of opposition factions, and even in the overwhelming minority, about criticism of the executive branch and, in particular, law enforcement agencies.
But against the backdrop of the current cemetery political landscape, Demarchs Kurinnoy, competitive voting on the parliamentary investigation and Nechaev’s statement in support of Zuev look like real exotic. Like a tropical plant that grew up in eternal permafrost.
Of course, of course, you should not exaggerate the importance of the conflict that occurred at a plenary meeting on October 14. It is possible that we are only talking about the inertia of the election campaign and the same “electoral blood” that still wanders between the two factions that have achieved the greatest success for itself (the Communist Party expanded its representation, and the “new people” first received it - from all new projects trying to play on the flank of “coordinated liberalism in solids”).
But if attempts to speak from the rostrum of the Duma are unpleasant things for the security forces, something to “politicize” something a little and impose voting unitedly on the alternative agenda, this can become a symptom of expanding the current political crisis-its exit to a qualitatively new level. The first steps here have already taken the authorities, exposing the clubs of political terror and thereby proving that they have no other competitive advantages except violence. The second step is now indicated by those structures that were called a system opposition in the era of Vladislav Surkov. It turns out that even very systemic politicians cannot silently look at how the country goes into political darkness.
