
On October 19, the deadline for issuing the materials of the case of 18-year-old Vladimir Nechaev, accused in the so-called "sanitary case" expired. Neither the lawyer nor Nechaev himself, the supporter of Alexei Navalny, received access to the documents. Police took Nechaev from St. Petersburg on October 12. For more than a day, he did not get in touch and only on the 13th evening was able to transfer to his friends that he was in the city of Balakovo of the Saratov region under the subscription of the lower room and he was charged with a "sanitary case". A resident of Balakov Danil Buzanov emigrated from Russia, fearing persecution in the same case.

On the morning of October 12, the Balakovo political activist Vladimir Nechaev left the apartment, locked the door and managed to go down to the middle of the stairs when he saw two men in civilian clothes on the site. At that time, Nechaev lived for nine months in St. Petersburg, worked as a storekeeper, and on the weekend planned to go to the dentist. But Vladimir did not reach the doctor. Moreover - leaving the apartment, the young man literally dissolved in the air. Friends, relatives, colleagues - everyone lost him and for more than a day did not know anywhere, nor anything with him.

I took the passport, we got into the passenger car and drove to Balakovo.
It was 11 a.m.
The last point at which the Nechaev phone recorded the application for tracking Zenly geolocations was the Ministry of Internal Affairs in Gatchina. It was his friends who discovered quite quickly. After that, the subscriber did not appear on the network.

The road to Balakov was long - they drove for more than a day almost without stopping. All this time, Vladimir was afraid that he would be thrown somewhere on the sidelines between Peter and Saratov-without things, money and communications. Or they will be brought to Balakovo and immediately sent to a pre -trial detention center - and also without the opportunity to inform the relatives. But the police delivered him to the promised address.
“At half past three in Moscow, we were in place - in the police department of my hometown,” recalls Nechaev. - I did not figure out well from fatigue, because I did not sleep all night. At first they brought me to the so -called informal conversation - there everyone asked me, why did I need all this? They asked to name some names, asked about the second person involved-Danila Buzanov. We are together in the "sanitary business" in Balakovo. He was able to leave the country. Then they led to the investigator, where there was an interrogation. They showed me a study of the contents of my computer, my correspondence in VK. They handed the subscription about the wizard and the charges.
The lawyer was only by purpose. Nechaev failed to abandon him. The investigator said it was not supposed to be without him. He could not ask for help from an independent lawyer; police officers were still a phone. The operatives, playing good police officers, as Nechaev recalls, advised to refer to the 51st article of the Constitution, which allows not to testify against himself and their loved ones. The article is not wilah, you can go to a judicial fine, later said the appointed lawyer.
- Against the backdrop of this trash, in a half -toes I signed all the papers. And he pleaded guilty, - Nechaev is now lamenting.
When he left the police department and turned on the phone, a flurry of calls and messages fell on him. Vladimir called himself to the human rights organization "OTD-Info", recently recognized by a foreign agent. The lawyer was found immediately: the next day, Maxim Ovchinnikov arrived in Balakovo and, together with Nechaev, went to the police department.
“We took the petition to the investigator - there were several statements in it, including an application for familiarization with the case,” says Maxim Ovchinnikov. - The investigator was supposed to either immediately allow this petition, or give an answer on it in a maximum of three days. The deadlines came out, but I have not yet read the case - no one provided me with materials. I wanted to solve the issue humanly, to somehow agree on joint work, so as not to insert each other's sticks into the wheels, but she apparently decided to go for an aggravation.
There was no phone call, no SMS, no agenda
On the same day, Ovchinnikov and Nechaev went down to the duty unit, where Vladimir wrote a statement about his abduction.
“My client was not notified that he should come to the investigator,” the lawyer assures. - There was neither a phone call, nor the SSMES, nor the agenda. He was simply pressed by a decree on the drive and that’s it. This is the case of the Investigative Committee, which, on our application, should begin the audit. But so far no one called us.
The absence of the case materials does not allow the lawyer to build a line of protection, since what exactly the Nechaev signed, it is unknown.
- Presumably, this is Art. 236 of the Criminal Code of the Russian Federation, part 1, the notorious "sanitary business," says lawyer Ovchinnikov. “But what else he was paying there, I have no idea.” This article is new. While they try it. In the Saratov region, there are so far two accused under this article is Nechaev and the former coordinator of the Navalny headquarters (the organization was recognized as extremist and banned in Russia) Dmitry Tsibirev. “A banal image for our propaganda: Navalny pulls children into politics,” Nechaev laughs. - I watched this video because it was in Yuotube trends. For me, this was a turning point: I began to find answers to questions that I asked myself even then. Why do we live as we live? All year I watched different videos, absorbed all this. And then he went outside.
At the same time, Nechaev completely disagrees that young people are involved in this movement thoughtlessly. His classmates were more interested in school problems and first love. Alexey Navalny, who was then very popular, became for most schoolchildren something like a meme-cool, but nothing more.
“I don't follow Alexei as an idol,” says Vladimir. “I am rather learning to think critically with him.” When the authorities in response to direct questions does not answer facts, but cunning and cunning, when propaganda instead of answers publishes dubious stuffing-as in a situation with the same palace in Gelendzhik, you begin to think that something is wrong and you may lie. The lies of the lies are twitched.
People who work there receive such money that is not worth their work
Even a schoolboy Nechaev joined the Balakovo political party. In the city of nuclear holders - there is a Balakovo nuclear station, Saratov hydroelectric power station and several more large factories - 180 thousand people live. And every year, with sadness in his voice he notes, there are fewer people.
“There really is nothing to do,” Nechaev shrugs his hands. -Young people are hanging out in shopping centers and in the new skate park. The only new entertainment is part of the slightly that happens in this city of good. And so - darkness, grayness and rotten. NPPs and hydroelectric power stations cannot provide all comers with worthy jobs, the factories are suffocating. People who work there receive such money that does not cost their work. They rejoice here with any good changes - the road will be built or laid out the sidewalk - it is already good. But in this sense, Balakovo is not unique. It seems to me that this is the fate of all small cities of Russia.

The Navalny People’s headquarters, where Nechaev came, was completely volunteer, even the coordinators were not paid money. At the same time, the work went: ordinary residents with their problems turned to the volunteers. Somewhere a lantern was not burning in a dangerous lane, somewhere it was necessary to lay the way to a school or hospital-the headquarters sent applications to the prosecutor’s office, the administration and other state structures. And then, when the answer came, the problem was released.
“Once we went on a crushing roof,” Nechaev recalls. -In the five-story building, because of this, the electric boards flooded. Everything sparkled. The contractors who repaired this roof simply covered the shield with a film and left. We then also tried to resolve this situation.

The Balakovo headquarters responded to the federal agenda, but did not forget about the local one. In the summer of 2019, Balakovtsy rally against the construction of hazardous waste processing in the village of Mountain. After this rally organized together with the Communists, Vladimir Nechaev was detained for the first time.
“Two weeks after the rally, a police officer came to me and made a protocol at me,” he recalls. - At that moment I was already studying at a technical school - they called me to the director and arranged a demonstration flogging for me. They said that I want to arrange a revolution that they are delayed, and for this it falls as a educational institution. Although, in fact, they treated my political activity normally-both at school and here. They asked only in the lessons not to campaign.

Nechaev did not go to the technical school of his own free will. He planned to continue their studies in the tenth grade, but at the very end of the summer his parents called and ordered to pick up the documents. It turned out that in this small -complex city school there is not a corny one is not gaining students in order to form an older link.
“Actually, I would like to be a political scientist,” the activist grins. - But he studied at a catering technologist. After the third year, he took the documents with two crusts-the “baker” and “Laboratory assistant of chemical analysis”-left for St. Petersburg.
One of the reasons for moving was the "sanitary business." The inhabitants of Balakov also gathered for a rally in support of Alexei Navalny. And Vladimir Nechaev on January 22 for the first time in his life thundered to the Balakovo specialist. Together with him, Danila Buzanov, the coordinator of the headquarters, and Vlad - she first went to the rally. In early February, Nechaev’s apartment was searched, equipment was seized, and he himself was made a witness to the “sanitary business”.
Just a couple of days later, he went to St. Petersburg with one backpack.
A week and a half went on interviews. I realized that he was not ready to work for hiring - you never know what could happen. Filed self -employment. He got a courier in one of the aggregators. He began to study the city. I did not join the local political party - it was necessary to work a lot to give out debts, buy household little things in rented housing.
“I understand that it sounds trite, but Peter is my city,” he says. - I liked absolutely everything there - architecture, citizens, so polite, unlike the Balakovites tortured by life, I was not embarrassed and not frustrated even the weather, eternal wind and rain.

Even the hospitality of the St. Petersburg riot police, whom he met at the April rally in support of Navalny, did not turn him out.
“They began to winger, like in Belarus,” they pulled out people from the front door, ”recalls Nechaev rally on April 21. - We ran into the front door, 10 of us were. They were going to wait out there while riot police left. But they began to break the door. And at some point they pulled this metal magnetic door with their hands. One of them climbed to the fifth floor and says: we go out in a good way, guys until my colleagues came. So we went out. We were plunged into a car zak, taken to Kolpino. We received our protocols only the next day at 9 am. Then the court - and hello, specialist. They gave me 10 days.
In response to the question of whether the St. Petersburg specialist from Balakovsky differs, Vladimir at first laughs, and then says that it smells the same in them. True, the attitude is better towards political in St. Petersburg. There is no such pressure as in Balakovo, where the bosses come to you and pronounce about the revolution, the involvement of children and “Why do you need all this?” He explains.
Of course, I want to go back to Petersburg, continue to work
For the passage of the shift without warning, Nechaev received one and a half thousand rubles of a fine and returned to work. In the delivery of food and courier work, he sees a promising direction of development. He says that career growth is possible in this area, but you need to know how to approach this. He continued to work in St. Petersburg, paid his debts and even began to save something. And then they came for him.
“I have no idea what awaits me next,” he says. - Of course, I want to go back to Petersburg, continue to work. But so far it does not depend on me.
The former coordinator of the Navalny People's Staff Danil Buzanov emigrated to Georgia a few days ago. In 2015, he worked in Moscow on the ATC on the Ferris wheel. His colleague Dmitry, who had a Donetsk residence permit, traded the DPR and LPR symbols at the VVC. They fought due to the "old household conflict," says Buzanov.
When you sit for anything, you begin to look at what is happening differently
After the fight, Dmitry wrote a statement to him. And Buzanov was sent behind bars as an extremist because of hostility to "persons supporting the position of the DPR and LPR."
- Then, after the annexation of Crimea, this was a fashionable article. No, no, no, I was not any political activist, I was generally infinitely far from politics, ”he claims. -Simply, when you are sitting for nothing, you begin to look at what is happening differently.
In the pre-trial detention center, where he spent the first seven months before the court’s decision, one of his cellmates wrote out a “new newspaper”, Buzanov began to read it from crust to crust.

In 2017, from the colony, according to Buzanov, he left another person. He could not get a normal job, because, as a “extremist” article, he was in the lists of Rosfinmonitoring. Interrupted by random part -time jobs. Then he completely went into political work. He organized the People's Staff in Balakovo, went to Saratov to meet with Navalny and volunteers of the Saratov headquarters, prepared and held promotions in his hometown. He worked with the appeals of the inhabitants. He participated twice in the work of the campaign headquarters of Moscow candidates: in 2019-in the team of Ivan Zhdanov, this summer-in the team of Oleg Stepanov.
“Wherever I live - whether in Saratov, in Moscow - my thoughts are always in Balakovo, and I am always interested in the local agenda,” he claims. - In this city, I have some influence and local power of me, and all of us, hates us.
I practically did not have the weekend there, but on the day when the opera came to my work, I was not there. Just lucky
Buzanov made the decision to emigrate to Georgia almost instantly.
“A week ago, I worked in Moscow, in Izmailovsky Park, an administrator,” says a political emigrant. - I practically did not have a weekend there, but on the day when the opera came to work, I was in another place. Just lucky. A friend called me and said: three came to civilian clothes, behaved suspiciously. One person separated from this group and went to the place of my work. He asks: "Where is Danya? I owe him money. He was here yesterday?"
Buzanov immediately suspected something was wrong. And in the evening, the boss called him and urgently asked him to go to work, because "he was looking for competent authorities," but he did not need problems. Danila assured the employer that he would certainly come. And he bought a ticket for the next flight.

“If you are lucky to slip from under the police’s nose, then buy a ticket for the closest flight,” Buzanov advises. -On the same day, I flew out of Sheremetyev to Rostov-on-Don, from there in five hours Blablacar reached mineral waters-the nearest flight to Yerevan was only from there. From Yerevan to Tbilisi, I drove by bus. I almost did not sleep for a day, crossed two borders. Now I feel safe. In fact, in connection with covid restrictions and visa modes, there are only two options - Türkiye and Georgia.
I don't want to be a whipping boy with our police
Buzanov assures that if he were sure that he would be judged only for "sanitary business", he would have remained. But he is frightened by possible house arrest - “I don’t want to sit on your neck” - and the maximum vulnerability for the police in his native Balakovo.
- I don’t know, under what other linden article will they want to let me down? He shrugs his shoulders. - I'm sure the repressions will continue. But I do not want to be a beating boy with our police. I want to live normally.
Vladimir Nechaev is far from the first who in the regions passes in the "sanitary case", that is, under Article 236 of the Criminal Code (violation of sanitary and epidemiological norms). One of the first accused was Violetta Grudin, the ex-head of the headquarters of Navalny in Murmansk. She was accused of allegedly ill with Covid, she handed out election sheets on the street. The sternum was going to be elected as a deputy in the city council of Murmansk. But instead of the election campaign, she spent 19 days in the hospital - they were hospitalized forcibly.
