Bashkir publicist Robert Zagreev, who served a three-year sentence in a colony due to the publication of an article, was excluded from the list of terrorists and extremists, reports the publication Idel.Realii.
On October 2, Zagreev’s administrative supervision ended, under the terms of which he was prohibited from attending mass events, and his criminal record was also expunged.
In 2015, Zagreev was found guilty of public calls for terrorist activities (Part 1 of Article 205.2 of the Criminal Code). The investigation considered that in 2012 the convict published on websites allegedly belonging to him the article “Akhir Zaman” (“End of the World”) by Airat Dilmukhametov, who was previously sentenced to three years in a maximum security colony on a similar charge. In March 2013, the court, at the request of the prosecutor’s office, recognized the article “Akhir Zaman” as extremist.
According to investigators, this text was written in order to unite people “to forcibly change the constitutional system of the Russian Federation and build a state separate from Russia - ‘Bashkurdistan’.”
In 2018, Robert Zagreev was released from prison.
- Memorial, which recognized Zagreev as a political prisoner, draws attention to the fact that the text of the article does not contain direct calls to take part in global jihad in Russia.
- Before his imprisonment, Robert Zagreev worked as the editor of several independent websites and newspapers, was one of the leaders of the Bashkir opposition and advocated the development of local self-government in Bashkortostan.
- Rosfinmonitoring maintains a “List of organizations and individuals in relation to which there is information about their involvement in extremist activities or terrorism.” It includes suspects, accused and convicted under criminal charges related to terrorism and extremism. Their existing bank accounts are blocked and they are prohibited from opening new ones. A person included in the Rosfinmonitoring list has the right to withdraw from his salary only 10 thousand rubles per month for himself and each family member who has no other income. You are also allowed to receive social benefits. In practice, this means that each receipt of money requires the provision of a package of documents to the bank. Removal from the list is possible if the sentence is overturned, the criminal prosecution is terminated, or the criminal record is cleared.
- In 2020, Airat Dilmukhametov was sentenced to nine years in a maximum security colony under articles on financing extremist activities (Part 1 of Article 282.3 of the Criminal Code), calls for it (Part 1 of Article 280 of the Criminal Code), and justifying terrorism (Part 2 of Art. 205.2 of the Criminal Code), as well as two episodes under the article on calls for separatism (Part 2 of Article 280.1 of the Criminal Code).
