The number of new cases per day not only consistently exceeded 30 thousand, but on some days it approached 40 thousand - on October 23, 37,678 cases were recorded. At the same time, the number of deaths exceeded 1000 cases per day, and on October 23, 1,075 deaths were recorded per day. Authorities in the Voronezh region reported that Voronezh cemeteries are operating at capacity due to an increase in deaths from coronavirus. In the intensive care units of the Vladimir region there are almost no free beds for patients with Covid, said Svetlana Grigoryan, head of the department for organizing medical care of the regional health department. The epidemiological situation with COVID-19 during the week from October 15 to October 22 worsened in 14 Russian regions, the operational headquarters reported. It cited the words of Deputy Prime Minister Tatyana Golikova, who said that “the situation has become more complicated in the Astrakhan, Nizhny Novgorod, Penza, Samara, Sverdlovsk, Rostov regions, in the Altai, Perm and Trans-Baikal territories, in the Republics of Mordovia, Adygea, Karachay-Cherkessia, in the Yamalo-Nenets, Khanty-Mansi Autonomous districts."

The country introduced quarantine on October 30, calling it non-working days, while requiring people to be conscious. “Non-working days in November should not be used by Russians as vacation, otherwise the pandemic cannot be stopped,” Valentina Matvienko said. Many regions took advantage of their right to introduce additional non-working days, for example, Kursk, Nizhny Novgorod, Samara, Voronezh regions and the Perm Territory introduced quarantine on October 25, and Kalmykia on October 23, schoolchildren in Mordovia went on vacation on October 25. In Moscow and the Moscow region, non-working days begin from October 28 to November 7.
