On Saturday, October 30, the courier is two thousand freshly printed specimens of the Open Newspaper from the Rostov printing house to Stavropol. The man was stopped by law enforcement officers and demanded that they give them all the packages with newspapers. The courier obeyed.
The second batch of the room, which was supposed to appear in the Stavropol kiosks on Monday, was seized the next day. This time, the owner of the publication himself was the circulation - Vladislav Leontyev. The state traffic inspectors detained him and drew up a protocol on disobedience to the police officer (19.3 Administrative Code). Disobedience, according to the editor -in -chief of the newspaper Lyudmila Leontyeva, was that Vladislav demanded that the police explain the reasons for the removal of the circulation.
“He told them that the law does not allow to remove the circulation, since they did not present any documents. On the basis of what? Vladislav warned:
“You are now kidnapping the circulation, you perform illegal actions,” says Glavred.
On the road, Leontyev waited for about three hours - until an outfit from the police department arrived. The law enforcement officers nevertheless explained the reason for the removal of the circulation: “An anonymous call was received that the machine supposedly transports extremist leaflets.”
On the afternoon of Monday, Vladislav Leontiev received 15 days of arrest - a maximum under the article that he was charged. “The court was ugly - the editor -in -chief“ open ”notes. - The car, along with the newspapers, was arrested, standing in the Novoaleksandrovsky District Department of Internal Affairs, Judge Vasily Nepomnya interrupted all the questions that lawyers and Vladislav tried to ask. They tried to pay attention to the illegality of the actions of employees. ” Leontyeva’s lawyer Irina Skorikova told Novy that she plans to appeal his arrest, and will also seek a criminal case on the exceeding the security forces.
On the morning of Tuesday, the wife of Vladislav Leontyev called the police and demanded to pick up a detained car with a circulation. “It turns out that the police gives the circulation back, it requires us to take the car. And the driver of this car is sitting. Here is such a paradox, ”Lyudmila Leontyeva wonders.

The lawyer Irina Skorikova suggests that the security forces could probably try to bring the publication to administrative responsibility for the massive distribution of information included in the federal list of extremist materials (20.29 Administrative Code).
“We look at the newspaper and check if we have in the newspaper the materials included in the list or not. If there is nothing that coincides with this list, then that's it. It is very easy to check, ”she explains. “But if we talk about the criminal case-this is the 280th article of the Criminal Code about the calls-then the police cannot have a relationship to this in general, usually this is investigated by the FSB.”
However, according to the defender, even administrative production in relation to the newspaper is now not being conducted.
It turns out that the owner of the publication went to the special receiver just like that - because he defended his legal rights.
The Open Newspaper has existed for almost 20 years and has been positioning itself as an independent socio-political and cognitive publication, its circulation is about nine thousand copies. The editorial journalists wrote about human rights violations in the Stavropol Territory, published regional news, talked about the falsifications of materials on resonant criminal cases and corruption. On an uncomplicated design site, one can also find “less social” publications - a text about the “unbending colonel” of Kvachkov or the dangers of gadgets that “cause” “irreversible” changes in the brain of adolescents.
Lyudmila Leontyeva is not the first time faced with persecution because of her publications. In 2005, she - the winner of the competition with the unusual name “arbitrariness in the law” - even became the accused in the criminal case of slander at the investigator. The reason for his excitement was her articles about torture and mass falsifications during the investigation of the loud for the Praskovay case Stavropol. Then there was: the prosecutor’s office canceled the decision on initiating a criminal case.

"Praskovay business"
The so-called "Praskovayskoye case" was excited in February 2005 after the murder of a 78-year-old pensioner, a resident of the village of Praskoveya near Budennovsky. A week later, the police detained the suspects of committing a crime - three young people: Andrei Mochalov, Evgenia Shutko and Alexander Kaliberd. There were many inconsistencies in the case, relatives reported the torture of the suspects. So, for example, Mochalov was detained on February 17, and only the 19th was arranged. During these two days, relatives claimed, they tried to knock out confessions from him. Young people received up to 13 years in prison. They consider their business fabricated.
“I worked for 40 years in central editions with my own correspondent in the North Caucasus, then in the Rossiyskaya Gazeta, but there were difficult to publish problem materials regarding small people. And people continued to come with their problems and complaints, so I began to conduct an “open newspaper,” says Leontieva.
“In the room that will ultimately perish, Vladislav Leontyev just made a large article in which he writes about the lawlessness of the courts that make decisions in favor of those who, under the authorities and with money,” says the editor -in -chief.
She notes that in the fresh issue of the newspaper, another material was printed about the conflict around the Russian collective farm, with which residents of nearby villages are fighting. The publication tells about this "raider seizure" for a long time.
“The police want the residents to not reach the information [about the raider seizure]. The number is unusual only because it comes out on the eve of the meeting of the inhabitants and talks about the lawlessness of the security forces in the Stavropol Territory and corruption, ”she added.

The collective farm "Russia" is an agricultural enterprise located in the village of Grigorolis in the Stavropol Territory. On the eve of his century, the conflict began on the collective farm: the new chairman Alexander Grinev was in a pre -trial detention center on charges of theft on an especially large -scale organized group of persons (part 4 of article 158 of the Criminal Code), and the previous head of Sergei Pyanov, workers do not allow management. As a result, the financial accounts of the enterprise were blocked, people do not receive a salary for several months, the harvesting campaign is difficult.
The Open Newspaper supports the start-up workers and actively criticizes the “official deceivers”, who, as the publication writes, “fools the peasants, not admitting that they have long been in the conspiracy with the offshore agronster.” We are talking about the largest producer of white sugar in Russia - the Privyx group. She, “open” journalists, constantly “needs new lands to expand their production and does not disdain any ways to capture them” and try to obtain control over the lands of “Russia”.
The Prosimex company could not quickly answer the question of Novaya Gazeta about the possible involvement in the removal of the circulation and the arrest of the owner of the Open Newspaper.
