Why is the Kremlin experimenting with nationalism again? Does Putin love the philosopher Ivan Ilyin so much that his labors are now the main support of the regime?

The election campaign in the State Duma in 2021 was accompanied by nationalist rhetoric. But even after the vote, this topic did not leave the agenda: the head of the Investigative Committee of Russia, Alexander Bastrykin, proposed introducing genomic registration of migrants, and materials about crimes allegedly committed by visitors began to appear almost daily in state media.

At the same time, according to the Ministry of Internal Affairs, in 2020, foreigners and stateless persons committed only 3.3% of all investigated crimes. Due to the pandemic of the migrants themselves , there are less -about 1 million people. Then why is the Kremlin promoting the theme of nationalism?
