The 31-year-old Dmitry Kozlovsky took the new car on credit in 2019. At the end of primary school, Dima signed up for a sports and patriotic organization. Its leader remembered that there Kozlovsky stopped being a “hollow kid” - built up and “matured”.

Mother planned that after school he would go to a medical university in Irkutsk and would become a doctor. But there were few Dimine points for the University of Dima. But they were enough for college in Bratsk - 90 kilometers from Sedanovo, where the young man began to study at a paramedic. As a result, Kozlovsky got a head of the ambulance in Bratsk. In early 2017, he came to Sedanovo to his parents. I heard the conversations that the former head of the village Galina Smolina was not going to be elected again - and a little more than six months remained before the elections. Kozlovsky took the circulation from the printing house and "he bypassed the entire village, with everyone with whom he had to talk."

56-year-old Galina Smolina, to whom he did not come, was the head of twelve years before. She also put up her candidacy, but did not conduct campaigning. “Now, after all, the youth have been photographed with us, recovered everywhere, in instagrams. They take it more with this, ”she explained the success of Dima. Then he just began to regularly lead social networks. 243 people voted for Kozlovsky - more than half of those who came to the polls. A friend took the loser Smolin to work as a seller in a kiosk.

Dima came from the mother -in -law to adopt documents. The former head met them in an office with a creaking wooden door, old furniture and three flags: Russia, the Irkutsk region and the Ust-Ilim region. “I think: uh,” Smolina was surprised. "And here is the mother-in-law?"

Kozlovsky bothered how he was poured into a new team in the administration. It was lucky that he was not the only newcomer - a mother and another employee came. According to the law on local self -government, the head was responsible for roads, club, fire safety and other areas. She took part in one of the main projects of the new manager - the overhaul of a two -story club. Namely, she advised the company, which made a repair project for 350 thousand rubles - others asked at least one and a half million. Kozlovsky tried to "keep up with the times" and entered the party "United Russia": "I see nothing negative in terms of this party." “Work in the team” helped to attract funding for the party project - and this is important with the budget of the village of 17 million rubles. So they found money for the playground behind the club.

Flag and anthem

Dima began to support young athletes, as he himself was before. Of his money, he gave a thousand rubles to winners of a school sports competition. The village has a hymn with a refrain: “Glory to the centuries, our native village, prospering others. For a long time you are our fate, harsh, our Siberian region! ” And the flag is a yellow bear and a green tree on a blue background.

Another village in the Ust-Ilim district, ashaw, was headed by 65-year-old Irina Vedernikova. She left the post in 2019.

Vedernikova’s mother worked as a cleaner in the state farm administration in another village, and Irina after school came to help her wash the floors. The girl was teased due to the fact that she and his brother were with illegitimate children-the woman “walked” them, Irina Vedernikova herself expressed them. Once, in the company, Irina took a nail out of the pocket of the quilted jacket: “Whoever offends me will deal with the nail!” The guys laughed, her second cousin put her hand on her shoulder, and she scratched him.

Vedernikova loved mathematics and wanted to become a teacher of mathematics, but “good people” dissuaded her. She had “the character of explosive”, and with this it is better not to go to teachers. At school, in their village they taught only until the eighth grade. To continue their studies, it was possible to settle in a boarding school in another place, but it was necessary to pay for this. Mother did not spend money on this, and Irina and her friend left for Irkutsk to enter somewhere.

Before that, she "did not see civilization, neither the theater, it was nowhere." In Irkutsk, where they rented housing with friends for three, she "began to walk somewhere." Once I stumbled upon an ad: “Sedova Street, an accountant are invited” - about annual paid courses. Vedernikova came home, asked her mother, and this time she gave it. “Or I will go to work with a milkmaid,” Irina convinced her mother.

In the early 70s, she began to work as an accountant at the state farm in Lodlanka, where she remained to live. In the club, I met a “bashkut” tractor driver, who married, they had children. In the nineties, the state farm closed, and in order to “survive”, she worked at school with a laboratory assistant before lunch, and then she and her husband put the nets and caught fish for sale.

A dispute because of tights

In 2012, when she was retired, she put forward her candidate in the election of the head. He explains, she wanted to change something in the village (470 people lived here at the beginning of 2021), to prove himself and have a source of income to help children. Then she lost, but two years later, when the winner himself left the post, the mayor of the Ust-Ilimsky district and the former head of the subalances Elena Konovalova asked her to run again. There was no one else: besides Vedernikova, only another woman advanced. In order not to collect voices, as it was necessary to do self -nominated, Vedernikova agreed to go from the United Russia party. She did not have a rejection to this party. She told LB about Vladimir Putin: “There is a lot of conversations, dirt, but it’s still nice that people gave some pretty penny, but people have a very small pension here, 10-12 thousand.”

The husband “somehow did not like all this power” and was against the participation of the wife in the elections. “And when they called that it passed,” well, the table was set because the commission would go, he would still call, “he didn’t even go to the table.” Vedernikova scored 111 votes - 11 more than that of the opponent.

At a new job, she tried not to swear and say the words “put” and “call” correctly. I bought several knitted dresses, each of which cost no more than two thousand rubles, "so as not to go". Because of the trousers, she made comments to subordinates. However, Elena Konovalova, who called Vedernikova to the head and became a specialist in social work with her in the administration, did not notice changes in her appearance.

“How did she change? For the better - definitely not, ”Konovalova described the work of Vedernikova. Irina asked the money for playgrounds, as well as costumes for the vocal group in the club. They here are another source of income, except for the ten millionth budget of the settlement. The village received two million rubles from this and bought a Belarusian tractor to clean the road in winter. Vedernikova was engaged in a variety of things. She “wrote a letter to Irkutsk” to representatives of the church: I wanted the chapel to open the chapel in the part of the hut where no one lives. She was looking for a concrete mixer to patch pits on the roads, but she was explained in time that concrete was not suitable for this.

Детство в тени

В отличие от Ведерниковой, глава Балтуринского сельского поселения — в начале 2021 года в него входили четыре деревни с общим населением 420 человек — пока остаётся в своей должности.

Её детство прошло в селе в Забайкальском крае. На рубеже 70-х и 80-х годов, когда она была подростком, мама купила ей зелёное вязаное платье. Это был первый наряд, который принадлежал только ей: раньше она донашивала одежду за старшей сестрой. «Красивущее» платье было на вырост, вспоминает Вера Брюханова, поэтому она его сразу не надела. Летом уехала в детский лагерь. А когда вернулась, сестра уже распустила обновку и связала себе юбку. Брюханова объяснила это тем, что старшей сестре было всё можно, а она сама находилась «в тени»: «Я буду помнить это платье до конца своих дней».

Чтобы привлечь к себе внимание, Вера распускала про себя «байки» — что она пьёт, курит и хулиганит. Но слухи доходили до той же сестры, а до матери нет — или она на них не реагировала. В итоге «я росла с папкой». Он научил девочку водить машину и трактор, и в девятом классе она уже получила водительские права. На летних каникулах работала в колхозе за рулём гусеничного трактора.

Когда выпустилась из школы, Вера Брюханова уехала в Иркутск. Поступила на агрономический факультет сельскохозяйственного института, где начала встречаться со старшекурсником, забеременела и вышла за него замуж. На втором курсе бросила учёбу, переехала к родителям мужа в Иркутскую область — здесь и осталась. Супруг вернулся домой только через три месяца — готовился защищать диплом. Брюханова «плакала, потому что была здесь одна».

«Я подумала — а почему нет»

«У-ни-та-зы», — удивлялась Вера, когда осенью 2021 года ходила с корреспондентом ЛБ по одноэтажному деревянному детскому саду в своей деревне, Новобалтурине. Потом Брюханова заочно окончила педагогическое училище в Братске и стала воспитательницей. Муж работал участковым, и «его не было сутками»: «Я создавала дома все условия. Я ухаживала за хозяйством, я ухаживала за его родителями, я делала всё, чтобы он работал спокойно».

В 2011 году она устроилась в администрацию поселения специалистом по работе с населением. Александр Васько, который тогда был главой, взял её по совету жены. Та училась с Брюхановой в педучилище в Братске. Во время сессий они даже спали на одной кровати в квартире у Вериного дяди. Потом женщины работали вместе в детском саду.

Работа в администрации у Брюхановой не заладилась: «Половину рабочего дня сидишь, тупо смотришь в компьютер». Глава Александр Васько приходил в свой кабинет утром на пару часов.

— Это так она говорит? — переспросил Васько. — А она не говорит, что она в компьютере висела, в карты играла? Мне там сидеть нечего, у меня сидят специалисты. И я не уходил же домой, я ходил по объектам.

Бывшая заместитель главы поселения Надежда Брюханова, однофамилица Веры, запомнила её как «ни о чём человека»: «Она в прямом подчинении у меня была — что-то напечатать, что-то сделать. Через какое-то время подхожу — она говорит: а что, это срочно надо было?» Надежда Брюханова упрекала подчинённую в «безграмотности» — словосочетание «основная деятельность» специалистка сокращала до «о.д.», а не «од»: «Какие точечки могут быть?» «Она нас всегда удивляла своими вещами старинными», — запомнила бывшая начальница. Вера же считала, что не научилась хорошо одеваться с детства. Через три года она уволилась. Главе поселения сказала про Надежду: «Не могу с этой женщиной больше работать».

Вера Брюханова устроилась в школу — вместо учителя начальных классов, которая взяла годовой отпуск.

В 2017 году, когда ей было 50 лет, в поселении проходили выборы главы: «Я подумала — а почему нет». То же сказали ей сыновья и муж. На своём «УАЗ-Патриот» она приехала в избирательную комиссию в райцентр. Ей записали на флешку документы, которые нужно заполнить.

«Уверенная и пробивная»

В деревнях, казалось Брюхановой, «всё заглыхало». По поселению ходили разговоры, что прежний глава «себе нахапал», рассказал один из депутатов местной думы: «А чё нахапал, никто конкретно не говорит». «Я, может, примелькался, может, надоел, может, зачерствел», — объяснил сам Александр Васько. Брюханова была настолько уверена, что из-за протестного настроения выберут её, что перед голосованием даже не выходила из дома. Её и так знали: общались до этого с ней как воспитательницей или как учительницей. У других же двух кандидатов хорошей репутации, как и у Васько, не было. Как объяснила Вера Брюханова, одна уже не жила в поселении, другой — в 35 лет «сидит у родителей на шее».

Вера баллотировалась как самовыдвиженец — «никогда не хотела быть членом какой-либо партии». Хотя «то, как сейчас воспринимает нас мир, и всё, что делается президентом нашим для развития нашей страны, — мне кажется, очень много делается». Навальный же, насколько она узнала из СМИ, финансируется из-за рубежа и «подминает под себя молодых людей, которые ещё не знают всей правды».

Брюханова набрала 131 голос, Васько — 71, за двух других кандидатов было ещё меньше. Васько встал на учёт как безработный, и потом его взяли в школу оператором электрокотельной. Искал он и шабашки. Мужчина беседовал с журналистом на лавке у своего дома. В это время подошла женщина и начала договариваться, чтобы он повесил ей четыре люстры.

Бывшая начальница Веры Брюхановой Надежда Брюханова уволилась с выходом на пенсию. Прежнюю заведующую клубом новая глава уволила сама со словами: «Сидишь тут, задницу откармливаешь, ничего не делаешь». Так её процитировал предшественник Васько. Вера Брюханова не исключила, что могла такое произнести, потому что «трубы перемерзают, а мы просто сидим возле обогревателя, ничего не делаем». Новый заведующий показался Вере более инициативным. Кроме того, трёх сторожей администрации она перевела на ставки истопников в клуб, а администрацию стали просто закрывать на ключ.

Дома Вера поменялась ролями с мужем. На ней стала работа, а на нём — хозяйство. Во время интервью мужчина зашёл в администрацию и сказал супруге, что подоил корову и «всё сделал». «Не вор я!»

Летом 2019 года река Чуна затопила все деревни Балтуринского поселения, кроме Новобалтурины. Брюханова с подчинёнными объезжала жителей. Если дом топило, «будут мокрые стены, пол мокрый будет, ил на полу будет», думала она. Наблюдения записывали и по ним потом составили список домов и огородов, которые попали в зону затопления. Если жилища признавали непригодными для проживания, их хозяева получали миллионные сертификаты. Начались споры из-за того, кто получил деньги, а кто нет.

Дом своей бывшей начальницы Надежды Брюхановой Вера Брюханова в зону затопления не включила. Хотя Надежда настаивала, что вода заполнила яму под зданием, и «всё покосилось». Глава поселения объяснила — в воде не было ила, то есть она была не речной, а грунтовой. А по инструкциям, чтобы претендовать на сертификат, должна была быть именно речная. Комиссия при администрации решила, что дому нужен только капитальный ремонт — на него давали полмиллиона рублей вне зависимости от вхождения непосредственно в зону затопления. Надежда добилась в суде, чтобы провели новую оценку. Но по ней строению не требовался даже капремонт. «Она решила пойти в войну с администрацией и на это потратила всё своё время, — Вера Брюханова пришла к выводу, что Надежде надо было брать средства на капремонт, пока давали. — В итоге сейчас она не успела никуда. Поезд ушёл, всё. Виновата в этом не я».

«Мы думали, она серая мышь, а она оказалась серым волком», — жена бывшего главы поселения пересказала, что говорят о Вере другие жители. Сама она с этим согласилась и с бывшей подругой общаться перестала. На главу посыпались жалобы по разным поводам. В начале 2020 года прокуратура Чунского района провела проверку и пришла к выводу, что некоторые заседания местной думы состоялись только на бумаге. В том числе то, где якобы решили повысить зарплату главы до 54 тысяч рублей. Брюханова настаивала, что депутаты — пять из семи человек — на заседании присутствовали, а изменить главам зарплаты предложили в Иркутске. Один из пяти, о ком она говорит, Игорь Петровский. Он сказал ЛБ, что в тот день прочитал проект решения и не возражал против него. Но потом ему пришлось уйти по делам. На главу поселения завели дело о служебном подлоге, которое передали в суд.

В сентябре 2021 года в открытую дверь кабинета Брюхановой зашла женщина. Она, опершись кулаком о стол, начала жаловаться журналисту ЛБ, который здесь находился. Её приёмная дочь не получала пособие в пятьсот рублей как одинокий родитель. Мать снимала квартиру в Братске, приезжала в деревню только летом, но ребёнок жил с бабушкой и ходил здесь в детский сад. Нужна была справка с указанием места жительства, а Брюханова её не дала. «Я под справкой ставлю подпись свою и подтверждаю, что живёт здесь не ребёнок, а живёт здесь мама, — ответила Вера Брюханова. — А мама здесь не жи-вёт». Вера сложила руки и смотрела на посетительницу исподлобья из-за экрана ноутбука. Пришедшая женщина начала вздыхать, что не знает законы, и плакать.

Она сказала, что один из сертификатов на затопленные дома якобы получила сама Брюханова, хотя её не топило. Глава ответила, что это неправда, и тоже стала плакать.
