“I can imagine, it’s a shame to say that the anniversary is soon, and the apartments and houses are zero,” Natalya Poklonskaya complained in an interview with Russia Today, at that time a State Duma deputy, and from October 2021, Russian Ambassador to Cabo-Verda. After a year and a half, she became the owner of a Moscow apartment with an area of 119.2 square meters and built a house in Crimea. Privatization of apartments and receiving subsidies for the acquisition of housing is a common practice for Russian civil servants. “Important stories” continue to study how Russian officials receive apartments from the state. In a previous study , together with Transpenser Internet - Russia*, we talked about housing subsidies for millions of rubles, which in full accordance with the law receive high -ranking statesmen who already have apartments and houses.
When Crimea became part of Russia in 2014, the former employee of the Ukrainian prosecutor’s office, Natalia Poklonskaya, had no property. Unless her parents belonged to a small house in the village of Uyutny. In this house, Poklonskaya, in the spring of 2014, which became the prosecutor of the republic, took journalists of various television channels, demonstrating the simple and poor life of her family.
The Crimean prosecutor’s office acquired an office apartment for the needy manager in Simferopol with an area of 116.6 square meters for 12 million rubles. But Poklonskaya did not work for long - a little more than two years.
When Natalia Poklonskaya was elected to the State Duma, she needed a living space in Moscow. The nonresident deputies of the State Duma usually allocate official apartments in the President of the President of the LCD “Deputy House” on the street of the Ulofe Palma, 1. Poklonskaya got an almost 80-meter apartment, but only for the term of its deputy powers.
“She is Dumovskaya, official. I call it “the transshipment you are our beloved base“ because my daughter and I have things and bags in this apartment, ”Poklonskaya said in an interview with RT.
Support those who talk about the privatization of state property your donation will help us find new stories! Support “important stories”!In the State Duma, Natalya Poklonskaya did not stay more than one period, she voted against raising the retirement age, for which she lost the post of head of the Duma commission and had problems with United Russia. Before the elections, she withdrew from party primaries.
In the house to catch Palm, 1 lived more than one generation of officials and deputies, but a few managed to privatize the apartments here. The Office of the President of the Russian Federation (UDP), responsible for providing officials, State Duma deputies and senators of the Federation Council with housing, has always occupied a tough position in relation to apartments in this house. Some deputies who were in no hurry to leave service apartments had to be evicted in court. Although, in general, the UDP is loyal to mass privatization of elite housing by officials.
In 2017, the Anti -Corruption Center “Transpenser Internet - Russia”* noticed that Natalya Poklonskaya, although she went to work in the State Duma, continues to use the prosecutor’s apartment in the Crimea. According to Transpenseri experts*, Article 104 of the Housing Code of Russia does not allow using two service apartments at once.
However, the deputy Natalya Poklonskaya was not going to evict from the prosecutor’s apartment. On the contrary, she even tried to privatize Crimean housing. In response to the request of Transpenseri*, the Russian Prosecutor General’s Office reported that Poklonskaya submitted an application to the housing commission with a request to allow her to privatize the 116-meter apartment in Simferopol, but the prosecutor’s office postponed the decision “for additional study of the issue”.
With the privatization of this apartment from the very beginning there were difficulties. The prosecutor’s office has strict standards by meter: for two people (Poklonskaya itself and her daughter), no more than 42 square meters can be privatized. That is, the deputy would have to pay extra for extra meters.
““ Relax ”“ not allowed ”. Then I ask you to pick up this apartment because I cry for it. No, they do not take her. Because a participant in the “Crimean spring” cannot be without an apartment ”
“They don’t give me a departmental apartment in Simferopol, but they don’t take it either. I ask: “Give me permission to privatize it. I worked for ten years in the prosecution authorities.” And they answer me: "So you worked in the bodies of the prosecutor's office of Ukraine, not Russia." “Related” is not allowed. Then I ask you to pick up this apartment because I cry for it. No, they do not take her. Because a participant in the “Crimean spring” ( one of the names of the annexation of Crimea to the Russian Federation used by the authorities. - Approx. Ed. ) Cannot be without an apartment. It’s strange somehow, ”Poklonskaya was surprised in the same interview with RT.
The Prosecutor General did not allow Natalya Poklonskaya to privatize the Crimean apartment, but was in no hurry to evict it. Until 2021, Poklonskaya declared this apartment in use.
In 2019, a land plot of 1014 square meters appeared in the declaration of Natalia Poklonskaya. All in the same interview with RT, she said that she acquired land for the construction of a house in a forest in the Simferopol district of Crimea for 800 thousand rubles.
“I can’t buy a house, because for this you immediately need a certain amount. I could purchase a land plot, it costs 800 thousand rubles. Over time, the foundation began to dig, began construction. For construction, money is needed gradually, not the whole amount, ”she said.
In 2020, the deputy completed the construction: a residential building with an area of 296.5 square meters appeared in its declaration. According to Poklonskaya herself, this is her first real estate in Russia, acquired with personal money, and not at the expense of the state.
In 2021, the official moved to work on the exotic African islands of Cabo-Verde. It would seem that Natalia Poklonskaya’s housing issue was finally resolved. At the embassy, official housing is supposed to be a diplomat, in her homeland in Crimea she has her own house. Now Poklonskaya can hardly be called the needy - which means that the state will have to be rented out by service apartments.
But, apparently, the presidential administration does not agree with this. On October 4, 2021, when Natalya Poklonskaya has already folded the deputy mandate, but has not yet become an ambassador to Cabo-Verda, half of the apartment with an area of 119.2 square meters in the house on Starovolynskaya Street in Moscow passed into her property from the Russian Federation. The second half of the apartment went to the daughter of Poklonskaya Anastasia Meriur.

LCD "Deputy House" Photo: GoogleThe apartment is located in the residential complex "Dacha Stalin", it is called the house of the administration of the presidential administration. There are office apartments of the UDP, some of them are already privatized by officials. “The complex is located surrounded by the Matveevsky forest and the natural reserve of the“ Valley of the Setun River ”, in the immediate vicinity of the Mosfilm Pond, the natural reserve of the Vorobyovy Mountain, the Victory Park,” one of the announcements about the sale of an apartment in this house.
The average cost per square meter with repair is about 445 thousand rubles. This means that the apartment of Natalia Poklonskaya and her daughter can cost about 53 million. It is unlikely that Poklonskaya would have been able to buy it herself: according to anti -corruption declarations, over the past six years since 2015, she earned only 25.2 million rubles.
In order for the Russian official to receive an apartment, it is necessary that a special commission recognize it in need and put it in line to improve housing conditions. In need are recognized those whose housing is less than 15 square meters per person. That is, in the case of Poklonskaya and her daughter, the living space should be less than 30 square meters.
The first deputy minister of the Ministry of Internal Affairs Alexander Gorova, for example, before receiving an apartment in Moscow from the presidential administrations in Moscow, gave the state its apartment in Krasnoyarsk. The source of Izvestia in the UDP spoke about this method of receiving apartments.
Subscribe to the newsletter of “important stories”, learn about new investigations the firstThe presidential administration has more loyal privatization requirements than the Prosecutor General’s Office. The amount of housing permissible to the official in these requirements is measured not in square meters, but in the number of rooms. A one-room apartment is laid for a family of one or two people, two or three-“kopecks”, three or four-“treshka”, five or six-five- or six-room apartment. With such introductory Poklonskaya, it was easier to privatize the Moscow apartment from UDP than a prosecutor in the Crimea.
The area of the house of Natalia Poklonskaya in Crimea is 296.5 square meters. There are only two rooms in a 119-meter apartment on Starovolinskaya Street, although the apartments of such an area are also four-room. How and why the official, who moved in Cabo-Verda, became "in need" in elite housing in Moscow and whether she transferred her Crimean house to the state is unknown. Poklonskaya has not yet responded to an operational request for a comment.
