The inhabitants of the Arctic were deleted from the list of beneficiaries - and the next day they returned to it. What will change?

Katya never buys meat. I quit smoking. Twice a month allows itself to be a bottle of wine. If you need to meet someone in a cafe, does not order more than one cup of coffee. This "healthy lifestyle" is a forced matter. Just for its more salaries - taking into account all the northern allowances - is not enough.

The other day, a presidential decree was published, according to which, from January 1, 2022, part of the country's territories that previously belonged to the Far North or equated to them were excluded from this list (in particular Komi, Buryatia and the Komi-Permyak Autonomous District of the Perm Territory, a number of Karelia regions).

The document that at first could not even comment on the press secretary of the head of state, Dmitry Peskov, excited the population of these very northern regions. The fact is that belonging to a cherished list gives the right to a number of benefits.

Bonuses for life and work in a heavy climate are regulated by the Labor Code, they imply twice as much as in the middle lane, vacation, early retirement, as well as polar salaries and coefficients.

The methodology of calculating this was approved back in the 60s, as well as the list of "preferential" areas. At the same time, the coefficients that increase the salary differ not only in different regions, but even inside one - depending on climatic features. For example,

• In Komi, people living above 65 degrees of northern latitude receive a coefficient of 1.6, and between 62 and 65 degrees - one tenth less,

• Residents of Pechora - 1.3, and the population of the Udorsky district - 1.2.

• And in the Intinsky district, through which the polar circle passes, the coefficients are different for those who live north of the 69th parallel, and those who are south.

“Polards” are added to this complex mathematics - interest -cost allowances to salary, the value of which depends on the northern experience:

• The first, 10 percent, appears after six months of work,

• After a few years, it grows to a maximum - 80%.

The presence of “polers” and the coefficient residents of the Arctic owe the legend about their fabulous wealth, which, as a rule, pops up when hiring an apartment for the summer somewhere in the south. By the way, “for the summer” is not an exaggeration, a 52-day vacation-a measure is forced, like a free time to a vacation site for a free time. You will not take out children from the north - they will hurt all winter, there are no vitamins, there is no sun - a polar night.

However, the times when Vorkuta miners could fly to Sochi for the weekend, and the Murmansk fishermen wiped on Friday to drink beer in Leningrad, have long gone into history. Now salaries in the north, with all the "polar", in any comparison do not go with the middle strip, which provokes the outflow of the population:

Katya, who lacks money for meat, works at the airport of Murmansk. At full rate. Of the 32 thousand of its salaries, eight are spent on utility bills, five or six for gasoline (you can’t get to work without a car). “I never even risk taking loans,” says Katya. “You can live on a salary, but of course you won’t go on vacation.”

As a result, the salary in the Murmansk region or somewhere on Yamal was often lower than in similar positions in regions with a good climate.

After the decision of the KS, theoretically, northerners could receive twice as much as their colleagues in the middle lane. This, of course, greatly increased the load on the budget. At the same time, no one compensated to private owners from the treasury from the treasury. Then, in the Murmansk region, for example, about two billion were reckoned for salaries to state employees, institutions were recommended to look for their own resources.

“New” said that in the first months after the decision of the KS, private traders began to transfer workers into lower salaries - so as not to finally go into minus.

And importing watchmen has become much more profitable than containing a permanent state with all vacations and guarantees. Now more than 10 thousand shift workers are working under Murmansk.

Containing the north is expensive-therefore, the news about the reduction in the list of co-loading regions was unequivocally perceived.

Experts have already begun to evaluate which outflow of the population will cause this decision and how rational it is.

The next day, explanations appeared: the Ministry of Economic Development prepared a draft resolution of the federal government, which included the same list of northern and “equated” territories to them. The scandal quickly stopped, explaining, by the way, quite believable, with a simple unification of the legislative framework (so far the North lived on a deeply Soviet normative).

However, the question of whether it was a trial ball and whether the northerners should prepare for a new attempt to save on them, still cannot be discarded. In Murmansk, they immediately remembered how Khrushchev reproached them with wealth.

He reminded them of what the inhabitants of Murmansk by Murmansk are about when he flew to the city in July 1962. His appeal from the rostrum “Dear Northerners! Twice dear northerners! ” caused a murmur of indignation and cries from places.

In response, the Secretary General was rained out of disagreed questions about why there are not even panties in stores.
