The authorities of St. Petersburg refused to allocate additional funds for the resettlement of communal apartments. But did not regret the money for the anniversary of the Finance Committee and projects of the Smolny Museum

The Committee of the Finance of Smolny and the Budgetary Finance Committee of ZakS rejected all deputy amendments to the second reading of the city budget-2022.

“With the support of the administration, the BFC does not want to allocate additional funds for the resettlement of communal apartments (even if this process is another 40 years), to support NGOs (subsidies that have been reduced compared to previous years), to support non -state theaters seriously injured during the pandemic. According to the BFC and the Finance Committee, it is more advisable to send this money to holidays and meaningless advertising, “reflecting the priorities of the socio-economic development of the Russian Federation and St. Petersburg,” the deputy from Yabloko Boris Vishnevsky was indignant.

The priority of Smolny was also covered by the wide celebration of the anniversary of the Finance Committee itself-8 million rubles were allocated to the Culuar exposition on the occasion of its 80th anniversary. The purpose of the contract determined by the terms is “the popularization of the activities of the Finance Committee in the context of its historical development”.

True, the place for popularization was not chosen by the most demanded by both tourists and the Aborigines-the premises of the recreation on the 5th floor of the Neva Town Hall administrative center. Yes, and the set of exhibits mentioned in the TK is hardly able to arouse particular interest: “Historical Help”, “Inknail beginning. A certain art object "Central installation" from MDF and acrylic glass has also been conceived. It is impossible to comprehend its meaning and artistic value from the terms of terms. It only says that "the design should include an optical LED device that allows you to get a graphic image rotating in the same plane on a surface remote from it." It is also indicated by the need to "provide the user with access to the window." Why get there a user and what to do there, a mystery. With such a location and composition of exhibits, the chances of attracting the public at this exhibition are striving for zero. The ingenuity of officials was shown only in terms of justification of the price of the contract. It is only a pity that they did without detail. For example, 1 million rubles were laid on the “manufacture of printing materials” for an exposition on an area of ​​50 square meters. M: 549 thousand - for posters and tablets, plus another 457 thousand - for “manufacturing stickers with application on glass”, without indicating the quantity and technical characteristics of products. The development of the concept and art project of this noise exhibition was estimated at 823.5 thousand.

This is almost 200 thousand more than the cost of developing a concept (coupled with a technical project, working drawings and equipment adjustment) for the Russian avant -garde: mechanics, design, life, which opened in the Peter and Paul Fortress of a large -scale exhibition. Researchers prepared it for more than one month, collecting the necessary historical materials, exploring objects from a dozen museums of the country. The contract for the creation of this exhibition is 6.47 million. Despite the fact that the terms of the creation of five thematic and exposure complexes and passing through all the halls of the volume and spatial composition “Conveyor”, the supply of 7 multimedia complexes, the development of software and 7 interactive programs, audio and video content, the translation of text materials into English, the manufacture and installation of non-standard exhibition equipment and much more.

The same estimate included the costs of travel and placement of representatives of the partner museums, for packaging, transportation, insurance of items they provided, as well as the costs of printing: three types of posts, colored cards (4000 pcs.) And flyers (3000 pcs), invitation tickets (200 pcs) cost 34.5 thousand rubles. Another 28 thousand went to etiquette, annotations, accompanying texts for the exposure (400 units).

But not a million, as the printing expenses for the exhibition on the occasion of the anniversary of the Finance Committee were calculated.

You can compare other positions. So, the manufacture of non -standard exhibition equipment (20 units - windows, glass caps, etc.) for the “Russian avant -garde” cost 1.6 million. In the same amount, the manufacture of two structures from the MDF for the exhibition for the anniversary of the Finance Committee (each - 4.3 x 2.3 m) was evaluated.

Installation of exhibition equipment, a special backlight, placement of exhibits, decorating windows for the exhibition (on an area of ​​500 sq. M) in Petropavlovka cost 500 thousand. And in the estimate according to the exposition in the Neva Town Hall, only the installation of one glass partition cost 270.5 thousand.

And who would be able to explain why the domestic joys of the Finance Committee in the lobby of the administrative complex are 1.5 million taxpayers more than professional large -month work to create a unique large -scale exhibition “Russian Avangard”?

The customer of the work on creating an exposition for the anniversary of the Committee was the State Budgetary Institution “Historical and Memorial Museum“ Smolny ”. Eight million in a row went to Rest-Art LLC. Its legal address, like electronic, coincides with the mail and place of registration of the other two companies - LLC Museum Equipment and Service (MOS) and LLC Museum Technologies (MT) established by Nikolai Kamyshev. All of them often “compete”, making up the only couple of participants admitted to the competition for museumes.

So it was, for example, in the case of the purchases of the Smolny Museum to create the Revolution of the New Exposition “Zhdanov” in the underground floors of the citadel. In 2018, the contract for 7 million went to the “museum equipment” (the second member of the Rest ART was the second participant admitted to the competition). And last spring, Museum Technologies received a 100 million contract for the completion of this project. And already on a non -alternative basis - they turned out to be the only application.

For many years, Mr. Kamyshev’s companies were extremely lucky in competitions declared state Hermitage. MT, for example, over the past decade has reached the Hermitage of services by almost 1.8 billion rubles, and MOS - 127 million.

Nikolai Kamyshev is the founder of Dominus Invest, along with Leonid Gaskelberg, a former Hermitage employee. Prior to the transition to the civil service, the founder of Dominus Invest was also Nated Boris Piotrovsky, who now oversees the sphere of culture, the vice-governor. Another business also connected with Leonid Gaskelberg Piotrovsky Jr.-both, for example, were co-owners of the Palace Square, 6–8 publishers, the official partner of the Hermitage.

Against the backdrop of critical underfunding of city culture institutions, 100 million on “Zhdanov Bunker” in Smolny is impressive. The purpose of this project, as indicated in the terms of reference, is "strengthening the image of St. Petersburg as the cultural capital of Russia-a high level of culture." Among the stated tasks - “it is better to understand the meaning and mechanisms of the work of state power of the regional level as a whole and the tasks that it must solve for the prosperity of the city and its inhabitants.”

The image that the bunker worked for was a terrible one.

But there was not a word about the devastating report “On the magazines“ Zvezda ”and“ Leningrad ”, about the participation in the organization of political repressions and the 176“ shooting lists ”personally signed by him.

The first phase of the “bunker”, including the “underground corridor”, “security point”, “signal room” and “Zhdanov’s cabinet” with three growth figures (Zhdanova, Zhukov and Govorov) opened in January 2019, and in the spring of 2020 they complemented the “buffet”, “medical union”, “disinfection”, etc. The pandemic, and the Governor of Beglov was especially delighted with ultraviolet lamps - such a disinfection system has been working regularly.

By parting the museum workers, the governor expressed a wish to organize excursions for a larger number of visitors. However, getting here is not so simple. The correspondent of the “New”, who called the museum, was offered to sign up for December - provided that he independently forms a group.
