In 2020, the Governor of the Krasnodar Territory Veniamin Kondratyev made the initiative to ban the transfer of agricultural lands for residential development in Russia. In Gelendzhik, Anapa, Novorossiysk this fall, public discussions of new general planes began. People did not like plans. On November 16, on the last day of public hearings on amendments to the General Plan of Gelendzhik, Nord-Ost fell on the city. Almost everyone has in a smartphone - a photo with a pinkish “hill” of the Gelendzhik Bay. The “horseshoe” is pink because on the project of the general plan this color indicates the “recreational development” zone. In fact, this is the entire coastal belt of the bay with a width of 500 meters.

The city authorities want to see here only hotels, sanatoriums, recreation areas. Now there are old -timers and small hotels.

All concerns one question: what will happen to those whose houses fell into the “Recreation” or “socio-business purpose” zone. Most are confident that it will become worse: the cadastral value of land in Gelendzhik fell significantly over the year, people believe that the authorities are preparing to buy their land for pennies in the framework of the program of integrated territorial development.

Turkish well

-This well was dug during the Russian-Turkish war. There were always problems in Gelendzhik with water, but we always have water. In 1945, she cleaned the well, I in 2015. I invited the guys, they dressed warmly and descended - there is deep, cold ...

Eight hundreds around the well for many years feed the family of Olga Vasilievna. Housing is the main source of income of the indigenous people of Gelendzhik.

Not as popular as Sochi, Gelendzhik for many years was a health resort for people more modest prosperity. Local resorts accepted ordinary builders of communism all year round.

- And just so people came, settled in the private sector and bought “courses” in sanatoriums. They were treated there, ate. The sanatoriums were given jobs, ”says Olga Vasilievna. - Now - you yourself know that with those sanatoriums.

They know everything practically. Here on the embankment, on the site of the once largest sanatorium in the country for the deaf -mute, the Lancet plastic surgery clinic has now been spread out. Olga Vasilievna’s plot is twice as much as an area.

- So many figs were this year - nowhere to put. And what will happen next, I know: this land will be made “recreational”, then the city will declare it “the territory of complex development”, investors will come here, for them the city will force us to sell the land at the price of the cadastre. They will give me 2.8 million rubles. For this money in Gelendzhik, you can’t buy one -room apartment now. We will leave, because people have nothing to live here - there are no enterprises. Turkish hotels will be built on our land, and the service staff will be brought from Tajikistan - so cheaper.

Forced investors

Russian investors loved Gelendzhik very much after 2014. No guarantees

The Land Code reads: recreation lands are strictly prohibited from using it for their purpose. These territories are regulated by a separate article of the Land Code and are under special protection and control by the state. In the provisions of the ZK, it is unambiguously determined which activity can be conducted on recreational lands, and which is not possible. In such territories, only objects can be placed for organizing mass recreation, tourism, physical education and fitness activities, and sports activities. Art. 56.1 of the RF Labor Code allows you to limit the rights of owners of land, land users, landowners, landlords of land for the use of land in connection with the reservation of land for state or municipal needs.

The inhabitants of Gelendzhik, gathered in the square, say that they have already received notifications about the imposition of encumbrances on their lands.

In desperation, they turned to the President of the Russian Federation and began collecting signatures under the petition.

In the second round of the hearings, instead of Bogodistov, the deputy head of the resort city administration for investment development Andrei Grachev had to puff in front of the residents. With the help of the developers of the general plan, he honestly tried to captivate the angry townspeople with rainbow prospects.

- The population of Gelendzhik in six years increased by 10 thousand people. As it turned out, many objects that were intended for the social sphere of the city were built up by residential development, - one of the authors of the project, an employee of the Research Institute of Prospective Urban Planning, turned to the assembled, Irina Grishechkina. - The city is provided by schools by only 60%, by kindergartens - by 45%, the number of healthcare facilities and the entire social infrastructure is lower than the norm. The new general plan provides for the construction of an additional 18 kindergartens, the reconstruction and construction of four new schools, the new clinic in the eastern district of the city.

But over and over again, receiving instead of answers to the Earth, the inhabitants of Gelendzhik, by the beginning of November, formed more than one and a half dozen toos (territorial public self -government) and now put forward clear demands.

Andrei Grachev says that the Bogodistov team should not be responsible for the tricks of the previous administration.

“By 2016, it turned out that the general plan does not correspond to what is built,” he says with jerky and incomprehensible phrases, of which nevertheless everything becomes even more obvious. - The IZHS zones, where people are residents of the city, misled their citizens and built apartment buildings on the site of IZHS. Including other zones where something was supposed, and it was not implemented. Now the general plan simply does not meet modern requirements, even what is already there even now.

Within a month, residents of Gelendzhik sent more than 6,000 objections to the city administration for the proposed changes to the general plan, another 3,500 statements were collected on the last day of the public hearing. The authorities promise to strictly fix all the requirements and soothe enracted landowners, but the parties that have lost the dialogue from the dialogue do not hear each other ...

A similar situation develops throughout the Black Sea coast of Russia. The resorts of the Krasnodar Territory given to municipal Padishahs are at the mercy of the Municipal Padishahs, and the sources of inspiration for construction companies, small hoteliers and restaurateurs were two decades.
