Re -registration in the Moscow "Yabloko" took place from November 1 to 15. The procedure was associated with the personnel reform of the party, which they began to carry out at the beginning of this year. The reform involves the division of party participants into different groups according to the degree of involvement, in particular, the introduction of the Institute of “Registered” and “Unregistered” party members. A supporter of the party “without registration” is deprived of the right to vote at the Glooko meetings, to elect members of the leading party bodies and be elected to them himself. In October, it became known that
Among the reasons for withdrawal from registration may be support for “smart voting” (“UG”) and the policy of the founder of the FBK* Alexei Navalny.
As Kommersant told the deputy chairman of the Moscow “Yabloko” Ivan Bolshakov, party members removed from registration, could be transferred to the category of unregistered party members, its supporters, candidates for members of the party with a trial period or completely exclude. At the same time, the set of categories has not yet been approved, it will be discussed only at the congress of the party, which is scheduled for December. During re -registration, party members also had to undergo interviews at which they determined their compliance with the party's charter.
The Moscow Mundor Viktor Grekhov told the “new” that the interviews were conducted ten minutes long with Zoom. The questions were “standard”: how you relate to “smart voting” whether you signed this or that open letter and have you changed your opinion on what useful activities for the party were engaged in the last two years. Interlocutors of Kommersant from the Moscow Yabloko also add that
Party members asked questions about Crimea and the attitude to the director of the City Projects Foundation Maxim Katsu.
During the meeting of the Bureau of the Regional Council, the Deputy Chairman of the Party, the chairman of the Moscow branch Sergei Ivanenko said (the transmission of the broadcast record is at the disposal of the editorial office) that the interviews were conducted mainly with members of the party in which questions arose. According to the member of the regional council and chairman of the party commission Galina Mikhaleva, 107 people were able to successfully pass it. At the same time, as Ivan Bolshakov noted in a conversation with Kommersant, the revision of the statuses of the party members was rather associated with the cleansing of the party from supporters of Maxim Katz (the Politics from the party itself was excluded at the beginning of 2020). His words are partially confirmed by the statements of both Mikhaleva and other members of the bureau.

- Despite the fact that there were manuals, how to go through our interview, people cannot lie consistently. The classic version, [when a person said at an interview] “I did nothing, I transferred Bryukhanova’s money and [ex-candidate to the Moscow City Duma, supported by Maxim Katsa, Peter] Karmanov and does not agree with the party leadership.” Here the recommendation is clear, ”Mikhaleva said at the meeting (quote from the video).
- This is a story not a month ago and not a three -month. This story has been going on for several years, ”said Ivanenko in the discussion of the interaction of Yabloko members and supporters of Katz.
- In fact, our patience ended, and we come to a decision to demonstrate that we are a political party, and not a club of lovers of anyone.
According to the press release of the Moscow “Yabloko”, it was possible to lose the status of a registered party member under several conditions:
lack of activity in the party over the past two years;
support on election campaigns of 2021 rivals of candidates for deputies put forward by the party, as well as voting for rivals of "apple" candidates;
the signing of open letters, in which, along with criticism of the party and its leadership, to which any member of the Yabloko democratic party is entitled, contains a lie that discrediting the party, which causes her political, reputational damage;
Violation of the provisions of the charter of the party.
Among the party members withdrawn from registration were also Moscow Munds, in particular, the municipal deputy of the Ramenki district Maxim Gongalsky and the head of the municipal district Gagarinsky Elena Rusakova. According to the “New” Rusakov, with her, they also removed from the registration of other Moscow mundories: Grigory Tolkachev, Viktor Grekhov and Vasily Dikarev. According to the telegram channel “We can explain”, about 15 Moscow mundops “left” from the Moscow “Yabloko”.

The municipal deputy of the Levoberezhnaya district Viktor Sin says that its history is not very different from others. The Mundee entered the Party on the appeal of Maxim Katz, participated in the process of its update as much as possible, signed letters sent by the party’s leadership after the “strange” articles and interviews of the founder of the party Grigory Yavlinsky.
- I participated in the “interview” before re -registration, everything that I said there, then in a warped form was presented at yesterday's meeting of Mikhaleva. A formal reason for removal is the support of a “smart vote”, although at the interview I quite unfolded explained how I relate to “UG”. I will dispute if the process is massive. There is no sense alone alone, ”explains the sins of the“ new ”.
For Maxim Gongalsky, the withdrawal from registration was unexpected. As the municipal deputy jokes, he himself is not fully sure that he was deregistered, since the lists of the “retired” were only with the members of the bureau. The deputy claims that he timely sent a request for re -registration, but after that no one called for an interview. The party only sent a link to the remote meeting of the Bureau of the Regional Council, where he heard that he was being removed from registration.
- Removing from registration means the deprivation of a member of the party of voting rights when choosing governing bodies. Now, the current leadership of the Moscow bodies of the branch of powers end literally in a week. New ones will be elected. The current leadership deprives the registration of party members so that they cannot vote against him, ”Gongalsky is sure.
The chairman of the Moscow party, Sergei Ivanenko, to the question of the “new”, how he relates to the fact that most of the Moscow branch of the party has lost the right to vote, answers that such a statement is incorrect. Ivanenko points out that 237 people have the right to vote against 202, who were removed from registration (these were preliminary re-registration data, in the official press release 240 versus 189). 488 people who did not submit documents for re -registration and are officially listed “retired” from “Yabloko”, according to him, a completely different story.
- This is not a deprivation of membership, because [these 488 people] did not declare anything. If they turn to us and say that they were mistakenly [removed from registration] or they forgot to contact [so that they are registered], we will return them.
Those who fought against Yabloko were removed from registration, the chairman of the Moscow branch replies.
Formally, the party’s membership in general did not deprive anyone at all, adds Maxim Kruglov, a member of the Bureau of the regional council of Moscow “Yabloko” and the deputy of the Moscow City Duma. In addition, according to the deputy, the decisions made at the meeting can still be disputed through the federal authorities of the party.
Kruglov supports the re -registration procedure and does not see any problems in what happened. In his opinion, the meaning of re -registration is that there are people who really share the values of the “apple” in the party, that the party becomes a party of like -minded people. The past elections to the State Duma, in his opinion, showed that the party has many people who do not share party decisions and urge to vote for other candidates.
- I believe that it is impossible to be inside the party and support its competitors. So does not happen in any country of developed democracy. In addition, I want to note. When I came to Yabloko in the first year of the university, I didn’t care whether I was registered with a party member or not, I have the right to vote or not. It was important for me to support the party, to support this political direction. What does it all matter if a person is going to work and support these values? If a person comes only in order to re -select the leadership, and it is important for him only this - I do not think that he is in this case valuable for the party. On the contrary, this only provokes endless conflicts out of the blue, ”summarizes Kruglov.
