Open letter of academicians in defense of Sergei Zuev

Dear Vladimir Vladimirovich!

We, the members and professor of the Russian Academy of Sciences, turn to you in connection with our extreme concern of the fate of our colleague, Sergey Eduardovich Zuev, the rector of the Moscow Higher School of Social and Economic Sciences (MVSHSEN, better known as Shaninka, named after its founder, the outstanding sociologist and the historian of the Russian peasantry Theodore Shanin). At the moment, he is in custody on charges of Part 4 of Art. 159 of the Criminal Code. The very fact of this accusation seems absurd to us: it is impossible to imagine that Sergei Eduardovich Zuev was involved in any fraud or predation. His many years of work, a huge contribution to the development of Russian education (noted, including state awards), an impeccable academic and public reputation completely exclude this possibility.

However, at the present moment, we are primarily outraged by the deliberate cruelty of the investigating authorities, courts and prosecutors in relation to a person not only deserved and elderly, but also a seriously patient who underwent three serious operations over the past year (the last after the charges). S.E. Zuev needs close medical control and constant adjustment of drug treatment. In addition, he has two minors of his son, one of whom is a disabled person with a disorder of the auto spectrum, and very elderly parents (mother -in -law, father - 84). All these circumstances, undoubtedly, say in favor of the fact that during the investigation before the final court (for the fair decision we are very counting) S.E. Zuev should be chosen a preventive measure that is not related to detention. According to Article 108 of the Code of Criminal Procedure of the Russian Federation, detention as an extreme measure cannot be applied if possible to use a softer preventive measure and should not be applied for so -called economic matters. This has been emphasized more than once in the explanations of the Supreme Court, you have repeatedly talked about this. Nevertheless, contrary to the decision of the court of first instance, the Moscow City Court for the prosecutor’s appeal decided to cancel the house arrest initially appointed to Zuev and decided to place the scientist in the pre -trial detention center. On the eve of the court, hundreds of representatives of the academic community addressed the general prosecutor of the Russian Federation I.V. Krasnov, but he left our appeal unanswered. Therefore, we considered it necessary to contact you directly.

We ask you as a guarantor of the rights and freedoms of a citizen to take under your personal control the fate of a particular person - S.E. Zueva. One of the key rights of a citizen (in addition to the right to a fair and impartial trial) is the right to life. For S.E. Zueva every day in a pre -trial detention center poses a direct threat of his life and health. Before the final decision of the court in his case, a preventive measure that is not related to detention should be chosen to him.

Among other things, the “Zuev case” makes us worry about the fate of the university he headed, who has gained significant authority in Russia and abroad. Moreover, the claims presented to his rector may be presented to any recipient of budget funds in the field of science, education or culture. Once the Russian government urged "to stop nightmare business"; Today we are afraid that what was happening with Zuev and Shanik would not be one of the links of the new “nightmare” for Russian science and higher education.
