When the situation requires that, social cards are 65+ to 65+ people very quickly. Sometimes the holder of the document himself will learn about this by accident, for example, without getting into public transport. But in the opposite direction, “justice” does not always work. It’s not enough to vaccinate. We must still walk, stand in line. And now the inhabitants of one of the Russian regions massively complain to the regional government that after vaccination of unlocking the social card in automatic mode does not occur.

Yuri Andreevich lives in Samara. He is 83, he has long been retired. All his life, the man worked on the “TsSKB-Transgress” (now the “Rocket and Space Center”). Most of this life, Yuri Andreevich, devoted to the local football team “Wings of the Soviets”. The first time in the stadium where they played was back in 1957. And then I went to almost all home matches. I could only skip for a forcedly when they sent on a business trip to Baikonur. On the lapel of the weekend jacket, Yuri Andreevich wears the icon of the veteran "TSKB". He still has the same - veteran, only with “wings”. But in October this year, it was not set with football. At all.

“Since the end of August, from the very beginning of the season, I have never been at the games,” the pensioner says.

- How long have you been for a long time for the “wings”?

- Yes, all my life! He began to get sick when the “wings of the Soviets” played at Dynamo. The stadium then guarded the equestrian police, sold beer from the barrel with a swing. Khusainov played under the seventh number. Poymego was taken to Moscow in the national team.

“But you are somehow sad about it.”

- Because I usually went to almost all the games with the Wings of the Soviets. And then Covid appeared, all these restrictions. I have not vaccinated for a very long time. He accommodated only on October 21, when he realized that without this I would not get to football.

Actually, difficulties were not only with a visit to mass events. On October 14, the action of social maps of the inhabitants of the Samara region 65+ was suspended by the decree of the governor. Money for unused trips promised to be returned to them. The measure itself was to stimulate the vaccination of the adult population.

After vaccination, Yuri Andreevich did not even suspect that the injection would turn out to be the simplest and most short part of a long epic.

Because there was no logical continuation either on the second day or the third ...

“Father swept, but automatically, as promised, the QR code did not come,” says the daughter of Yuri Andreyevich. - And the transport card was not unlocked. Maybe because his phone is button.

Or officials were in absolute confidence that literally every pensioner not only has a computer by definition, but also chooses exclusively iPhone.

In the clinic, the pensioner was issued a certificate of vaccination. It was not explained as this document was not explained. The similarity of the instruction “How to unlock the social card” was found on the website of the Ministry of Social, Demographic and Family Policy of the Samara Region. So, the Ministry of Health was recommended when confirming vaccination to take immediate measures to receive a citizen of the original QR code. And the Ministry of Society - to transfer the information received to the operator to resume the card. What the various departments of a social orientation should do and the citizens themselves, the instructions say. Only from all the foregoing it followed that nothing would happen automatically. Therefore, pensioners had to wind circles from an official to an official, paying their transportation costs in full.

For starters, Yuri Andreevich went to the district department of social protection. There he was sent to the MFC, advising to register at the "public services" simultaneously. Why did not help create an account on the spot - a riddle. Although the instructions are provided. Apparently, it is assumed that pensioners do not experience difficulties with registration on a single portal of state and municipal services (USPU).

Yuri Andreevich really has a laptop, but he uses it with great difficulty. And registration on the portal is walking on flour.

“Fortunately, my daughter helped me start a password, login.” But before that I had to look for many different ways. They gave me several phones, I called - useless! On the "public services" some machine guns stand and constantly answer "wait". Then I spat and came to the MFC myself. They gave me a coupon to come to such and such a time. I stood from the entrance from the entrance, only to get this piece of paper. This was back in October, and the deadline was scheduled for November 1.

- I had to stand for a long time?

- About an hour. There are only two windows, the line was barely moving.

I clarify the daughter of Yuri Andreevich if he could walk to his MFC? To avoid unforeseen expenses, until the card is valid.

-It is necessary to go, go far after all. While he was waiting for his turn to the reception, I registered it on the "State Services". Somehow. With this registration, a few days later he went to the MFC. And there he finally printed a QR code. And without registration they refused.

But on that, the story did not end. Because the card for travel in transport still did not work.

When, after numerous attempts, it was possible to get through to social protection, the pensioner was asked to come to the department personally. And to write a statement in all form: "I-such and such a vaccination, I ask you to unlock the card." That is, the vaccinated one had to stay as a supplicant for some time. In the district department, Yuri Andreevich spent an hour and a half.

“There was a crowd of people,” says the daughter.

- And how soon the card was unlocked?

- Two days later. We were told, we must wait until all these papers reach somewhere ... There, officials have their own document management.

- In the end, when was the problem finally solved?

- Almost two weeks after vaccination.

But the “card” problem has another side. The trips that were unspented by the passenger after unlocking the card did not automatically return. Contrary to the promises of local authorities. Our colleague in an open circulation to the governor wrote: when his mother-retail mother after four days of waiting for the card finally activated, it was exactly zero trips on it. And to replenish, you need to wait for December.

The other day, it turned out that the process is inhibited by the “unloading of data on vaccinated citizens from medical institutions”. And some other technical difficulties that do not allow you to quickly restore the remaining funds on the map. The mayor of Samara Lapushkin reported this at a meeting of the opera station to combat the distribution of coronavirus. In the meantime, there is a struggle with these very difficulties, people are advised to contact, for example, to the hotline of social protection management. I immediately note: only very patients can take advantage of this advice.

Finally, the Governor of the region Azarov gave people hope: “We must organize work so that the process (unlocking cards) for each person is as simple as possible.”

It remains to wait for the “maximum simplicity” to come.
