The State Duma adopted amendments to the law on police in the third reading. The documents are posted on the website of the lower chamber.
The law clarifies the conditions for entering a home, opening vehicles, cordoning off territories. In a number of articles, the word “must” is replaced by a verb in the third person present tense, for example: “represents itself” (instead of “is obliged to present itself”), “shows documents” and “suppresses”. According to the amendments, a police officer has the right not to present himself if necessary to stop a crime or offense
OVD-Info lawyer Dmitry Piskunov notes that the law has not undergone radical changes: “The National Guard already had such powers. In fact, the provisions of the law on the police seem to be synchronized with the law on the guards.
The bill was considered for more than a year: it was submitted to the State Duma in May 2020, some of the original proposals were removed, including the need to record all interactions with citizens on video.
