Bastrykin returned to Vsevolozhsk with criminal cases. How the area has been living, which attracted the attention of the head of the UK

On the evening of December 6, the press service of the Investigative Committee of the Russian Federation reported that the former head of the Vsevozsky district Alexander Sobolenko is suspected of embezzlement of 121.4 million rubles. The ex-official was detained and taken to Moscow. The next day, according to the same press service, the court authorized the arrest of Sobolenko on charges of especially large embezzlement (part 4 of article 160 of the Criminal Code of the Russian Federation).

Recall that two months ago, on October 13, during the meeting of the head of the IC of the Russian Federation, Alexander Bastrykin (through video communication) with citizens, an elderly woman complained about the nasty, in her opinion, the work of the Vsevolozhsk investigator Vladislav Megrelov. Without understanding the particular case, Bastrykin advised his subordinate to get out of the Kubanshchina, from where he “climbed” to St. Petersburg. And at the same time he ordered to check all the cases that were in the production of Megrelov.

The publication of video and quotes from Bastrykin’s conversation with a subordinate caused a wide resonance far beyond Vsevolozhsk. In the area itself, people were indignant: Bastrykin, in their opinion, would be better to pay attention to the red tape with a mass of different other things, and not to hide on one - just an arbitrarily grabbed grandmother's complaint.

The head of the UK heard the voice of the people and held another meeting with the residents of the district, again through video communication. It took place on November 8, and then, apparently heard, became a revelation for Bastrykin. In less than a week, he arrived in St. Petersburg and on November 13, he was already in full -time citizens. It so happened that they turned out to be gardeners from SNT "Osinka".

The miracles taking place with land in the Osinka, “New” told in January this year in the article “Daching Thriller”. And now, apparently, it was the “aspen” that became the lever with which Moscow investigators turn the land over Vsevolozhsk. It was on suspicion of fraud with the Earth in the Osinka that Alexander Sobolenko was arrested.

As follows from the messages of the press service of the IC of the Russian Federation, in 2012-2013. Sobolenko, who was then the head of the Vsevolozhsk district, joined 19.9 hectares of land to SNT. The site was put on the cadastral registration in Rosreestr, and the administration of the neighboring village of Sertolovo entered into an agreement with the board of the “aspen”, according to which part of the land was supposed to be distributed among the preferential category of citizens. However, after a few months, Sobolenko, according to investigators, unilaterally terminated the contract.

Distalants from beneficiaries did not receive the plots, and, as the investigation believes, it was damaged by 121.4 million rubles.

“What was counted in Sobolenko is a drop in the sea,” one of the owners of the garden plot in the “Osinka” told the “new” (F.I. O. are available in the editorial office). - The commission worked here a couple of days ago, there are investigators and employees of the cadastre, from the Ministry of Defense, from Rosleskhoz. They say that only in our gardening they, according to the most approximate estimates, counted the theft for a billion rubles, here the assignment of lands of the Ministry of Defense, and illegal deforestation, and other fraud. Surely the same in neighboring gardening. ”

Regarding the illegal deforestation, on which gardeners insist, it is known that in 2011 the leadership of the SNT appealed to the district administration with a request to expand possessions. They asked them to cut 19.9 hectares - those very areas that beneficiaries were supposed to receive. The land, as already mentioned, was allocated to them. However, half, more precisely, in 8.5 hectares, the owner had a Morozov military forestry.

The rule of the "aspen" did not stop. They entered into an agreement with a certain organization engaged in harvesting wood, and began to simply chop the forest. Citizens complained to the police more than once, but she did not take any measures. In the end, the information reached the military. SNT was fined 37 million rubles. The board protested a fine in the Vsevolozhsk court, where the amount was reduced to a modest million.

“For more than ten years, we turned to a variety of instances, demanding that we pay attention to the rule,” Inga Malik, a member of the SNT “Osinka” expresses his assumptions. - After all, there is not only illegal deforestation and capture of military lands. Members of the board on their relatives and friends recorded several sites, and then sold this land at a market price. Ordinary gardening members extorted money for connecting to electricity, gas, water supply. The dissatisfied was simply not allowed into the territory of SNT, although they have private property here. Wherever we did. And to the regional prosecutor’s office, and in the Main Directorate of the Ministry of Internal Affairs in Peter and the region, and in the regional SK, and to the courts. And no measures or at least checks. And then Bastrykin finally heard us. ”

Actually, Bastrykin “heard” gardeners not the first time. As one of the activists in the Osinka says, they sent previous complaints to the UK in 2020. Their letters, together with the attached documents, were returned to the region with the resolution: "Express."

The investigator of the district SK Meigrelov was entrusted to understand. Then he still did not annoy his bosses with his oval face and origin.

The magazine "Prigorod" reported that Megrelov accepted the case to production, called the applicants, and talked to them. And he made a decision to refuse to initiate the case. True, the applicants assure that he seemed to have forgotten about this, and all the time “fed them breakfasts”: they say, the matter is difficult, the investigation is underway. Inga Malik now appears in the criminal case as a witness, from her, as she told the “new”, they took a non -disclosure subscription. From other sources it is known that the investigation team from the capital intends to interrogate the head of the Vsevolozhsk district Andrei Nizovsky.

Nizovsky was appointed head of the district in 2016, formally he was not related to the alleged frauds with the ground. However, before this appointment, he worked as deputy head of the Office of Rosreestr in the Leningrad Region. And to this department, the investigation also has questions - regarding the registration of plots. The investigation, according to the “new”, is also of the role of the governor of the region Alexander Drozdenko, who has been holding this position since 2012. The investigation interrogated, as the sources of the “new” say, supposedly the head of Sertolov Yuri Khodko, but it is still unknown in what capacity.

In the future, troubles may threaten the chairman of the board of SNT Nadezhda Polishchuk. She, among other things, is listed as an employee of Lenoblststroy, who carried out work by order of gardeners and received payment, as claimed in the partnership, land plots. It can be assumed that the same method of SNT paid with other contractors. The magazine "Par Beem" gives the company "Rosa" as an example. Its co -owner Alexander Smirnov is also the general director of Lenoblstroy. Moreover: “Lenobltstroy” and “dew” are registered at one address on Caravan Street in St. Petersburg. And there the regional branch of the LDPR occupies the square. Gardeners notice that firms that received contracts in the “aspen” were regularly connected with a business, a friendly regional liberal democrats.

Nadezhda Polishchuk, Chairman of the Board of SNT Osinka, refused to give comments to the “New”, referring to the fact that she did not trust the telephone interlocutor. The head of the Vsevolozhsk district Andrei Nizovsky said that he did not see the reasons why the investigation would have questions for him.

“I came to the area after those events,” he said on the phone. - And regarding the alleged embezzlement of military lands, I can say as a former employee of Rosreestr that on a highlighted “aspen” plot, the forest really belongs to military forestry, but there are no lands. Such a paradox.
