EU sanctions are divided into four topics:
Ukraine,
Libya,
Syria
and violations of human rights.
Only three organizations and eight people, including heroes of the Russian Federation.
The shortest list is the Libyan.

Alexander Kuznetsov , who was better known under the call sign of the first assault detachment of Wagner, was appointed responsible for the actions of the Wagner group, which “threatens the world, stability and security” in Libya. In the past, Major of Special Forces from Solnechnogorsk near Moscow, in 2008, Kuznetsov unsuccessfully fell under a criminal case for robbery and abduction of man. He was released from places of imprisonment on parole in 2013, in 2014 he had already fought at Wagner. For affairs in the southeast of Ukraine and in Syria, he was marked by the unprecedented for the “official” soldier a set of awards: four orders of courage. Information about the assignment of him the title of the hero has not yet been confirmed.
There are three characters in the “Ukrainian” list, and one of them is actually Wagner himself, aka Dmitry Utkin . The reserve lieutenant colonel, a former commander of a separate detachment from the Pskov Brigade, does not need a special forces, his call sign (which he has not used for operations for a long time) became a global brand. Utkin received from the President of Russia at least four orders of courage, and judging by rumors, and the title of Hero of Russia. But, as in the case of Ratibor, we have not yet received sufficient confirmation of the heroic title.
According to the document, Utkin "personally attended the battlefield in Ukraine, coordinated and planned the activities of the Wagnerians."

“Given his commanding position, he thus is responsible for active actions that undermined and threatened the territorial integrity, sovereignty and independence of Ukraine.” As far as is known
Mr. Utkin’s business interests are limited to a couple of food shops issued to the spouse, which are unlikely to need European lending, so the sanctions will not upset him much.
Denis Kharitonov is a deputy of the Duma of the Astrakhan Region from United Russia, the functionary of the Union of Volunteers of Donbass, Wagner veteran, one of the thirty -three “soldiers of good luck”, detained by Lukashenko’s special services near Minsk in July 2020. Why exactly he was honored to get on the sanctions list is not entirely clear. Probably, as one of the few obvious and documented Wagnerians who made an official political career.
Sergei Shcherbakov is also one of thirty -three “tourists”. Not a commander, not a deputy, not a public figure. Most likely, his tongue failed. Judging by the documents published by Ukrainian journalists, when Shcherbakov, on behalf of the MAS, was recruited “to the protection of Venezuelan oil industry”, which was already non -existent by that time, he told too colorfully about his successes in air defense, painting how he personally shot down Ukrainian pilots in the Donbass. Here the European Union personally was charged with the confusion of two attack aircraft and one helicopter (which looks like some exaggeration).
Two heroes of the Russian Federation are responsible for Syria at once.
The first is Andrey Troshev . Former artilleryman, who continued to serve in the St. Petersburg police special forces. The commander of the SBR of the Main Directorate of the Ministry of Internal Affairs in the North-Western Federal District graduated from the police colonel. His officer past deserves respect: artilleryman Troshev received two orders of the Red Star still for Afghanistan. But the hero is already as a pensioner, as they say, for the assault on Palmyra in 2016. The EU considers it the “executive director” of the PMC with the call sign of Sedoy , and, according to our information, this is an accurate definition.

Andrei Troshev, despite the high title, is not a very public figure and, possibly, ceases to play a leading role in the “company”, as the PMCs of Wagner involved are called. In addition to participating in the Syrian epic of Wagner, Andrei Troshev was remembered by embarrassment in July 2017 when
Ambulance allegedly delivered him to the hospital in a state of alcohol coma. Having examined the patient, doctors were surprised to find Syria cards, documents for the purchase of weapons and equipment, as well as large amounts in rubles and dollars.
A few hours later, the incident was regulated, but the trace of this story remained in police reports .
The second hero is Andrei Bogatov . The personality is no less colorful in its own way. In the past, also an officer, a family officer, a participant in the peacekeeping mission in the former Yugoslavia, after dismissal to the reserve, worked as an electrician at the factory in his native Old Oskol. In 2014, everything changed, and Bogatov headed the 4th company of Wagner. After a severe wound, he lost his hand, but remained in the ranks, commanding a company of security for the oil refinery in Syria.

Among the famous commanders of the group of Wagner Bogatov, perhaps the most open. With the star of the hero on his chest, he is an indispensable participant in the patriotic events of Staro Oskol, candidate for elections to the State Duma from the Rodina party . He willingly gives out interviews .
Companies in respect of which sanctions for Syria have been imposed are well -known
Euro policy,
"Velada"
"Mercury".
The most famous of them, acting, as we understand, as an almost official version of the Wagner Group, of course, the Euro Polis . Registered in the summer of 2016 in Krasnogorsk near Moscow on a clear zits-chairman, the company did not show signs of life for six months. On January 16, 2017, Oleg Erokhin, a retired policeman from St. Petersburg, a former Sobrovets, then an operative of the Main Directorate of the Ministry of Internal Affairs in the northwest, a good acquaintance of the future Hero of Russia Andrei Troshev and Arkady Gulyaev, known as the head of the Concordian Security Service, businessman Prigozhin. On January 19, the owner is changing at Euro Polis LLC-the only participant becomes Neva CJSC, led by Valery Chekalov, one of the top managers of the Concord system since the beginning of the tenths.
In December 2016, during a visit to Moscow, the Syrian Minister of Oil and Mineral Resources Ali Ganema, under the auspices of the Russian Ministry of Energy, prepared a stunning agreement between the Euro Polis and the Syrian General Oil Corporation, in accordance with which
The Russian limited liability company obliged the fighting for the liberation from the IS (prohibited oil and gas fields prohibited in Russia). And then protect and defend them, receiving in excess of the cost of conducting hostilities 25 percent of production. And the Euro policy coped.
Mercury and Velada are two companies that in December 2019 received concession from the Syrian parliament on the development of three blocks of oil and gas fields. Having looked at these companies, it was not difficult to establish that they were visible behind the structures of the same “Concord”, that is, Evgenia Prigozhin , which was told by the “New Gazeta”.
A separate block of sanctions is devoted to violations of human rights in Ukraine, in Syria, Libya, the Central African Republic (TsAB), Sudan and Mozambique.
For the first time, the EU is defined by the Wagner group:
“The Wagner group is a non -irradiated private military organization based in Russia, which was created in 2014 as a successor to the Slavic Corps. It is headed by Dmitry Utkin, and is financed by Evgeny Prigozhin.
Due to the creation of local enterprises and with the support of local authorities, the Wagner group finances and carries out its activities.
The Wagner group is responsible for serious violations of human rights in Ukraine, in Syria, Libya, the Central African Republic (TsAB), Sudan and Mozambique, including torture and extrajudicial executions , executions without proper trial or arbitrary executions and murders. ”
For the order, we note inaccuracy: the Wagner group has a very mediated attitude towards the “Slavic Corps”, which tried to act in Syria in 2013, and is certainly not its successor either in strictly legal or in a conceptual sense. Many participants in the “Slavic Corps” indeed in 2014 were under the command of Wagner (former company “Slavkorpa”) in the southeast of Ukraine, but this is a completely different story-with other organizers, other sources of financing and other goals. But, in our opinion, this is the only inaccuracy in the formulations.
In addition to the company as such, there are three three in the list of main violators of human rights.
The first to be naturally indicated by Dmitry Utkin . Which, as a commander, “is responsible for serious human rights violations, committed by this group, including torture and extra -court executions, executions without proper trial or arbitrary executions and murders.”
It is emphasized that Utkin, according to the EU, was involved in the torture and killing of the “Syrian deserter by four members of the Wagner group in June 2017 in Muhafaz Homs, Syria”.
As indicated in the document, "according to the former member of the Wagner group, Dmitry Utkin personally ordered the deserter to be tortured to death, as well as to shoot this act."
Recall that the murder of a Syrian named Hammadi occurred in July 2017. In the fall of 2019, the New Gazeta established that this crime was committed by members of the Wagner group at the Ash Shar Syrian plant.
We installed and named the name of one of the killers - Wagnerir Stanislav Dychko .

Stanislav Dychko became the second on the EU list.
The third is Valery Zakharov . Until recently, a security adviser to the President of the Central African Republic.
QUOTE
“Valery Zakharov, a former employee of the State Security Service (FSB) of Russia, is an adviser for the security of the President of the Central African Republic (TsAB). It is a key figure in the team structure of the Wagner group and maintains close ties with the Russian authorities.Given his influential position in the Tsar and his leading role in the Wagner group, he is responsible for serious human rights violations, committed by the Wagner group in the TsA, including extrajudicial executions, executions without proper trial or arbitrary executions and murders.
This includes the murder of three Russian journalists in 2018, for which Valery Zakharov was responsible for the security. ”

Thus, the EU believes that Valery Zakharov is responsible for the murder of Orhan Dzhemal, Kirill Radchenko and Alexander Rastorguev in July 2018 . Although there were no mistakes: Zakharov never served in the FSB, his service was held in the operational-search units of the St. Petersburg police and customs, and at present he has already left Africa.
Now, the persons listed in the list should not cross the border of the European Union, conduct business with European companies and receive loans. It seems to be a formality, especially since they did not do this. Rather, this is a manifesto. Perhaps personal enough. In the famous photo taken on the day of the heroes of the Fatherland in the Kremlin, five people. In the center - Vladimir Putin. To the right and left of him - Dmitry Utkin, Andrey Troshev, Alexander Kuznetsov, Andrey Bogatov.
