“Taiga.info”: the Irkutsk Federal Penitentiary Service asked the Investigative Committee to think about the “expediency” of allowing the defense lawyer to see prisoners who suffered from torture

The first deputy head of the FSIN department for the Irkutsk region, Andrei Ladan, informed the Investigative Committee about the visit of lawyer Yulia Chvanova to Angarsk IK-15 and asked to think about the “expediency” of her admission to the colony. this with reference to a copy of the jailer’s letter. reports Taiga.info

The publication does not indicate what date the letter is dated. As stated in the document, Chvanova met with the convicts and discussed the suppression of the riot in IK-15 and subsequent torture.

“She offered to represent their interests in criminal court, where they were recognized as victims, [spoke] about the use of violence against them during their detention in pre-trial detention center-1, and said that she intended to prove that the violent acts committed against them in institutions GUFSIN were allegedly committed with the aim of giving necessary confessions in a criminal case about mass riots and disorganization of the normal activities of IK-15,” this is how Ladan describes the work of the defender in the colony to the Investigative Committee.

The deputy chief notes that Chvanova turned to the management of the Angarsk pre-trial detention center-6 to meet with the convicts who are being held in riot cases. Ladan, Taiga.info notes, asks the head of the Investigative Committee for the Irkutsk Region, Anatoly Sitkin, to “resolve the issue of the advisability of allowing Chvanova to the persons involved in the above-mentioned criminal cases.”

In August 2021, the defender was not allowed into the Angarsk pre-trial detention center-6 at the “written request” of investigator Tatyana Saprankova, who is investigating the case of a riot in the Angarsk IK-15.

The riot in Angara correctional colony No. 15 began on April 10, 2020. Human rights activists said that some prisoners cut their veins due to the torture of another convict. The FSIN claimed that a colony employee was attacked, but the situation was brought under control.

Based on the incident, the Investigative Committee opened cases of disruption of the work of the colony (Part 3 of Article 321 of the Criminal Code) and mass riots (Parts 1 and 2 of Article 212 of the Criminal Code).

After the riot was suppressed, some of the prisoners were transferred to Irkutsk pre-trial detention center-1 and IK-6 and Angarsk pre-trial detention center-6. The convicts complained of beatings and demands to confess their involvement in the riot.
