The decision was made on the recommendation of the Matrosskaya Tishina doctors, human rights activists noted.
67-year-old sociologist Zuev was placed in a pre-trial detention center on November 9, and since the end of the month he has been in the prison hospital due to health problems: over the past year he had three operations on the heart, carotid artery and leg, and before his arrest he also had several hypertensive crises .
President Vladimir Putin, at a meeting with members of the Human Rights Council on December 9 , said about Zuev that he “does not see any need to keep a person behind bars for the offenses that he is charged with.” Despite this, the court rejected Zuev's complaint against arrest and left him in pre-trial detention.
Zuev was accused of Shaninka performing poor quality research for the Foundation for New Forms of Educational Development of the Ministry of Education concerning the work of teachers (Part 4 of Article 159 of the Criminal Code). According to investigators, 21 million rubles allocated for the work were stolen.
Shaninka said that they accepted two of the three stages of research, and in 2020, when the foundation changed management, the contract was terminated due to “difficult communication”, and the university paid a penalty. Zuev himself denied guilt.
After this, Zuev was also charged with fictitiously hiring employees of the Ministry of Education as research assistants at the Institute of Social Sciences, which was headed by a sociologist (Part 4 of Article 159 of the Criminal Code).
