In recent years, more and more refugees from Africa and the Middle East have come to Europe. In 2015 alone, 1,2 million people submitted applications for refugee status in the EU. Such a number of people are not able to digest even a relatively developed European assimilation system, so migrants are often forced to look for themselves in crime. The author of Samizdat watched the fate of the African refugee in Italy for a year and talks about his path through the Sahara to the tops of the drug business, which prevented the largest business against police officers in the modern history of the country.
It was the usual evening of the Italian summer of 2019 in Bologna. Student activists deployed posters with the inscription “Reffegues welcome”. While there were few of them, but, looking at the whole minibus of food, guests should have gathered enough guests for the holiday. Mvebe, a young twenty -year -old African, only woke up and tried to realize what was happening. Near the bench there was a drinking fountain, judging by the date of installation on the cast -iron grill, the peer of his native country - Gambia. Mveba was waiting for the start of the rally. Fights for humanitarian aid were fierce, so he chose a strategic place on a bench. In the distance, the Nigerians were looming - conflict for baguettes, Tiramisu in a plastic bag and chemical milk was inevitable.
People from the Catholic charity organization "Karitas" have never asked questions. They just smiled and imposed a big portion. But today I was going to ask for a bicycle for trips for goods out of town. For a new life, he needed three things. I already found a good fat ziplok Mveb - it remained to get capital and vehicles.
The Italian volunteers were very often interested in his history, and he told everyone something new. Every day he offended the thresholds of volunteer organizations. Italy was always famous for its bureaucracy, and soon it began to seem to Mveb that Gambia was not so bad, because no one asked there. It is good that Karitas helped to translate the request for asylum to Italian and send it on time.
Everyone always very much sympathized with Mveba, but he was somehow embarrassed to ask for money. Mveb needed exactly 50 euros to become a small dealer. He did not think about another way to earn money.

Before the crisis with Syrian refugees in Italy, the republican budget was laid, according to which each of them had the right to free residence, language courses and culture, assistance in employment, food in the dining room and most importantly - about 27 euros per day for pocket expenses. After the “right” government, they refused this practice, the budget became regional, and each region began to create its own programs, and cash was replaced by bonus cards for food and one -time payments of “lifting” money. Mveb did not know this. Although he weighed only about 45 kilograms after traveling through all of Africa, he did not need medical care. To the invitation to participate in the theater of shadows (figures of animals against the background of a lamp) replied that he had never been a theater. The only thing that was now interested in was those 27 euros that did not give him without tax code. But the documents burned back in Benghazi's prison basement, and he was not too interested in the ethics and legality of work.
Now, lounging on a bench and listening to drunken cries, Mveb had already become a way, as a year a year ago I got to Italy.
Mveb at the age of 20 decided to drive through the sugar. What awaits him when the desert ends, he knew only from the stories of his uncle, who was deported from Hungary.
The young African, collecting three thousand dollars, hired an old minivan and went through the sands. The desert in sugar is more dangerous for illegal immigrants than state borders. In addition to sand, there is nothing to fear there and there is no one. But it happens that the refugees are less lucky than the mwbe. Already in Italy, he met a guy who was waiting for help for three days until he met the slave trader. But these three days had to drink something. The liquid for cooling the radiator burned his throat.
After arriving in Libya, Mveb quickly found a boat and fled to numerous Nigerians. Everything looked good, and Mveba went to bed before sailing in one of the suburbs of Benghazi. In the morning, all 80 refugees had to sit in a boat designed for 20 people, move away from the shore and give the distress signal. Then they waited for coast guard or a private vessel that would take them to Lampeduza or Sicily. But at night, someone blocked the door of the barn-martyr and threw a bottle of gasoline on the roof.
Everyone survived, but the police immediately arrived. After short proceedings, everyone was sent to the prison basement. There, Mveb learned the main phrases in Italian: “I want to eat”, “I am a refugee” and the main word is “thank you”.
The arrest meant mebbe that it would definitely not get to Europe in the next two weeks and that we still need money for a place in a new boat. 500 euros from the deported uncle were transferred using the trust payments system between Muslims, mother gave another thousand. A month later, Mveb was free and waited for a new day of sending. In prison, he met the Libyan Grazia, who immediately spoke about the work, but so far it was not clear which one.
This time everything went like clockwork. The boat overloaded five times moved ten miles from the territorial water of Libya and gave the SOS signal. A day later, Mveb had already descended to the Sicilian beach. A month later, he was already lying on a bench and made his simple business plan. After a couple of days of beggars in front of the store, he already had start -up capital.
A new friend of Mveba, a healthy Libyan Gracia, promised to introduce him to one Moroccan. “You buy for a hundred from me, everything that is above,” he said. The "market" on which the Moroccan worked was located on Verdi Square. The police always stood nearby: it intervened only with large -scale brawls. The rest of the time, Moroccans sold their main export goods - hash, and sometimes stolen bicycles. Hoodproof Pakistanis are always ready to sell the bank of the most lousy beer at an exorbitant price. Live flowers and lighters in the form of the toilet were in less demand. The wholesale warehouse was in the park nearby.
But on Verdi Square, it was necessary to speak Italian, whom Mveb did not know. The Gambia, where he grew up, was a colony of the British Empire, so Mveb could completely be explained in English. He followed the client with whom he speaks the same language. Mveb decided to walk near the university library, where foreign students are completely more ready to pay five times more, just not to go to the square. The first deal passed almost without problems. The next day, he bought a phone for calls to the family.
Mveb's affairs were still going uphill. A couple of months ago, he looked like a refugee from news reports - now a muscular Michael Jordan with a gold chain around his neck drove a bicycle. The chain was presented to him by his Livyan friend, for status. Knowledge of English made him a successful drug dealer, and he himself gradually began to attract the same refugees from Africa to his group. After Mveba monopolized trade in one of the lanes, competitors were angry with him. But this was no longer a matter: he worked directly with city suppliers, prepared to reach the regional level and expand to other cities.
An uncle’s arrival contributed to the speed of revolutions, who was sent to the center for migrants in Pian, not far from Milan. Mveba hoped to reach the Milan suppliers who received goods directly from farms in the Netherlands. News about coronavirus, which was then simply called the Chinese virus, had already flickered in the news and have not yet paid much attention to it. A young Chinese couple has already made a warring from Milan to Rome - then there was the city of Kodono, where one of the participants in the Milan exhibition became a super -storage. But no sanitary measures have yet taken. Mveb continued to ride his sports bicycle, controlling workers on the streets. The philanthropists from Karitas nevertheless convinced him to sign up for Italian courses, but nothing came out with the theater of shadows.
The wife, who remained in Gambia, was pleased with the first earned money and more and more often praised him. If things went even better, he could contain the whole village.

A month later, the situation in the country has changed. The wind drove over the area of the used masks. Kodono, the town next door, glorified the local restaurant as the first focus of the coronavirus in Italy. It is not surprising that soon Kovid came to Piacenza. But state institutions were still open. Subsequently, which became the famous barracks Levant in Piacenza continued to work. In the courtyard, a black body lay mini-fortress. Around stood five people in uniform and took turns kicking the body in the face.
- Ah, are you still smiling?
- Please do not, do not hit!
- Hey guys, come, we are having fun. Look how I can! - the booming crunch of the skull, beating about marble, was heard.
The African, with his knocked out teeth, tried to cover his head with his hands, but received even more for it - blood hit the officer's boots.
- Oh, you, a fucked monkey, now I will teach you. Shut up his mouth!
Five minutes of bullying - and one of the carbineers standing behind the carbines pulled his partner from the body:
“You will kill him, then what should we do with him?”
- Let's take it to my garage and put on a chain! So, bastard, did you understand? From this day, you take the nonsense only with me. Once again I will see you with that Albanian - you will not go out for these walls.
Giuseppe Montella, one of the commanders of the barracks of the carbines (read: police department) Levante in Piacenza, was a native of the south of Italy. In the south, a country of high fashion and kitchen ends and exists only around large cities. Between these cities - nothing but endless olive and wine plantations. Many believe that the mafia was born as organized groups to protect crops, and over time replaced state power. Montella, according to his testimony, never dreamed of a Mafiosi career, but over time, fate told him where you could take money for a beautiful life.
In the summer of 2020, the authorities closed the entire department of Giuseppe Montella - of the seven carabiners, six created their own criminal group, who hunted drug trafficking, extortion, torture, and selling fictitious passes to move citizens in a city closed to the city. In total, the Odyssey operation issued a warrant of ten carabiners and twelve civilians.
The materials were collected, including from the testimony of a young carabiner, who came to work in the department a few months before the exposure of the cartel. The history of the police cartel began with the fact that one day Giuseppe and a couple of his colleagues were beaten to the death of one Maghrican, and during the inspection they discovered high -quality drugs, which were sorry to put in a hermetic chest for material evidence in the barracks. And one of the carbines took the drugs home, and after repeated interrogation of the dealer caught, they received contacts of the wholesale seller.
From the materials of the wiretap Operation "Odyssey":
Dealer: "What kind of chocolate is so strange, it smells very sharply, leave it open for a moment."
Carabiner: “But everything melted there, you know? I put it in the sun to warm it. ”
Dealer: “This thing is truly high quality if it looks like this. This guy will now give me 6,000 euros, and he will give me the rest tomorrow. 3 kilos and 400 grams - it means that it owes me 11,390! Six thousand now and five thousand tomorrow. Another guy wants another 10 kg when I can sell it to him. ”
The business carbiners flourished: no one wanted to contact the new owners of the city and all preferred to buy confiscated substances straight from the carabiners.
From the materials of the wiretap Operation "Odyssey":
“Damn, I have to tell you this: I created a real cartel! Damn, if everything goes well, we will be millionaires, ”Giuseppe says a colleague in a car, outlining a business plan on his fingers. - In short, we built a pyramid: at the top we are three. We cannot ... Nobody get us, okay? We put on all in this city. David has all the contacts, he knows all important cones! He visited all the brothels of this city, he knows all the drug dealers, and you and I are over all this. He will come to everyone and say: “Look, from that moment, if you want to stay whole, you only buy from us, otherwise you are fucked up!” And we supply weight! He will diverge through all small sellers. They never get to us! "

Over time, the Levante Cartel has few one -time sales of large parties. A method familiar to the Russian reader was used - drug tossing. After one month and somewhat broken boots, Giuseppe's noses knew all suppliers in the region. Someone immediately agreed with the rules of the game, and someone squeezed out of the market. The monopoly of the carbines of the barracks Levante was firmly established above the north of Emilia. Demand during coronavirus was so great that even large -scale supplies from Milan were not enough. Carabiners began to force the merchants known to them to take the smaller ones. A string of detentions stretched to replenish the iron chest with material evidence. Even if someone immediately understood everything and gave the goods, the carabiners did not stop and brought the detainee to the barracks. Judging by the records presented in court the Odysseus operation, torture on Moroccans, Algerians, Nigerians, Albanians and Romanians brought pleasure to the carbines. They could spend hours holding their prisoners in temporary content chambers without food and drinking, just for fun. In the absence of routine work, many were sitting for an entire clock at the base, spending free time during the interrogation and torture of the next victim.
Lokdown continued, demand increased. Over time, accomplices came to the idea that fear is a bad assistant in business. Now they motivated some street sellers to hand over others to them. Ten percent of the confiscated was offered by informants as compensation from the loss of reputation in the criminal community. The rest was packed in bags in a “box for therapy”, which was regularly replenished with confiscated.

Uncle Ben quickly mastered in the new business. In fact, it was the franchise of his nephew Mveb, the scheme did not undergo changes. Only the place of action changed: instead of Bologna Ben, he pedal on the streets of Piacenetz. Together with the money for the first time, he received a clear task of reaching large suppliers. While he came across only other immigrants, and Italians were needed. Not without difficulty, but his uncle held his first negotiations with the unlucky local, who passed him for the next day to the carbines. A day later, in a two -room apartment, where more than ten people lived, officer Montella and his friends burst. Further - the beating in the barracks of Levant, the removal of goods and launching it through its own sales channels. Bena was left for a day without water. Meanwhile, Montella appreciated the catch:
“Guys, you must make this product disappear as soon as possible. Weigh it, I “found” one and a half kilograms. He had hash, but he turned out to be a Marokan shit. I confiscated the rest, this will all go “to therapy”. Part of good quality will go for sale, and my mother threw the rest in the field. In the ground, will go to fertilizer. I arrested four kilograms, and now half is filled in the box. And they will not go to check, you know why? Because the grass, when you put it in a box, constantly loses in weight, and we do not need hash. Now you need to pay. Who wants to do business, he pays! "
It is not known how Ben would end in the Levant’s barracks, but the officers decided to celebrate a major catch. Ben was thrown out into the street, and he immediately ran towards the station until the first train to Bologna. And Montella, inspired by unprecedented money, decided to expand not only the range of prohibited substances, but also of some pleasures. In the conditions of Lokdown, all entertainment institutions were closed. But not the barracks! About ten adult men, many with their families, celebrated their business seduces with a shock party with brought transgender people, which they beat in the end. At Easter agreed to repeat.

The introduction of “red zones” destroyed Giuseppe plans for a new party, and it was decided to gather at home with the leader. By that time, Montella was completely bolder and stopped observing conspiracy measures. Rumors began to walk around the city, but for the syndicate he created, these gossip remained unnoticed. Everyone was more busy with the question of where to spend money if now there is nowhere to spend it.
And one day, a call came to the police station:
Woman: "There is a party here ..."
Carabiner: "Where exactly, Signora?"
Woman: “In Granyanino on ... I don’t know the house of the house, maybe 29, maybe 27 ... 29 ...”
Carabiner: "What is your name, Signora?"
Woman: "Ah ... the appeal remains anonymous?"
Carabiner: "Yes ... yes, yes."
Woman: “Good. I have to tell you ... What is your colleague. ”
At this moment, the patrol is sent to the specified address. The party during Lockdown is a serious civilian misconduct. Upon learning who lives in this house, the carbinee immediately calls Montelle.
Carabiner: “I sent a patrol there. I did not know that this was your house. It seemed suspicious, and I volunteered to check. Listen, I did not write anything, I didn’t tell anyone. ”
