The ECHR awarded another 360 thousand euros to victims of the terrorist attack in Beslan and relatives of the victims

The European Court of Human Rights awarded 360 thousand euros in compensation to 39 victims of the terrorist attack in Beslan and relatives of those killed. The decision was published on the court's website.

The court awarded 5 and 7 thousand euros to hostages who received moderate and severe injuries, as well as 10 thousand euros for each killed relative.

Compensations were calculated in a similar way in 2017, when the ECHR awarded 2.9 million euros to the co-chair of the “Voice of Beslan” Emma Tagaeva and 408 other residents of Beslan, whose families suffered from the terrorist attack.

The ECHR then recognized that the Russian authorities violated the victims’ right to life by not strengthening security measures, having received information several days in advance about the preparation of the attack: the school administration was not warned about the threat, and there was only one police officer inside without weapons or a mobile phone.

The decision also noted violations during the investigation of the terrorist attack in terms of determining the justification of the use of force and insufficient compensation for the victims (Articles 2, 13 and 41 of the European Convention). Despite the objections of the Russian Ministry of Justice and the Kremlin, the ECHR refused to review it in the Grand Chamber.

On September 1, 2004, terrorists seized school No. 1 in North Ossetian Beslan, taking more than 1,100 people hostage, most of them children. During the assault on September 3, 314 hostages were killed, more than half were children. Shamil Basayev took responsibility for the seizure.
