One thing unites all cases: the indifference of the performers who, with all their appearance and mocking lies in the statements of the victims, demonstrate confidence that their position gives them the opportunity to avoid a sense of personal guilt, and the right to move away from a prison term. They have every reason to be confident in this.

Kaliningrad, Königsberg. Beautiful city, architecture in the southwest. Five minutes before Europe. The streets of Handel, Brahms, Wagner, Grieg, Hugo, Lefort, Kant, Bessel ... But from this reality, alas, does not change.

"Hanged on the sheet"

The case of Alexander Zakamsky

In March 2018, a 25-year-old businessman Alexander Zakamsky was found in a solitary chamber, as reported in the news with reference to the prison department “hanged on a sheet”. Four days before, he was detained by the Office of the FSB of Russia in the Kaliningrad region on suspicion of storing amphetamine. Zakamsky did not plead guilty. The court sent him to the pre -trial detention center.

Close Alexander suggest that he was scored to death, and suicide was staged. Shortly before his death, he complained to both the lawyer and the investigator for torture during the detention. In the interrogation protocol, it was reported that on March 4 of the Kakamsky in a certain garage, allegedly forcing me to admit involvement in the sale of drugs, beaten and tortured, undressed naked, put on their heads a package, beaten the genitals with a stamp, and tried to rape with a stick. However, later - both the judge and the doctors who provided him with medical care - Alexander said that he had fallen from the stairs.

“At the trial, he was very limp, there were many bruises, abrasions, his head was cut,” Elizabeth Kakamskaya told reporters.

According to her, the husband managed to tell her that the beaters were threatened with the murder if he reports torture. Alexandra was sent to pre -trial detention center No. 1 - first to a common camera, and then unexpectedly transferred to a single one. On the morning of March 9, Elizabeth reported that her husband hanged himself on the sheet. There were no video cameras alone. In the morgue, when examining the body of the deceased, in addition to numerous hematomas, she found a trace on his neck - presumably from the rope.

Lisa, like many thousands of other wives, mothers, fathers, wrote to all instances, went on single pickets to the FSB building in Kaliningrad, to Lubyanka in Moscow. The Investigative Committee conducted a pre-investigation verification on the fact of the death of the Zakamsky in the pre-trial detention center and, as again in thousands of such cases, issued a decision to refuse to initiate a criminal case, since he did not find reason for this. According to the Gulagu.net project, the local security forces allegedly began to threaten the widow to throw drugs if she did not shut up.

She left Russia. Nobody answered the death of her 25-year-old husband. She no longer wants to talk about this tragedy after four years - it hurts too much, Elizabeth’s friends conveyed to the “new”.

"Normally fuited up"

The case of Ivan Vshivkova

October 2019. The 36-year-old player of the local football club “Progress” Ivan Vshivkov was welded alive in the police department in the Moscow district of Kaliningrad. He was taken to the department late in the evening for petty hooliganism - he was tipsy, bickering with a patrol who stopped him.

According to the investigation, a skirmish occurred in the department between Snzivkov and other detainees, after which he was transferred to another camera. There, as follows from the case file, Szhivkov tore off the battery, from where boiling water poured. However, none of the police officers began to withdraw from the camera, although they saw that Vshivkova was flooding with hot water, heard screams for help, and even laughed at the fact that steam was in the cell (this was recorded by surveillance cameras). The man received burns of 95% of the body and died in the hospital.

Police officers explained the incident with a tragic accident. But the videos from the police department show that there was no accident. The video was demonstrated in the Moscow District Court of Kaliningrad (a description of scenes and dialogs from the video, which was shown in the open trial, cited the new Kaliningrad publication, whose journalists visited the trial). The video is terrible. About absolute indifference.

The electronic engineer of the Department of the Ministry of Internal Affairs Inna Zakharova asks the police how hot water enters the cell, after which he says: "Well, let it be cooked there." She says to the policeman Alexander Ivanov that the pleoud is trying to turn off the heating, and complains that because of this, the police would "freeze to hell."

After some time, the shift supervisor Nikolai Plesbukh demanded that the police call the head of the district authorized OMVD in the Moscow District. Zakharova could not get through.

Zakharova laughed and repeated this phrase.

Then the pleoud contacted someone on the phone, and Ivanov called the single dispatch service on duty and announced the breakthrough of the pipe. He did not say that what happened threatens the detainee. While the police talked on the phone, Snzivkov began to knock on the door and scream.

Only the head of the shift of the on -duty unit Nikolai Plesbukh and his subordinate Alexander Ivanov were held liable. Their colleague Inna Zakharova is a witness. The relatives of Ivan Vshivkova unsuccessfully asked to return the criminal case to the prosecutor’s office, retraining the article from negligence to murder and bring to just the rest of the police officers who were on duty that night along with the main accused. The case of Valentina Sentssevsky and strange suicides in the SIZO-1

January 2020. In the pre-trial detention center-1, Kaliningrad was found the body of 55-year-old Valentin Sentstsevsky (undergoing a case related to drug trafficking). The Investigative Committee reported almost immediately: suicide on the basis of depression. They referred to the cellmates who allegedly found a man, next to whom lay a blade from a disposable razor machine. However, Sentsevsky’s relatives did not believe in suicide. They provided the Gulagu.net project with photographs of the body of the deceased: a large number of hematomas, abrasions and bruises, as well as cuts of arms and legs, which cannot be inflicted on a disposable razor.

The criminal case on the fact of the murder was not instituted.

A few months later, a 31-year-old man was found in the same pre-trial detention center-1. Convicted conventionally for theft, violated the prohibitions established by the verdict and again fell into the dungeons. And a day later ... crime in this death was also not found.

The building of the SIZO-1, where from time to time the death of prisoners occurs, is designed in the Western European style and painted in the paint of a delicate pistachio shade. At 300 meters - Schiller's square, souvenir shops, cafes, theater ...

Another building is an unremarkable, Soviet building, gray. Office for Control of Drug Control of the Ministry of Internal Affairs of Russia in the Kaliningrad region. Nearby, the Swedish square, Kirkh Queen Louise and the main place of attraction of tourists - the old area of ​​Amalienau with the preserved dachas of the German elite at the beginning of the 20th century. Houses are a work of art.

Nothing is said about the gray building in guidebooks. A 40-year-old lawyer told me in a letter from the pre-trial detention center, until recently, a teacher at the Department of International Law of the Kaliningrad Institute of the Ministry of Internal Affairs of Russia Petr Zverev.

According to Zverev, two years ago on the day of the detention, the UNK officers beat him for four hours. Two hours - in a minibus, where they dragged from the street. Two more - in their own apartment, where they took a search. They suspected a lawyer of drug trafficking. Its further route is a solution-renaimation-tune hospital-basis of pre-trial detention center. And the threatening period is 20 years. Because then he was also accused of murder.

I will tell you more about this story. Because Ivan Vshivkova, Alexander of Zakamsky and others - scolded and, according to investigators who committed suicide - no longer to save, and Peter Zverev can still be. I do not go into questions of guilt or innocence. If these people are guilty three times - what is changing?

By his 40 years, Zverev managed to unlearn the high school of the police, serve in the UN Mission in Liberia and Sudan (as an instructor taught local police work with the population), get a candidate of legal sciences and give lectures to the future Kaliningrad police about international law. At the time of the arrest, he was a police pensioner, preparing to protect his own doctoral in RUDN. It didn't work out.

A published monograph on the doctoral is now shows me his mother. She also has photos from Peter’s apartment, where on the floor there are gift bottles of Armenian cognac - they bought their Zverev for a supervisor.

The bottles, however, are empty. Presumably, during the search, employees of the first department of the drug control department of the Ministry of Internal Affairs of Russia in the Kaliningrad region during the search - by the way, former students of Peter.

Employees of the UNK have denied alcohol, like everything else that Peter sets out in his complaints (their official explanations are at the disposal of the editorial office).

The detained Peter on the morning of May 9, 2020 (this is also confirmed by the case file). The detention fell into the road observation cameras of the Safe City system (video is available in the editorial office). The presence of cameras in this story is important: police say that Zverev allegedly applied violence against representatives of the authorities during the detention (318th article of the Criminal Code), which is why they repulsed him. Thanks to the records from cameras, the 318th will be scattered behind the lack of a crime event.

I looked at these notes. 8:20 in the morning. Sergeeva Street. A man (Peter Zverev) opens the rear door of the White car “Mazda”, puts a leash on a car sitting in a car, a dog (a seven-mixed puppy of the Konya Corso breed at that time) jumps out of the car and leaves somewhere with a man (leash in his hand). The next record, the same day - 9 in the morning. A man with a dog is returning to Mazda. At the same time, a white minibus approaches it. As soon as the Zverev opens the door, several people in masks jump out of the minibus, one shoots into the air. The dog and its owner are scared. The dog in a few seconds breaks out with a leash and runs away. The master runs behind the owner. The next entry - after a few minutes: people in masks dragged to the minibus of Peter chained into the handcuffs and push it inside.

What was in the minibus? The prosecutor’s office and the Investigative Committee repeat it over and over again that they did nothing illegal with Zverev that day. Peter's statements, which are approved by the opposite, are redirected to those to whom he complains. Classic. I will give one of his statements about the crime:

“About 10-12 police officers and thunder special forces passed by forces. These persons closed the door inside and, putting me down the floor, began to scream, apply me with arms and legs on the head and other parts of the body, demand from me recognition in the commission of crimes provided for by the 105th article and the 228th Criminal Code of the Russian Federation, which I did not commit for the first time.

I asked me to provide me with a lawyer in order to answer any questions in his presence, or immediately deliver me to the police department to the investigator, but I was refused a rude form.

<...> Then they began to use two electric shockers, pressing the most painful places with an electric shock - the neck, elbows, knee folds, ankle. At the same time, they were angry that the stun gunners quickly discharged, and therefore they were forced to charge them again. To suppress my resistance, one of the special forces of the “thunder” pressed my knee on my neck so that I could not move, from this action I could hardly breathe.

I was warmly dressed, it was hot and stuffy in the car, my mind was clouded, I tried to scream, but apparently no one heard on the outside. Then they searched and took my personal belongings, including a mobile phone, money and documents. I continued to insist on providing me with a defender, but they just beat me back.

<...> After about two hours, I was brought out of the Gazelle already pretty beaten and in the presence of witnesses that appeared by that time, the independence and disinterest of which I am deeply doubtful, began to search for my car, parked nearby.

The inspection procedure was carried out simultaneously from all sides by several employees at once, and I could not see everything that was happening immediately, but in the absence of a lawyer my remark was ignored. The search for the car lasted about 20 minutes. In the trunk, some bundles in the bag were found that did not belong to me, which I did not put there and which I saw for the first time, after which, at about 13 o’clock I was forcibly transported in handcuffs, in the position of face down on the Gazelle floor at Kaliningrad, ul. Nansen, 68-13 ".

At this address - Zverev’s apartment. He was also not allowed to invite lawyers to the search. The search was held by former students of Peter, to whom he once gave lectures on international law-employees of the first department of the UNK in the Kaliningrad region. The unsuspecting mother of Peter, who could not get through to her son, was literally put back to the landing when she opened the door to the apartment with her key.

Says the mother Zvereva Anna

- I saw people in masks, asked what was happening here. They answered me that the investigative experiment. What struck me - when I opened the door, the UNK employees were already noticeably pressed. Calm drank calmly. Shortly before that, the son bought a scientific leader for the upcoming defense of the doctor's gift bottles of cognac. Three at 0.7. They were all drunk in the end.

There were bloodstocks on the walls.

When Petya heard that I entered the apartment, he began to scream to call lawyers. I did not see him, they didn’t let me go further than the hallway, then they expelled me by force to the site, trying to select the phone.

Three lawyers caused by the mother were not allowed inside (they confirmed their “new” stay on the stairwell and attempts to enter the apartment). They did not let the police come inside and arrived on call. Those, however, did not really try to learn that drug control officers were working on the spot. But to screams, rather similar to howls, neighbors from several apartments fled.

Peter shouted so that one of the neighbors began to break the front door with a hammer.

О том, что происходило в квартире, Петр тоже рассказывал в заявлениях о преступлении:

<…> Меня самого во время обыска держали в положении стоя лицом к стене с закованными в наручники руками, с шапкой на лице, так чтобы я ничего не мог видеть. Периодически ко мне подходили сотрудники и наносили мне удары по телу, голове. Когда в подъезде за дверью собралось много людей, моих родственников, соседей, адвокатов, меня перетащили в другую комнату и били там.

В ходе обыска были якобы найдены какие-то запрещенные вещества, которые мне не принадлежали, и мне их даже не показали. Как позже выяснилось, обыск проводился под руководством лейтенанта полиции Родина в присутствии понятных Чекушкина и Сизова, которые как мне стало известно позднее, появились там не случайно, будучи дежурными понятыми для такого рода случаев и выступая понятыми в иных уголовных делах».

Судя по фотографиям, сделанными родными уже после обыска, в квартире, помимо погрома, выпитого спиртного, будет разбит большой плазменный телевизор. Впрочем, в протоколе обыска ничего про это не говорится. В протоколе будет лишь указано, что нашли пакеты с неким порошком. Также пакеты с порошком нашли в арендованном гараже. Причем в гараже пакеты оказались развешанными, как на витрине, на самом видном месте, а рядом были весы . Вскоре фотографии якобы из гаража Петра показали на местном государственном интернет-портале, сопровождая словами про наркоманскую лабораторию.

Вечером Петра доставили в управление наркоконтроля. Что происходило там, рассказывает в заявлениях сам Петр:

«Сначала меня держали в наручниках у стены в коридоре и заставляли садиться на шпагат, разрывая мне связки. Затем меня переместили в кабинет, где стали требовать пароль от моего телефона и признания в совершении инкриминируемых мне деяний. Били руками и ногами, били головой об стену, прижимали разные части тела двумя электрошокерами.

Для лучшей проводимости тока они использовали холодную воду, выливая ее на меня из пластиковой бутылки. Чтобы не было слышно моих криков о помощи, мне заклеили рот скотчем.

Сотрудники полиции силой получили доступ к моему телефону, после чего его унесли в другой кабинет, и я больше его не видел. <…> [Они] «обогатили» его содержимое «уликами» моей преступной деятельности ( согласно версии следствия, Зверев установил на телефоне специальное приложение, которым пользуются сбытчики и наркоманы. — Ред. ). Именно в телефоне «обнаружили» компрометирующую меня информацию.

<…> Около 23:00 меня, наконец, доставили к следователю СУ УМВД России по Калининградской области Теджоевой Л.Р., которая на основе незаконного задержания возбудила в отношении меня уголовное дело, а также составила протокол моего задержания (в 00 часов 45 минут 10 мая 2020 года, спустя 15 часов после фактического задержания).

Здесь [у следователя] я впервые увидел своего адвоката, который, в свою очередь, удивился моему внешнему виду».

Адвокат снял на телефон Петра с кровоподтеками и гематомами.

Через полтора месяца Зверева из СИЗО госпитализировали в гражданскую больницу и прооперировали по причине (цитирую историю болезни) «спаечной непроходимости тонкого кишечника». Врачи дали понять родным, что спайки в кишечнике — результат тупых травм живота.

Рассказывает мать Зверева Анна:

«Врач мне рассказал, что когда бьют в живот ногами, в кишечнике образуются кровяные тельца, и они постепенно разрастаются и закрывают проход тонкого кишечника. И в изоляторе временного содержания нам охранник сказал, что Петю к ним привезли уже страшно избитого после управления УНК.

Его даже не хотели брать, боялись, что умрет. И они его не приняли, его привезли в больницу.

Когда я Петю впервые увидела после задержания, у него одежда была словно его собаки драли. Его рвало, ни вода, ни еда не проходили. Когда его завели в кабинет к следователю, у него левые нога и рука тряслись, словно он инсульт перенес. Они же его по голове били…

Еще никто не установил, что сын преступник. Да даже если и был бы преступник, нельзя так себя вести должностным лицам. Если уверены, что человек преступление совершил, доказывайте. Зачем превращать его в калеку? Получается, у вас нет доказательств.

Я лично спрашивала Дмитрия Дроздова, тогда начальника первого отдела УНК, как так получилось, что у сына спайки в кишечнике образовались? «Да он 20 литров «Фери» в камере выпил». Откуда в СИЗО «Фери»?.. А потом они мне отписки слали, что у сына вашего просто мазохистские наклонности. И им не стыдно нести эту ерунду.

Что меня больше все поразило — что безжалостно избивали Петю его же бывшие ученики по Высшей школе МВД Калининградской области. Я прямо спросила при даче показания сотрудника УНК, как он так мог. Он мне ответил: «Мы не любили международное право».

Слова матери подтверждаются допросами сотрудников УНК — почти все из бывших учеников Зверева, кто принимал участие в его задержании и обыске без адвокатов, дали на него отрицательные характеристики.

В рамках прокурорской проверки сотрудники УНК утверждали, что никакого превышения полномочий с их стороны не было. Увечья Зверев мог получить и до задержания «где-то в другом месте». Но когда обнаружилась видеозапись с камер дорожного наблюдения системы «Безопасный город» и было видно, что перед задержанием на лице Зверева никаких кровоподтеков не было, тональность отписок изменилась.

Объяснялось, что Зверев наносил увечья себе якобы сам. Сам падал. Сам в микроавтобусе разбивал себе лицо руками в наручниках. Да еще и специально кричал в квартире, но не от боли, а чтобы привлечь внимание.

А они, должностные лица, проводившие у него обыск, наоборот пытались, как могли, его спасти. В это предлагалось просто поверить.

Словно на всякий случай, в отношении Зверева, по заявлению сотрудников УНК, возбудят дело по ч. 1 318-й — «Применение насилия в отношении представителя власти». Мол, оказывал сопротивление при задержании и натравливал на стражей порядка своего бойцового пса, потому они и вынуждены были применять временами силу. Но «бойцовый пес» оказался щенком, который в испуге бежал от толпы орущих людей. Обвинение по 318-й в итоге сняли.

Петруже полтора года в СИЗО. Вскоре после привлечения его к уголовной ответственности по «наркотической» 228-й УК ему вменили еще и убийство 31-летнего закладчика. За 16 дней до задержания Петра недалеко от его дома действительно был обнаружен труп молодого человека. Убийцу по горячим следам не нашли. Не было ни свидетелей, ни камер. Когда задержали Зверева, видео с камер по-прежнему не было, но появился «свидетель» (наркоман со стажем), якобы друг погибшего, который показал на Зверева. Будто бы видел последнего в ночь убийства.

Лица не видел (якобы Зверев был в маске), но одновременно, как гласит обвинительное заключение, этот свидетель запомнил «злобу на лице Зверева». Как такое возможно, в обвинительном заключении не уточняется.

Тем более, что свидетель, согласно, опять же, его показаниям, видел убийцу считанные секунды.

Когда, у кого и где Петр приобрел оружие, в материалах дела тоже не сообщается — просто в «неустановленное время» и «у неустановленных лиц». Мотив — денежный. Зверева свидетель-наркоман «опознал». Опознание, согласно материалам дела и официальным фотографиям, происходило так: Зверев с мешком на голове стоял в центре под номером 1. Статисты № 2 и № 3 — по бокам.

Сотрудник УНК Щ. (фамилия известна редакции), по словам Петра, показал опознающему свидетелю один палец, и тот указал на Зверева. Даже адвокатов не постеснялись. «И потом как можно “опознать” человека, у которого мешок на голове?» - the lawyer is surprised.

Если верить обвинительному заключению, доказательства преимущественно косвенные: Зверев проживал недалеко от места убийства. «УНК представляет Петю наркобароном-убийцей. Оказалось, преступник жил с нами рядом столько лет… Правда, о том, что такое закладка, «наркобарон» узнал только в СИЗО, его там просветили сокамерники.

Он бывший офицер полиции, он что дурак хранить дома наркотики, заниматься закладками?

Сын не нуждался в легких деньгах, он зарабатывал хорошо. Знал английский, немецкий, в СИЗО сейчас начал учить китайский, иврит, армянский, испанский.

По словам родных, приставленный изначально к Петру адвокат по назначению уговаривал его подписать признательные и получить 13 лет вместо 20. Признательных показаний за два года юрист Зверев так и не написал.

Помимо убийства наркомана-закладчика, Звереву какое-то время инкриминировали еще и убийство с последующим расчленением.

Незадолго до ареста Зверева в округе, где он жил, нашли чьи-то останки. Но, как и обвинение по 318-й, расчлененка до суда тоже не дошла — развалившись за неимением каких-либо правдоподобных доказательств причастности Петра. А вот наркотики и убийство закладчика остались. Но даже калининградский суд осенью 2021 года вернул дело на доследование.

Руководство и сотрудники УНК МВД России по Калининградской области за эти два года пошли на повышение. Дмитрий Дроздов получил должность начальника УНК МВД по области, а его непосредственный руководитель — начальник УМВД России по Калининградской области Илларионов — перевелся в Москву.

Щ. получил должность заместителя начальника полиции в другом городе.

Их бывшему преподавателю Петру Звереву грозит до 20 лет.
