Five years have passed since the launch of the Far Eastern Hectare program, and the Hective Pioneers should already receive plots into property. But it wasn’t there: in a number of regions of the Primorsky Territory, where before the attraction of unprecedented generosity, the earth was very expensive, municipal officials do everything to master the territory almost impossible.

Oleg Kuchma, a land lawyer from Vladivostok, experienced this on himself. He took the Far Eastern hectare in November 2016. And almost immediately I ran into “miracles on the turns”-it turned out that at least somehow getting to free land in the Primorsky outback is almost more expensive than to rebuild in Vladivostok, and local officials show rare ingenuity to prevent even a public toilet on the site. Recently, Kuchma was taken from Kuchma, like most of his neighbors, allegedly for non -use. A funny and sad first -person story is about how great ideas for the development of the Russian Far East are divided into a merciless municipal mentality.

Within the framework of the Far Eastern Hectare program, every citizen of Russia can take up to 1 hectare of land in the regions of the Far Eastern Federal District. You can take hectares in groups of up to 10 people for collective use. The “Law on the Far Eastern Hectare” has been valid since June 1, 2016, at first it applied only to residents of the Federal District, from February 1, 2017 - to all Russians. You can choose the land by registering on the portal of the Nadniyok.rf. As of February 2, S.G. DV gektars designed 100 129 people.

Four million for electricity

“I took my hectare in the forefront,” says Oleg Kuchma. - In mid -November 2016, he signed an agreement, 2017 was registered. The plot is good, not far from the sea in the Skutovsky district. There is even some kind of road to him. He is located in the village of Mysov. In this place, there is still a small shipyard at the <former deputy of the Legislative Assembly of Primorye Gennady> Lazarev. If you remember, for the New Year in 2017, they woke up and stopped giving hectares within the boundaries of hunting grounds. A country of non -frighty idiots! They did not give more than six months-only after the call of a person to the direct line of Putin, the State Duma adopted a new law. And I managed to slip!

I went to DRSK, I say: Give 15 kW to my hectare. They answer: it is not a question, but you understand that there are no benefits for all hectares ...

Previously, there was a normal practice: they offered to build a substation or “Lashpka” by the household chore. Or you stupidly paid money to the cashier - 400-600 thousand each for a private house took. And now it begins: then do it, do it, change the vacuum recallor to a more powerful one - and it stands like a starship!

I thought like in Vladivostok: thousands of thousands will be asked for connection, and okay. And I counted 4 million!

To my plot is 700 meters from the “closest electricity”. We believe: every 40 meters you need to get a pole, stretch the wires, install everything ... thousand at 600-700 this will cost the maximum.

I learned through my ties the phone numbers, I began to call the neighbors: let's, they say, let us go around. And then it turned out that the hectares knocked out her grandparents (“not for myself, granddaughter”) my neighbor-from Magadan, nearby some kind of romance from under Sochi. The one -way tickets will cost 50 thousand, enthusiastically fly to the Far East immediately reduced. Half did not even imagine where and what they took. In short, no one wished to quit connection. ”

It was expensive, but it became free

Kuchma is “famous” hectare. A couple of years ago they wrote about him in The Wall Street Journal, and the BBC and France-24 reports were shot . And there is something: a rock and a clearing with a picturesque view of the bay of five hunters (Gulf of Ussuri). But even then it was clear that it would not be possible to master the site, most likely.

“The local administration was not happy with the hectares. They sat, drank land on the ground for 10 hundredths and sold thousands of 500 per plot. And now what? Who will give money for land now, if there is a free hectare? - continues Kuchma. - The officials began to go out. Changed PZZ - land use and development rules. And now I had a hectare in the recreation area (it was allowed to build a recreation center, a sports facility, something else like that). Closer to spring, I recovered and was surprised to find out that they left four types of permitted use on the site: now it was allowed to build a police post, a fire department, a clinic and something like a garbage training ground or a public toilet. If you want, the set fire depot on your hectare. I wrote a letter to the envoy to Trutnev: they say, they gave a hectare and immediately made changes to the PZZ; If I build a toilet, will it be considered that I have mastered the hectare? I received an answer from which it followed that yes, it will be.

Two years later, when it was time to determine the purpose, I chose the construction of a public toilet. I submitted documents. And then the refusal comes again - again they changed the PZZ. Now you can build ... a school of dog breeding. So they also sent an exit commission - it turned out that I did not struggle with weeds on my hectare, all pets in the district in great danger. They soldered a fine - 2000 rubles.

If the permission for construction on the hectare was issued according to a simplified system, as in the case of a country amnesty, for example, it would be easier. But there is no summer amnesty for hectarers.

It is necessary to get a bunch of pieces of paper, approve the project, even for individual residential construction.

With the conduct of electricity, difficulties arose, but I still began to master the hectare. Drilled a well, there are checks. But the hectare has already been taken away. "

"Stupid pursuit of grandmothers"

As stated in the Decree of the Government of the Russian Federation of September 16, 2020, to confirm that a person began to use his Far Eastern hectare, in several ways:

a) build something that is allowed to build on the site (if it is a residential building, then at least 24 sq. M);

b) spend at least 30 thousand rubles on the development of the site - again in accordance with the selected type of permitted use;

c) receive income from the site - at least 30 thousand rubles;

d) just show the results of activity on the land.

The government of the region explained that a citizen must send a statement to the hectare to the property or rent no earlier than six months before the expiration of the free contract (this term, we will recall, five years).

However, Oleg Kuchma notes, with confirmation of the development of the site in the personal account there are problems: for some reason it turns out to attach documents only after the deadlines expire.

“The stupid pursuit of grandmothers ... they would give the land for symbolic money, but with a summer amnesty, with the ability to choose the purpose, another thing,” the lawyer is sure. - I would love to build a house on the seashore. But to build an output, and then jump around it ... And after you, your hectare will be taken away. And if this happened in Vladivostok-but then every time you go to a large stone, you go to their evil places, looking for people, communicate with officials, and they have their own thinking and laws ... It seems to be Russian, but some kind of turned out.

I am an experienced person by part of the Earth, I chose a better plot. But most hectares are a clean field, without a road. You just shut the forest to chop, if you do not understand what and where you get. From 5,000 there is a cutting ticket for each tree-already about a million from Hectar. Plus 80 thousand was worth a firing shoot, now more expensive. And also 200 thousand - to knock out permission from the local land department.

You can safely seize 90 sites for use of the state, nothing really is mastered. But who needs it? Who admits that the huge state program has failed, and people apply some incomprehensible checks to prove that they allegedly mastered something ...

When the television cameras are included, then the bosom of geese, beekeeping, something else-is considered the development of hectare, everyone clappers their hands. And how you come to officials without cameras, they immediately want some pieces of paper from you.

They certainly will not give a hectare under the toilet and any other object in 4-5 “squares”. There were more than 100 ships in the Khasansky district, where they took up plots of 15–20 acres, because people put on them, some kind of sheds, and outbuildings. It was believed that there is no reason to provide land in property. I am personally happy that I did not spend money on conducting electricity and the normal road and picked up only 100 thousand rubles to the well on this site, and not 500, not a million, not 4 million. Once again I understood everything about this country. ”
