We all remember well July 2020, when on the streets of Zhukovsky there was a celebration of the unity of government and society - the science city, through joint efforts, after massive objections from citizens at public hearings and in a petition, through attempts to hold referendums, through appeals from officials, deputies and businesses, managed to convince the regional authorities to abandon plans to build a rail high-speed passenger transport line in the historical part of the city.
However, on January 31, 2022, in the Federal State Information System for Territorial Planning , a Project for Amendments to the Territorial Planning Scheme for Transport Services of the Moscow Region and materials for its justification were posted for approval, where again the same LRT branch was drawn that the citizens do not need - “Access to Zhukovsky Airport” from the “Otdykh” railway platform .
A completely unnecessary touch for us on the map of the development of the region’s transport system and its textual description was discovered by civil activist Maria Alekseeva, well-known in the science city. She sent appeals on the issue of LRT to the Committee for Architecture and Urban Planning of the Moscow Region (Mosoblarchitecture) and the Head of the Zhukovsky urban district, and also posted application templates on social networks that anyone who believes that the city can do without a high-speed rail transport line can send to the authorities. The more such statements there are, the higher the chances of rejection of the odious project, which they are again trying to impose on Zhukovsky.

In accordance with Part 5 of Article 15 of the Town Planning Code of the Russian Federation, interested parties have the right to submit their proposals on a draft territorial planning scheme for a constituent entity of the Russian Federation.
On January 31, 2022, the Federal State Information System for Territorial Planning (FSIS TP) posted a Project for amending the Territorial Planning Scheme for Transport Services of the Moscow Region and materials for its justification (UIN of the project approval card No. 46000000020202202201271).
This project (feasibility materials, section 3.3, clause 3.3.1 “Development of an international aviation hub”) states the following:
To improve passenger communication between populated areas of the Moscow region and Moscow with UIA airports by regional railway transport, it is planned to build a rail high-speed passenger transport line to serve Zhukovsky airport in the following directions: “Access to Zhukovsky Airport” from the “Otdykh” railway platform.
Also, in this project (feasibility materials), Figure 3.8.1 shows the General Scheme for the development of rail high-speed passenger transport, according to which, in the direction from the Otdykh railway platform to the Zhukovsky airport, a line of rail high-speed passenger transport is planned.
Thus, according to the above document, on the territory of the Zhukovsky urban district it is planned to build a rail high-speed passenger transport line “Access to the Zhukovsky Airport” in the direction from the Otdykh railway platform to the Zhukovsky airport.
Meanwhile, in accordance with the Decree of the Government of the Moscow Region dated 07/11/2007 No. 517/23 (as amended on 10/11/2021) “On approval of the Territorial Planning Scheme of the Moscow Region - the main provisions of urban development”, the General Plan of the Zhukovsky urban district of the Moscow region, approved by the decision of the Council of Deputies of the Zhukovsky urban district of the Moscow region from 11/15/2012 No. 70/SD (as amended on 10/15/2020), in the territory of the Zhukovsky urban district there are no plans for planning the construction of a rail high-speed passenger transport line in the direction from the Otdykh railway platform to the Zhukovsky airport.
Approved by Decree of the Government of the Moscow Region dated July 11, 2007 No. 517/23 (as amended on October 11, 2021) The territorial planning scheme of the Moscow Region is the main provisions of urban development, which does not provide for measures on the territory of the Zhukovsky urban district for the development of rail high-speed passenger transport in the direction from the Otdykh railway platform to the airport. “Zhukovsky” establishes the parameters of the spatial development of the territory of the Moscow region, constitutes the urban planning basis of all territorial planning documents of the Moscow region, determines the coordinated spatial development of the Moscow region as a whole and its municipalities, and also determines the directions and measures for the spatial development of the Moscow region for the period until 2040.
Based on the above, I suggest:
1. To exclude from the Project for Amendments to the Territorial Planning Scheme for Transport Services of the Moscow Region (justification materials) the planned construction of the rail high-speed passenger transport line “Access to Zhukovsky Airport” in the direction from the Otdykh railway platform to Zhukovsky Airport.
