
In the prestigious St. Petersburg suburb of Repino there is a small country village "Monolith". The name was chosen as if specifically - the streets of the village indicate the almost monolithic connection of the families of the famous politician Konstantin Serov and the chairman of the TIC No. 51 Pavel Okunev. This friendship, I must say, is not only strong, but also quite mutually beneficial.

In general, many residents of the village are somehow connected with the companies of Monolith JSC and monolithstroy OJSC Alexander Gutman. Some of them were among the founders of these companies, but now the story is not about them.
The largest site in the “Monolith - 26.6 acres with two houses officially located on it and a nearby buildings - belongs to Pavel Pavlovich Okunev. Until 2017, he also held the post of chairman of gardening - and then handed it to his wife Nadezhda.
Literally a hundred meters, after two houses, there is a mansion in which Lelia Stepanovna Serova settled - the mother of the head of the Frunze district of St. Petersburg Konstantin Serova. Its plot is more modest - only 12 acres. But what is noteworthy, it was formed from two smaller sections acquired in October 2018 from ... Marina Pavlovna Okuneva, the daughter of the former and current chairmen of the SNT "Monolith". One would have thought that these are just some summer deeds of the next cunning chairman of the gardening. But a close acquaintance here began long before transactions in the "monolith". The family of Pavel Okunev is very close to the political long -liver of St. Petersburg Konstantin Serov. So much so that for many years they, as they say, have been friends with houses, helping each other both in business and in politics.


Konstantin Serov - maybe not the most publicly famous city politician, but, without exaggeration, one of its veterans. Back in Soviet times, he elected to the Nevsky district council of people's deputies, and then five times became a deputy of the Legislative Assembly of St. Petersburg from the Nevsky district. In 2002 and in 2007 , and in 2011 , when Serov extended his mandate, Marina Okuneva was invariably in the territorial election commission of the district. At least in 2015, when Serov had already left the Mariinsky Palace and headed the Nevsky district of St. Petersburg, Okuneva Jr. officially worked as his adviser.
Relations of perch and Serov can be safely called market. In the decision on the formation of the election commission in 2002, the place of work of Marina Okuneva was indicated by the NGO “Association of clothing, food-giving markets and trade zones of St. Petersburg”, created in 1998. It is hardly a simple chance that a few years later a devoted employee of the election commission Marina Okuneva reserves her reservation that had just been purchased by the deputy’s mother, to whom she helped to be elected so many times. Pavel Okunev, like his daughter once, until 2020 also served as adviser Konstantin Serov, who was already transferred to the Frunze district by that time. And two years ago, our former chairman of the gardening, following the family tradition, also went into the organizers of the elections, joining the Terisbirkom No. 51 in the Nevsky district of the city. TIK No. 51 is responsible for the elections in the territory of the people's municipal district, which actually coincides with the boundaries of the constituency No. 38 in the “old” scheme of cutting districts that existed until 2016. It was from this territory that Konstantin Serov was five times and was elected to the city parliament. And now he continues to control her - through his mother’s neighbors in the country. By the way, Pavel Okunev is one of the few owners of a public office, honestly declaring additional income. He receives them from the delivery of the premises belonging to him. For example, only a room at the Komarovo railway station is rented by a bakery store; There are other real estate objects. Honesty is good, but why is this not entrepreneurial activity whose occupation is prohibited for both officials and citizens who occupy state duty?
