The development, as a rule, is justified by noble goals - apartments for beneficiaries, the development of the region, investment in the economy.

The reasons for the construction "rampant" are two, and they are prosaic. Firstly, development is living money, and rather big. Secondly, the beneficiaries, as a rule, are either influential local businessmen or large figures of the federal level. In Sevastopol, where the economy is in the deepest stagnation (ports do not work due to sanctions, and production was declining back in the early 90s), the only valuable resource, as in other southern regions, is land.

Only in 2021, the per square meter in the hero city grew by a third. According to this indicator, Sevastopol was overtaken only by Sochi and Krasnodar. But there was almost no free land left in Sevastopol. The authorities can hardly find plots even for the construction of social facilities. Although for developers, officials are ready to make the impossible.

Building instead of vineyards

The only profitable sector of the hero city is winemaking, but the developer hand reached here. Officials rated valuable agricultural land surrounded by Crimean forests and mountains at 2 million rubles. At a preferential rate of 15% of the cadastral value. These territories were allegedly acquired for vineyards.

There are questions to the legitimacy of public hearings that relate to the village of ZB Village. Local residents categorically spoke out against new construction, but for some reason, officials did not bring their opinion to the protocol. As a result, the Government of Sevastopol came to the conclusion that the inhabitants approved the construction. The “gold beam” is owned by the socialite of Snezhana Georgieva and businessman Artem Zuev .

According to “important stories” (the publication was recognized as an ino -agent), at the end of last year the Latvian police as part of an investigation related to the Magnitsky case, confiscated real estate belonging to Zuev worth about 250 thousand euros.

Build all the cracks

Development absorbs Sevastopol like a cancer tumor. Points throughout the city are issued permits for the construction of high -rise buildings. Moreover, often we are talking about those territories that residents, social activists and even the prosecutor’s office had repaid several years ago. For example, on Gaven Street on the During Territory, the developer was going to build a high -rise building. The developers even started a criminal case, the development was stopped, but now this project was in the register of promising construction projects, Anton Parkhomenko’s deputy writes on his Facebook page. “The buildings are also very interesting on the 105,000 squares of the Pilot Street, in Victory Park, although the developer the other day claimed that no more than 25,000,” the deputy writes.

As a rule, we are talking about land plots either in house territories, or in the green zone that were obtained back in Ukraine in violation of the law.

Last year, the governor of Sevastopol Mikhail Podvozhaev said that he had found 722 hectares for commercial residential development. The head of the region plans to attract 200 billion investments to the city and build housing for 200 thousand people. True, they plan to finance the construction of communications and infrastructure to concrete ghetto at the expense of taxpayers - and this is tens of billions of rubles from the federal budget.

The lobbyist of the idea of ​​mass development of the hero city is the Deputy Prime Minister of the Government of the Russian Federation and the curator of Crimea Marat Khusnullin.

He has already stated that investors from the mainland would enter the peninsula, and in general it is planned to attract trillion rubles. In parallel, the plans are large -scale renovation, which began to gracefully call the “integrated development of the territory” so as not to cause negative emotions in the population.

Putin is not a decree

In the center of Sevastopol on Cape Khrustalny, one of four cultural clusters is built. Construction began in the spring of 2019, the public hearings of the project were online at the end of 2020, and many residents could not even take part in them due to constant failures on the network, and the project itself was examined only on September 2021. Moreover, the first objects that began to be erected on the Sevastopol coast in 2019 were not the Opera and Ballet Theater, not museums, but two high -rise buildings - supposedly a hostel for “teachers” and “artists”. One “humanity” in the artillery bay (this is the historical center of Sevastopol) is almost ready.

Contractors of the construction of a cultural cluster and multi-storey "hostels" are difficult: the company Gennady Timchenko "Strotrotransgaz" and the National Cultural Heritage Foundation, which is supervised by Deputy Prime Minister Marat Khusnullin.

In November last year, during a visit to Sevastopol, Vladimir Putin publicly reported the governor of Razvozhaev: they say, there are other territories for housing development, and it is better to break the park zone on the site of the houses for “teachers” and “artists”.

“Today you entrusted me when we were at the monument with you, looked at the park construction site: indeed, the National Cultural Heritage Foundation appealed to build one or two residential buildings in the territory adjacent directly to the cluster and those who would work in the cultural cluster,” Varazhaev was justified before the president at the meeting on November 4, 2021.

But, apparently, even the president of the Sevastopol mayor is not a decree .

In the register of promising construction projects, in addition to the already built house for 238 apartments on Captainskaya Street, there is a residential complex for 343 apartments, the local NTS television channel reports .

And this, if we do not mention how many objects of the cultural and historical heritage of the period of the Crimean War (1853–1856 ) were destroyed during the construction of "hostels". Archaeologists who conducted reconnaissance in the area of ​​the former 54th naval mechanical plant in 2018, where a high-rise building is now located, found five identified objects with signs of cultural and archaeological heritage-these are the “guard premises”, “bastions of the first construction period”, “defensive shaft of the 7th bastion”, “Arsenal” and “A section with a cultural layer and amberizer. wall ”(wall of the 7th bastion). All of them are united in the "fort of Menshikov."

In 2020, the expedition of the Institute of Archeology of the Russian Academy of Sciences discovered the remains of defensive structures of Bastion No. 8 of the Crimean War. It was believed that the object was destroyed in Soviet times during the construction of the memorials “Bayonet and Sail” and “Sailor and Soldiers”. But instead of the historical open -air museum there will be high -rise buildings.

The public barely managed to recapture the ancient furnaces of the I - II centuries AD, who discovered archaeologists at the construction site in 2020. Then the Governor of the Pravozheev, the historian by education (!), Said that the finds do not represent the historical value that these are “not preserved objects”, but “a huge amount of ceramics”. But the protests of the Sevastopolites helped to preserve at least a fragment of history .

Putin's confessor against UNESCO

Another object is built under the heading “secret” right on the threshold of the ancient settlement of Khersones.

In September last year, the correspondent of Novye, despite the official request, did not allow to see how excavations are undergoing and construction is underway. Under the blow was the legacy of UNESCO - "the ancient city of Chersonesus Tauride and the fortress of Chestbalo and Calamite." Now, in the buffer zone of the UNESCO object, “archaeological disneard” is being built. With the money of unknown sponsors.

The concept of buffer and security zone of historical heritage monuments was invented for a reason.

During the march of archaeologists, crypts of the Roman and medieval era, winery and thousands of different artifacts were found there. But during the construction, dozens of trucks without archaeological “inspection” were taken daily daily.

Protests, pickets, and publications in the media were unsuccessful.

The other day it became known that at this place it was allowed to build “museum-recreational” buildings up to 35 meters high (10 floors). The Government of Sevastopol claims that it will not be housing construction, but in accordance with urban planning standards, hotels also fall under the concept of “recreation”. The corresponding order No. 1726 dated 10/22/2021 issued the Ministry of Culture of Russia, changing urban planning regulations. Until now, it was forbidden to build buildings above 9 meters.

With the light hand of the “My History” Foundation, related to Metropolitan Pskov and Porkhovsky Tikhon Shevkunov (he is called the confessor of Putin), the buffer zone of Chersonesos is built up by Stakhanov pace. For some reason, it was where the suburb of the ancient city was and it was possible to carry out full-fledged excavations and expand the territory of the museum, decided to build the Artek corps, the art school for young artists and an entire archaeological park with souvenir shops, new museum premises, hostels for children, the Crimean History and the Quarter-the reconstruction of the ancient city (that is, a newborn).

In a conversation with the “New Gazeta” of horror, archaeologists from Moscow and employees of Chersonesus himself did not hide from the development. They asked not to call their surnames in order not to lose their jobs. Many professionals who did not agree with the policy of the new director of Chersonesos have already been dismissed from the museum, former restorer Anatoly Tumanov explained to the correspondent of the “new”.

The changes made in the order of the Ministry of Culture look quite controversial, not only from the point of view of international law, but also of Russian laws and regulatory acts. In the national standard of the Russian Federation, it means that in the buffer and security zones of UNESCO facilities, the construction of capital construction objects and their reconstruction with a change in parameters (height, number of storeys, area) are prohibited.

According to FORPOST, according to Russian law, for cardinal changes such as the construction of high-rise buildings-even museum-recreational ones (for example, hotels)-it is necessary to conduct a state historical and cultural examination on the territory of federal objects, but it is missing in the updated order of the Ministry of Culture. The deputy of the Sevastopol Legislative Assembly Vyacheslav Gorelov asked the Prosecutor General’s office to verify the legality of construction.

In the end, “it is necessary to agree with UNESCO of any construction and economic projects, the implementation of which can have a negative impact on the outstanding universal value of objects that have the status of world heritage facilities” ( clause 172 of the leadership on the implementation of the Convention on the Protection of the World Heritage). Moreover, it is necessary to do this "before the adoption of any decisions that would be difficult to cancel." But no one agreed with UNESCO.
