
The State Duma of the Russian Federation and the Federation Council ratified the decree on the recognition of the so -called "DPR" and "LPR". The deputies unanimously supported the decision of Vladimir Putin - separatist formations in the east of Ukraine were recognized as independent states.
Putin spoke at a press conference, where he said that the Minsk agreements no longer exist. The boundaries of recognized "republics", according to the president, will be determined by the Constitution of these regions, that is, the Donetsk and Lugansk regions completely. The separatists are controlled by approximately half of these territories.

The document does not spell the boundaries of the "LDNR". The First Deputy Chairman of the State Duma Committee on International Affairs Svetlana Zhurova in an interview with RBC said that independence will be recognized in the current "actual borders of the republics." The head of the State Duma Committee on CIS Affairs Leonid Kalashnikov first stated that the "republics" will be recognized within the boundaries that occupied the Donetsk and Lugansk regions of Ukraine until 2014. He later denied his own statement, saying that the borders would have to determine the authorities of the "DPR" and "LPR".
Even before the decision in Russia, the parliaments of the self -proclaimed republics unanimously voted for the ratification of treaties "On Friendship and Cooperation" with the Russian Federation. At the same time, the Vice Speaker of the LPR parliament said that our territory is the whole of the Lugansk region. He demanded from Ukraine to withdraw the troops to the administrative border, otherwise "measures will be taken." The head of the "DPR" Denis Pushilin, in turn, also emphasized that the borders of the republic will be within the entire Donetsk region.
The Ministry of Foreign Affairs of the Russian Federation said that Russia recognized the “DPR” and “LPR” within the boundaries in which the authorities of the republics “actually exercise powers and jurisdiction”. At the same time, Presidential spokesman Dmitry Peskov said that Russia recognized the “LPR” and “DPR” within those borders in which "these republics proclaimed themselves in 2014." When asked where these boundaries go, Peskov refused to answer
According to the document, Russia and self -proclaimed separatist republics will closely interact in the protection of sovereignty, including counteracting the "acts of aggression" against them from any state and assisting each other, including the military.
Agreements "On Friendship and Cooperation" are concluded for a period of 10 years with automatic extension for five -year periods.
