Vladimir Putin decided to recognize state independence "DPR" and "LPR" in the evening of February 21. On February 22, both "republics", the State Duma and the Federation Council ratified agreements on friendship and mutual assistance. Putin announced the termination of the Minsk agreements and on the same day ordered to introduce Russian troops in the territory controlled by the self -proclaimed separatist republics of the DPR and LPR.
The Kremlin’s actions criticized a number of Western countries. The leaders of world states called Putin’s decree by a violation of international law.
