While Beijing acts predictably, that is, makes very general and neutral statements. At the same time, the PRC officially does not consider Crimea to be part of the Russian territory in recent years. And also, for example, does not recognize Abkhazia and South Ossetia by sovereign states.

How important in this situation is it important to maintain good relations with Moscow, and how much is with the West and generally with the overwhelming part of the world community? How can the Russian-Ukrainian conflict affect the decisions of the China Communist Party in relation to one of the main Chinese problems- the future Taiwan ? How carefully in this regard is Beijing monitors what international sanctions will be introduced against Russia, and is trying on them?

The fact that "dear Chinese citizens, and look, in the future the same story will be Taiwan and I have." In the PRC, state media rests on the fact that, they say, now the United States sells weapons to Taiwan and generally strengthen interaction with Taiwan - and this is served almost as a mirror situation of what was happening with Ukraine. Therefore, for China, the Russian-Ukrainian conflict that Beijing can no longer fail, but, on the other hand, does not want to evaluate in any way-this is just another reason to discuss the situation around his own, Chinese problems.

He became the largest investor - literally in the last year, huge amounts were invested by him, for example, in Singapore, into Indonesia, to Thailand. If earlier, Beijing invested the money simply in, in any “empty cells”, now he built an investment strategy in other states only, for example, in the pharmacological sector, or only in high technology sectors, or the processing or production of rare -earth metals like lithium, and so on. Есть и свои большие отличия – например, они заключаются в том, что на дипломатическую работу в КНР сегодня, и довольно внезапно, стало приходить очень много женщин, даже юных девушек. Это вообще новое лицо китайской дипломатии. И, на мой взгляд, они значительно более жестки, чем мужчины-дипломаты, потому что хотят доказать всем, что их сломить невозможно. Пекинский Институт международных отношений начинает отбор кадров очень рано. При нем есть целый ряд средних школ, где читаются нужные лекции и где отбираются наиболее талантливые девочки и мальчики, которые потом по китайскому ЕГЭ идут поступать в эти два вуза.

Конечно, мне не раз приходилось выступать в этом пекинском институте. И, скажу честно, если сравнивать те лекции, которые я читал там лет десять назад, и те, которые я читал совсем недавно, до пандемии – я вижу сейчас абсолютно другое поколение будущих дипломатов. Это совсем другие китайцы. Они отлично говорят на иностранных языках, но, главное, они не боятся задавать жесткие и злые вопросы. Они не просто, как раньше было, тихо сидят и меня слушают – нет, они, например, напористо интересуются, почему многие китайские лозунги не оказывают влияния и не откликаются в сердцах западных людей. То есть это новый тип людей, которые, действительно, хотят прорваться во внешний мир – и агрессивно постулировать там интересы Китая. Они жестко закодированы – на продвижение национальных интересов.

Есть идеологический отдел ЦК, где принимаются соответствующие решения, есть свой партком в Министерстве иностранных дел Китая, и даже и во всех китайских посольствах за границей есть свои парткомы, о чем не следует забывать, хотя сам Пекин об этом громко никому не говорит. Прежде всего, определяется генеральная идеологическая линия, которую каждый дипломат должен реализовывать. Задача китайского дипломата – быть рычагом КПК для продвижения во внешний мир идеологической линии, которая была выработана не ими. Но каждый дипломат должен подбирать для этого свои методы, в зависимости от особенностей той страны, где он работает.

Сегодня Китай более чем грамотно оценивает, что происходит во внешнем мире. Но готов ли он реагировать грамотно?
Они издают журналы, хорошо проводят закрытые и открытые семинары, очень часто приглашают, сейчас в онлайне, зарубежных экспертов, имеют целый ряд филиалов в других регионах и странах мира. Например, один такой шанхайский институт открыл свои филиалы по всей Юго-Восточной Азии и даже организовал небольшую исследовательскую группу в США. Сбор информации идет повсеместно и активно. По моей оценке, те их доклады, которые опубликованы в открытом доступе и которые доносятся до ЦК КПК (может быть, в гораздо более полном виде), – это очень профессиональные труды, с хорошими расчетами, с анализом больших баз данных. А самое главное то, что между этими аналитическими центрами развилась конкуренция! Они соревнуются перед партией – кто точнее оценит и подаст более верную информацию. Поэтому как раз сегодня Китай более чем грамотно оценивает, что происходит во внешнем мире. Но остается другой важнейший вопрос: а готов ли он реагировать грамотно?

– Ван И – настоящий политик, а не просто карьерный дипломат, хотя долгое время, практически всю взрослую жизнь, он проработал в МИДе, прошел путь от референта до советника-посланника в Японии, а потом был директором Департамента Азии китайского МИДа. Пост министра иностранных дел он занимает с 2013 года. Ван И очень аккуратно может формулировать мысли. Многие китаисты полагают, что как раз он, наверное, последний из наиболее взвешенных дипломатов Китая. Не исключено, что ему на смену придут люди из плеяды этих "дипломатов-волков", более злые, жесткие. Которые, возможно, будут делать значительно более острые заявления. Но вообще Ван И, конечно, подчинен Постоянному комитету Политбюро ЦК КПК. И внешняя политика Китая определяется не в Министерстве иностранных дел, а, конечно же, на 95 процентов Политбюро. А он – лишь инструмент для выполнения его решений. Я лично считаю, что Ван И – это, может быть, самая оптимальная сейчас фигура для Китая на внешней арене, в нынешней ситуации.
