Russia's membership in the Council of Europe is suspended

The Committee of Ministers of the Council of Europe suspended Russia's membership in this organization, said the Vice Speaker of the State Duma Petr Tolstoy. The application is also published on the Council website.

Tolstoy condemned the decision of the Committee of Ministers, saying that without Russia the work of the Council of Europe "loses its meaning."

The head of the Agora human rights organization Pavel Chikov specified that Russia's membership was suspended - the issue of exclusion was not raised. "The suspended state remains in this case a member of the Council, but does not participate in the work of the Committee of Ministers, the Parliamentary Assembly and other bodies," Chikov wrote.

The human rights activist emphasized that restrictions do not apply to the European Court of Human Rights.

Chikov also added that an exception to the Council of Europe means an exit from the European Convention, but this exit will not be instantaneous. “If the state is excluded from the Council of Europe - the ECHR, it will remain competen to consider the complaints that have already been filed, and those complaints that will be filed against the violations of the Convention committed before the release date. Thus, the ECHR will remain competent in relation to Russia by the court until January 1, 2023, if Russia comes out until September - or until the date of the Committee of Ministers,” the human rights activist said.
