In the Pskov branch of the Yabloko party, a working day was going on, usually on March the fifth of March they congratulated their fellow women on the upcoming holiday, but this year they decided to transfer the congratulations to the seventh. But this time, instead of congratulations at 15:45, several employees of the Ministry of Internal Affairs in the Pskov region came to their office, saying that they need to conduct an “inspection” and seize computer equipment in the framework of excited administrative production under Article 20.3.3 of the Code of Administrative Offenses, which entered into force the day before.
“We saw a very strange picture in the office,” says Lev Schlosberg who came there, “four police officers, officers say that they need all the equipment due to the fact that
Administrative proceedings were instituted on the fact of a citizen survey, who said that anti -state’s newsletters are being sent from your premises, letters related to military operations in Ukraine. ”
At the same time, the “inspection” took place in the editorial office of the “Pskov province”, headed by Denis Kamalyagin, recognized by a foreign agent. “A dozen people of the thunder special forces burst into the floor, we were laid on the floor,” he describes a search. -“For about 15-20 minutes we lay on the floor, and they went and examined all the premises, then for 3.5 hours a search continued and all documents collected, we could seize everything that you can: six or seven laptops, two computers, two cameras, a bunch of microphones, recording devices, all our personal phones-in general, they took everything that was possible.” After that, he and three other employees were given a summons for tomorrow for interrogation - supposedly they were involved as witnesses in this administrative case, initiated by the complaint of the same citizen who filed it on the “apple”.
The material that became the basis for the search, Lev Schlosberg was allowed to see only from the screen of a smartphone of one of the police officers. It turned out that the 37-year-old city, allegedly on February 28, received a letter with calls for conducting and participating in illegal public events in the context of the events of the “military special operation” in Ukraine on February 28. It was interviewed only on March 5, when it became possible to put in practice in a hurry to adopt the amendments to the Code of Administrative Offenses and the Criminal Code. G. complained that in Pskov there was an “anti -state group of the Yabloko party”, led by Schlosberg, Kuzmin and Kamalyagin, and demanded “taking [in relation to them] measures in accordance with the law”.
“I don’t know who wrote this text to her and who could put it in her head. But this is a completely clinical style. It seems that this citizen and people who came up with all this is about the same group that is in the same institution, ”says Schlosberg.
As he and his lawyers managed to install, the Jobsora.com domain, from which the letter was allegedly sent has hosting in San Francisco. “You cannot get a letter from this address and at the same time argue that it is sent from some office, some kind of building or city,” the politician says . The hosting of the same name is really registered in San Francisco. To prove this, they demanded that the Jobsora.com server belongs and the address created on it and only after that decide on the inspection or seizure of equipment, but they were refused this.
“We live in a small city, I know everyone and I called the acting chief of the Central CPE, the head of the administrative production department, an officer of the police who interviewed this citizen,” Schlosberg complains. “I just asked him:“ You did not have the impression that this is a strange woman? Judging by what she told you and what you wrote down, it is enough to establish a domain belonging to calm down. ”
Not a single petition of Schlosberg and his lawyers in the end was so satisfied: they asked for copies of the definition on the initiation of administrative production and conducting the inspection of computers on the spot for any time. “This is all very shameful, I said to the police, we are all residents of the same city. I am not holding any government posts now, I am not a representative of any structures except the political party. I am ashamed of what you are doing, and I am ashamed that you get a salary from the budget from taxpayers for these things, ”said the chairman of the Yabloko branch.
Despite the fact that the Pskov province and the local Yabloko are different organizations, some police still think that they work together. Both Schlosberg and Kamalyagin are sure that the “inspection” conducted was needed to remove all the available equipment from them and not allow to work. Two days before, the Pskov Province announced that she continues to cover events in Ukraine, and even earlier the Pskov branch of the Yabloko party tried to coordinate the rally on March 12, but they were refused “coronavirus restrictions”.
According to the adopted amendments, after bringing to administrative responsibility under Article 20.3.3 of the Code of Administrative Offenses, criminal liability may also occur for the “public discredit of the Russian army” - in this case, the prosecution threatens up to three years of the colony. “The countdown just went, because after this administrative a criminal is also possible-a few weeks, a month they give us an appeal and contest, but it is clear that they will find something new further,” Kamalyagin believes.
Leo Schlosberg thinks that the past “examinations” is a personal attack on him and the editor -in -chief of the “Pskov province”:
“This is a classic provocation and its goal, most likely, is me, because I am the head of the department. It seems to me that this is not a federal initiative. Judging by what actions were carried out on the spot, how much were confused and not professional, it took a lot of time to do what they wanted ... In general, there were a lot of episodes that allow us to assume that it was local initiative. ”
