Members of the Public Council and the HRC conducted an audit in the Ministry of Internal Affairs in the Bratevo district in Moscow

A certificate based on the results of the inspection of the Ministry of Internal Affairs in the Bratevo district (in reduction).

The reason for the audit was publications on social networks and an open letter in the Ministry of Internal Affairs of the Russian Federation and an appeal to the HRC in connection with the actions of employees of the analysis group in relation to the public campaign delivered from the city of Moscow by the Ministry of Internal Affairs of the Bratevo Gr. Kaluga Alexandra and other citizens on March 6, 2022.

According to widespread information, Kaluga A. and other persons were subjected to psychological pressure, insults, and unlawful physical impact on the part of one of the employees, an enhanced group of analysis.

During the visit, the proposed place of the incident was examined, a conversation was held with employees, an official who was entrusted with the audit, recommendations for the best organization of such an audit were given, assistance was proposed in conducting an audit if such a need arises.

As a positive practice, the work of the department should be noted:

- in front of the checkpoint are equipped with benches and a canopy for visitors;

- a schedule of admission is posted on the checkpoint;

- the stand is equipped with the precinct authorities and the boundaries of the administrative site in the area for visitors;

- in the SPZL there is enough lighting, the walls of the cameras are painted in a light green color, in the cells clean;

- The composition of the Public Council was posted at the Internal Affairs Directorate for the South Theater of the city of Moscow.

As disadvantages, it is noted:

- lack of railings on the stairs of the entrance group;

- the leader of the front door is broken (this deficiency is eliminated on the spot);

- there are no contacts of the PMC of Moscow;

-The phones of the district police officers are not available 9999-010-6630/6631/6633/6624/6627; Do not pick up the phone 6636/6632 from 18:00 to 18:15;

- lack of UUP at the workplace after 18:00;

The shortcomings were eliminated in 2019 (in the cells at the time of the 2019 check, there was an unpleasant odor; the walls of the chambers are dirty, covered with leaks; the walls are dirty toilets, they need to be repaired).

On 100 accounts in the journal of food and sleeping accessories, 29 failures were recorded (previously 69), which indicates that the food delivered mainly is issued.

At the time of the inspection, dry rations had an expiration date until August 2023.

Despite the fact that citizens delivered to the Bratevo OMVD on March 6, 2022 from a public event were in the department for more than three hours, they did not receive food except Khutistov and Shmatin. According to the operational duty officer, this was due to the fact that these persons were not listed behind the duty unit.

There is a lack of employees of the duty unit; There should be nine people in the village of DF, but this state is not fully equipped.

At the same time, about 80 messages pass on the KUSP day, up to 150 in the summer; The number of appeals on some days is up to 300.

According to the PMC Virgin and the Public Council of the Ministry of Internal Affairs of the Ministry of Internal Affairs of Bratevo, since 2017, only three times was visited, which is clearly not enough.

According to the results of the visit, it is recommended:

1. Ensure an objective and comprehensive verification of information about a violation of the rights of women delivered to the Bratevo region of women, to bring guilty officials to the established liability.

2. Provide the food of all persons in the department as detained or delivered for more than three hours.

3. Eliminate the noted shortcomings.

4. To accelerate the overhaul of the building of the department, which was built in 1986 (the overhaul of the building was not carried out in 36 years).

5. Increase the number of chairs in the area for visitors from 3 to 6.

6. repaint the walls of the KAZ room into a pleasant color for perception; fix the second lamp from the side of the wall; improve the cleaning of the cameras.

7. Wash the walls of the spzl.

8. Place in the area for visitors and in the cabinet of procedural actions the contacts of the PMC, the Commissioner for Human Rights in the Russian Federation and in Moscow, authorized for the rights of the child, the prosecution authorities.

9. Use the experience of the Ministry of Internal Affairs of the Internal Affairs Directorate for the Nationalizer of Moscow, indicating in the book of issuing dry rations to conduct a phone call indicating the time of conversation and the phone number to which the call was made.

10. Replace non -permanent sunlight of the windows in the second and third chambers with transparent.

11. Provide contact with residents of district police officers.

12. Install a water cooler for visitors, import water for servicing a cooler installed in the attendant and coffee machine.

13. Install ATMs in the area for visitors.

14. Install the railing on the entrance group for low -mobility groups of the population.

15. Increase the number of employees of the duty unit from 9 to 12 units.
