In Istanbul, the next round of negotiations between representatives of Ukraine and Russia was held in the Palace of Dolmabakhch. This is the first full -time meeting of delegations since mid -March. The previous ones took place in the video.
The head of the Ukrainian delegation David Arahamia said that the issue of guarantees of the security of Ukraine in the event of its neutral status was discussed. According to him, the guarantors should become permanent members of the UN Security Council, including Russia, as well as Turkey, Germany, Israel and a number of other countries. Garant countries will have to provide Ukraine with military assistance in case of aggression.
According to Arahamia, international guarantees will not yet apply to the annexed Crimea and the territories of Donbass not controlled by Ukraine. The contract must be approved in a referendum after the withdrawal of Russian troops. All guarantor countries should help Ukraine join the European Union.
On the issue of annexed Crimea, Ukraine offers guarantees for 15 years, during which it will not try to return it to a military way. At this time, negotiations on the status of the peninsula should be held. It is proposed to solve the issue of Donetsk and Lugansk regions separately - by negotiations of the presidents of the two countries.
Earlier, Vladimir Zelensky said that Russian troops should be reserved for positions that they occupied before the invasion of February 24. And only after that, according to him, you can discuss a compromise.
The head of the Russian delegation, Vladimir Medinsky, said that the negotiations were “constructive”, the position of the Ukrainian side will be brought to Vladimir Putin. He also added that the meeting of the presidents of Russia and Ukraine is possible in parallel with paraffin with the chapters of the Foreign Ministry of the guarantee agreement.
The Ministry of Defense of Russia after negotiations said that as a step towards Ukraine will suspend military activity in the Kyiv and Chernihiv regions. At the same time, the main battles are now going on in the east and south of Ukraine.
Russian businessman Roman Abramovich, who is not officially not a member of the delegation, participates in the negotiations in Istanbul. Agencies are distributed by his photo with Erdogan, made, obviously, before the negotiations.
Abramovich acted as an intermediary earlier. The day before, the Bellingcat project and the American publication The Wall Street Journal reported that in early March, a businessman and two representatives of the Ukrainian delegation after one of the meetings felt symptoms of poisoning. Representatives of the businessman did not confirm this.
The next round of negotiations will take place after March 30.
