The Minzifra proposes to introduce a moratorium on administrative responsibility for the sale of smartphones, tablets, computers, laptops and smart televisors for which domestic software is not preinstalled. This is stated in the official press release of the department.

Due to the suspension of the activities of some foreign companies, the Government of the Russian Federation allowed the parallel import of goods (the supply of goods to the country without the direct consent of the copyright holder), but at the same time, Russian legislation requires that manufacturers of smartphones, tablets, computers, laptops and televisions of Smart-TV prefimed domestic software, the Ministry of Cyphra notes.

“If you are not preinstalled, the manufacturer and the seller must receive a fine. Given the resolution on parallel imports, a legal conflict occurs. <...> The Ministry has already prepared an appropriate proposal to amend the Code of Administrative Offenses of the Russian Federation. The changes will not affect the manufacturers of the equipment - they will be preserved to prescribe the Pro preservation , ”the department said.

The mincifers recalled that the domestic in terms of devices from April 1, 2021. The list for pre -installation is approved annually on the basis of the selection of applications of copyright holders. According to the results of the selection of 2021, a list of Russian programs for electronic computers was approved, which should be pre -installed on certain types of technically complex goods in 2022.
