(Katandy, Tungura and Kucherly), but the guests arrived from other areas and the villages of our republic: Ust-Koksa, Sugasha, Tyuguryuk, Cartoons, Kurunda, Yabogan, Aranur, Ust-Kan, from the Ogudai district, Shebalinsky district. The Shaman community of the RA, guided by the Decree of the President of the Russian Federation of 02.07.2021 No. 400 “On the Strategy of National Security of the Russian Federation” regarding the “Protection of the traditional Russian spiritual and moral values of culture and historical memory”, according to the public hearings on the introduction of the Katandinsky s/p, we set out our comments and suggestions:

1. Gora Belukha, being
a) shrine, the temple of the Altai people;
b) a monument of nature of regional significance,
It is protected by law, since the natural monument was created to preserve the unique natural complex that combines geomorphological, hydrological, glaciological characteristics, landscape and biological diversity of the highlands of the Altai Mountains. The object has sacred significance, being a shrine of the Altai people, is of great scientific value and has exceptional ethnographic attractiveness.
The Land Code of the Russian Federation on the lands of natural monuments, including especially valuable environmental systems and objects, for the sake of preserving which a special protected natural area (protected areas) was created, prohibits activities not related to the preservation and study of natural complexes and objects. Within the limits of the lands of protected areas, a change in the purpose of the land plots or the termination of land rights for needs that contradict their intended purpose is not allowed (Article 95p.3).
We draw your attention to the fact that the Federal Law of 03/14/1995 No. 33-ФЗ “On specially protected natural areas” refers to the provision on protected areas, which clearly determines the types of permitted use of lands, plots located within the borders of the protected areas (Article p. 14), respectively, the Belluh Mountain also has this situation.
As evidence, we give an order of the Ministry of Natural Resources of the RA dated 12/21/2018 No. 957, which determined the regime of economic use and zoning of the territory in the Belukha natural park, indicating the prohibited activities and nature management, according to which any economic activity threatens the preservation and state of protected natural complexes and certain types of flora and fauns, including the withdrawal and the allocation and the allocation of the PP. unauthorized occupation of land for any type of use; activity entailing a violation of soil cover and rocks; the construction of the road and the power lines, communications, as well as the construction and operation of economic and residential facilities; travel and parking of auto traffic; Skipping of tourist sites and camps, breeding bonfires outside specially equipped places, pollution of land with household waste.
Zoning in 3 zones (as the Beluha natural park) is introduced into the general plan. According to No. 33-ФЗ “On Prospt”, zoning is allowed, the main and auxiliary types of permitted use of land plots, if they are provided for in each functional zone of protected areas in the Regulation “On Special Sentenger Territories”.
Therefore, we propose to exclude from the general plan the three zones that contradict environmental legislation on the territory of the Belukha natural park.

2. The list of “forest cottages” should be removed from the text of the general plan. The concepts of “quarter”, “allocation”, “cordon” are working terminals. The concept of “forest summer cottages” directly allows the construction of tourist facilities, since the proposed forest cottages “Akkem” and “Kucherlinsky” are located in the territory of the September - the Belukha Nature Monument, and the other 5 are located on the territory of the Katunsky state natural reserve, which is unacceptable.

3. We propose to exclude the transfer of agricultural lands of 3.1 hectares to the recreational category, since on recreational land will be placed by tourist objects that will replace pasture, mowing lands intended for agricultural management. The acquired agricultural land should be used only for its purpose.

3. Rybakova K.T. From Tyuguryuk, she made a proposal to protect the protected lakes in the general plan, included in the Belukha natural park - Akkem, Kucherla, which allowed economic activity related to tourism, in particular, the construction sites.
4. According to the ski project "Barsuk" by a specialist Gorinov A.V. It was said that this project was not entered into the general plan, since he does not have an investor and has not yet been done any work on its implementation. This project was acted by Uzhanov S.I. .. He said that this project was conceived by Mikitchenko and is his brainchild. He won the auction of republican significance, and was also included in the republican project "Strong Altai". That is, the republican authorities push him.
5. The inhabitants of the village of Katanda and other villages of settlements on land use issues also performed. They asked why, when the land of the rural settlement was sold, nobody informed them about this? And the lands were sold to visitors from large cities and foreigners? What will we leave our children and grandchildren, and who is to blame for this, that everything happened?

All questions related to the operation, transfer of land, distribution and acquisition by private individuals, the audience gathered in the hall heard the same answer: the rural settlement does not decide anything. The authorities from the republic, as well as the head of the Ust-Koksinsky district, Kuligin O.A. .. After the persons interested in the issues of the sale of land and other issues on the ground, will receive a cadastral number, the rural settlement only issues the addresses. The rural settlement deals only with issues of management within the boundaries of its settlement. Specialists of a rural settlement cannot deal with issues in protected areas.
Let's try to figure out why there were such contradictions between state and private capital in matters related to the protection of our pristine nature?
Our country for more than 30 years has taken a course for the development of capitalist relations. At some stage, perhaps such relations were useful to society when a private trader receives freedom as a manufacturer, as an investor, as a merchant, etc. .. But since the purpose of any private trader is making profit, this goal is sooner or later (especially when the private trader makes a much higher one, which can afford to give itself a huge difference) makes nature, culture, history and our whole life in a lawlessness in an arbitrary. private, rich citizen. The same private trader himself perceives himself only as the master of his little, but seeming to him large, very large, farm. He ceases to be aware of himself as part of his land, nature, homeland, country. Forgetting his role as a citizen and man, he often becomes irresponsible and violates the general rules of the game in the state, on Earth, etc. Depending on the enormity of his profits. And the more profit and income, the more its irresponsibility to society may be. After all, everything can be bought. Which we observe everywhere with the development of global relations, scientific and technological progress, etc., which went against all the things and the person himself. We observe the processes of degradation in nature, human relations in almost all spheres of society. The same destruction threatens our nature, if it is not too late, a person himself will not intervene in the affairs of its protection.

Let us bring some clarity to the concepts that opposition forces operate today, justifying or explaining to their people who want to protect their nature, their rights, why they defend the rich, strong, sometimes allowing them to rob and deceive their land, nature and people.

- in paragraph 9.1. This document: the main types of the permitted use of land plots located within the boundaries of the park: 1) the protection of natural territories and 2) reserve forests.
- In paragraph 11, we read: “In the territory of the regulated recreational and economic use zone, it is allowed: 1) the development of ecological tourism, 2) construction, reconstruction, repair and operation of economic facilities necessary to ensure permitted economic activity, 3) the passage of organized tourist groups”.

In conclusion, we would like to make some proposals for organizing Ecological Tourism permissible in the Belukha natural park.
- Nature needs to be left for the virgin, but you can improve and protect the paths, make crossings over rivers, improve parking lots, make toilets corresponding to sanitary and hygienic standards, put garbage containers, organize garbage collection, organize a garbage and resort collection from tourists at the municipality, and make this collection accessible and convenient. For these funds, organize garbage removal on horses, helicopters and other types of transport and parking on all routes. On Accept and Kucherlinsky Lake, you can organize an emergency medical point.
- It is unacceptable for the construction of tourist cases, elite and forest cottages, and the enclosure of the territories of the Belukha natural park. Free access should be guaranteed for everyone to visit any territory of the natural park. Such nature management will not violate the environmental balance of the natural park. For violation of the rules for using the park, introduce fines from 5 thousand rubles and above for non -payment of the fee. Deputies of the municipality must develop the rules for using a natural park in order to maintain nature in integrity. You can organize payment points on our protected lakes themselves.
- To expand the Belugha natural park to the mouth of the Akkem River and along the Kucherlin gorge almost to the village of Kucherla. Such measures can not only protect our pristine nature in the Belukha Park, while maintaining tourism, but also create additional jobs for residents of the Katandinsky rural settlement and Ust-Koksinsky district. Entrepreneurial activity can be allowed only for protective purposes, and not for the purpose of the only consumption of nature, as is currently happening.
