Entrepreneurs involved in the pumping and removal of sewage in Gorno-Altaisk, Mayma, Kyzyl-Ozek (there are about two dozen in total) have already contacted Listok. In 2016, there was a publication about their complaints about the work schedule of Vodokanal, as well as about the unreasonable difference in tariffs for the private sector and apartment buildings. As you know, such a service is also required by residents of apartment buildings where a central sewerage system is not connected. Then everything was resolved successfully and the tariff was equalized, but now the problem has arisen again.

Individual entrepreneur Natalya Zhdanova said that a strange document from the Tariff Committee had appeared, where, apparently, it was no coincidence that residents of the private sector lost the status of “population” and for some reason became legal entities.
“Then, in 2016, the main topic of our appeal to Listok was the question of the tariff. For residents of apartment buildings, it was always 30 percent lower than for residents of private houses, and this is unfair.
After our appeal to the Antimonopoly Committee and the newspaper, this difference, which is a violation of antimonopoly legislation, was eliminated. The Antimonopoly Service got involved and the city administration began to allocate subsidies to the entire population of the city - both residents of apartment buildings and residents of the private sector. The tariff was made the same for everyone. But six years have passed and this problem has arisen again.
Since August last year, the administration, for some reason, stopped reimbursing expenses under tariffs, and in the order of the Tariff Committee, for some reason, the word “population” was removed, leaving only the word “HOA”.
And on this basis, Vodokanal decided to leave the tariff for apartment buildings as for the population, and for residents of the private sector to make it the same as for legal entities, that is, 30 percent higher.
I don’t know by what order these changes were made, but now there is a distortion in the tariffs again, which carriers will have to eliminate at the expense of residents of poorly equipped houses.”
Natalya Vladimirovna recalled that carriers are already forced to increase prices for their services due to a general increase in prices - for spare parts, for wheels, and in general everything has risen in price by 2.5 times - but also in connection with the new order " Vodokanal" people will have to pay more for their services. “Why is the difference in tariff now being reimbursed from the budget only to residents of apartment buildings, which are better?” - entrepreneurs are surprised.
Entrepreneurs sent a statement to the Office of the Federal Antimonopoly Service for the Altai Republic, which we publish below. The letter was sent on February 24 this year, but although the review period is one month, there is no response yet. The Federal Antimonopoly Service sent a document stating that the consideration of the letter was delayed, but the reason was not specified.
I would still like to clarify the following points:
1. Who made changes to the order of the Tariff Committee and why was the word “population” removed for residents of the private sector of Gorno-Altaisk?
2. Why did Vodokanal decide that if the word “population” is not in the document, then the entire population automatically turns into legal entities and must be served at an increased tariff?
3. Why did the city administration stop allocating subsidies to equalize sewage removal tariffs for all categories of the city’s population?

STATEMENT

06.09. 2016, individual entrepreneurs - wastewater carriers from residents of the private sector of Gorno-Altaisk, not connected to the central sewerage system, wrote a statement to you with a complaint about unlawful actions on the part of Vodokanal OJSC and the Tariff Committee of the Altai Republic on the use of different tariffs for residents of the private sector and apartment buildings in the city for wastewater treatment.
The result of this complaint was a warning from the Federal Antimonopoly Service for the Altai Republic addressed to Vodokanal OJSC dated October 27, 2016. No. 3709/10 on the termination of such actions, since they contradict antimonopoly legislation. Vodokanal OJSC stopped issuing different tariffs for residents of the private sector and apartment buildings.
However, on December 10, 2021, entrepreneurs who transport wastewater from residents of the private sector of Gorno-Altaisk received a notification (Appendix) from Vodokanal OJSC that tariffs for wastewater treatment will be recalculated retroactively from August 2021 and will henceforth be billed as legal entities. For the population living in apartment buildings, the tariff has not changed.
According to Vodokanal OJSC, due to the fact that changes were made to the Order of the Tariff Committee of the Altai Republic dated December 8, 2021 No. 59-VD, and the word “population” was removed from all paragraphs of this order, this gave them the right assume that the population now lives only in apartment buildings and uses the services of HOAs, management companies, etc. All other residents of Gorno-Altaisk, who are homeowners and are not included in the HOA, management companies, etc., are not the population.
It should be noted that the transportation of wastewater from cesspools in the non-sewered sector of the city of Gorno-Altaisk to the drain station of Vodokanal OJSC is carried out by individual entrepreneurs and organizations that have concluded agreements with Vodokanal OJSC for wastewater treatment. These agreements stipulate the conditions for receiving wastewater from the population, as well as the cost of treatment. The subject of the agreement is the direct treatment of wastewater brought to the drainage station, where entrepreneurs indicate the category of citizens whose wastewater is delivered for treatment.
Based on the above, we ask you:
1. Check the legality of establishing a preferential tariff for the population living in apartment buildings that are part of management companies, HOAs, etc. and the population living in the private sector, which independently maintains its housing.
