Мария Демина спросила, почему Семен Шефер не пользовался полномочием подачи административных исков в суд в целях защиты граждан. Беда в том, что у Уполномоченного три сотрудника, и если кто-то пойдет представлять граждан в судах, то некому будет принимать людей.
Затем депутаты удалились на голосование, а после длительного огласили итоги: Николай Ким – 6 голосов, Вячеслав Уханов – 2 голоса, Михаил Яськов – 2 голоса, Семен Шефер – 27 голосов.

Неуловимые управленческие команды
Представляя проект закона Республики Алтай «О внесении изменений в ст.ст.10 и 11 Закона Республики Алтай «О государственной гражданской службе Республики Алтай», министр труда, социального развития и занятости населения РА Адар Сумин пояснил, что проект предполагает установление полномочий Правительства РА по определению порядка исчисления денежного содержания гражданских служащих с учетом положений порядка, определенного федеральным законодательством, а также по установлению порядка формирования фондов оплаты труда работников государственных органов региона, замещающих должности, не являющиеся должностями гражданской службы Республики Алтай. Принятие закона не ухудшит положение гражданских служащих и связано с необходимостью создания условий для увеличения доли должностного оклада в структуре денежного содержания гражданских служащих, сказал министр.
Мария Демина задала вопрос: «Почему в фонд оплаты труда гражданской государственной службы не входит оплата труда, связанная с оплатой управленческих команд в Республике Алтай? Я имею в виду гражданских служащих».
- Потому что в ресбюжете, в законе о республиканском бюджете РА не предусмотрено сегодня стимулирование управленческих команд. Фонд оплаты труда формируется в пределах установленного фонда, утвержденного бюджетом РА, – ответил Адар Сумин.
- Тогда скажите мне, пожалуйста, почему мы все-таки финансируем управленческие команды и выплачиваем им зарплату из дотаций? – снова спросила Демина.
- Уважаемая Мария Фоминична, министерство труда, социального развития и занятости населения РА утверждено как методолог в области оплаты труда гражданского служащего, в области оплаты труда работников бюджетной сферы, но именно в вопросах оплаты труда. Что входит в вопросы денежного содержания, оплаты труда – пожалуйста, мы полномочны и компетентны; все, что касается каких-то иных выплат – здесь минтруда не является методологом, – ответил министр.
Мария Фоминична воспользовалась правом на выступление: «Я не первый раз поднимаю вопрос оплаты труда управленческих команд и никто мне как депутату не может пояснить правовую природу этих команд, которые мы финансируем за счет бюджета. При этом было бы как-то понятно и принималось, если бы все муниципальные управленческие команды включали всех работающих и тот фонд оплаты труда, который получают дополнительно муниципалитеты, министерства, ведомства на управленческие команды, распределялись между ними в зависимости от занимаемых должностей и с какой-то понятной структурой. И никто не может объяснить. Я сегодня заходила к Радмиле Сергеевне (Пекпеевой, – прим.ред.), пыталась у нее выяснить, она мне рассказывает, что существуют какие-то указы президента, которые нам нельзя смотреть, нельзя читать, но все финансируется нормально. Артур Павлович, я бы вас просила как руководителя нашего законодательного органа все-таки разобраться с этим вопросом, чтобы не было неясностей, что это за структура, откуда она родилась и почему мы ее финансируем из бюджета, исходя из интересов узкого круга лиц». Кохоев ответил, что такие вопросы надо прояснять на комитетах, при принятии бюджета и изменений в него.
Больше вопросов к законопроекту не поступило. Законопроект был принят в первом, втором и окончательном чтении большинством (37) голосов.

Дайте работу инвалидам!
Проект закона Республики Алтай «О внесении изменений в Закон Республики Алтай «Об установлении в Республике Алтай квоты для приема на работу инвалидов» также представил Адар Сумин. Так, в соответствии с законом, на территории РА устанавливаются следующие квоты для работодателей для приема на работу инвалидов: в случае, если численность работников превышает 100 человек – 3% от среднесписочного состава работников; от 35 до 100 человек – 2% от среднесписочного состава работников. Для филиалов и представительств, расположенных на территории республики, у которых численность превышает 100 человек – 3% от среднесписочного состава. Для филиалов и представительств, расположенных на территории республики, с численностью работающих от 35 до 100 человек – 2% от среднесписочного состава работников.
Законом также исключается полномочие Правительства РА по установлению минимального количества специальных рабочих мест для трудоустройства инвалидов для каждого предприятия, учреждения, организации в пределах установленной квоты для приема на работу инвалидов, в связи с тем, что теперь указанное полномочие отнесено к полномочиям органов исполнительной власти субъектов РФ.
Петр Букач спросил, что будет работодателю, если квота не будет исполнена. Министр заверил, что будут применены надзорные функции.
- У нас есть такое количество инвалидов? Сколько по квоте мы должны инвалидов принять на работу? – спросил спикер Госсобрания. Адар Геннадьевич сообщил, что в РА на 217 тысяч населения более 10 процентов инвалидов – порядка 23 500 человек из разных групп и многие способны к труду. Кроме того, под квотирование подпадает 239 предприятий, таким образом, должно быть выделено 436 рабочих мест. На сегодня 379 инвалидов уже трудоустроены и еще остается 57 вакантных мест. «Конечно, мы их заполним», – уверил министр.
- А министерство относится к таким работодателям? – поинтересовался Аскар Тулебаев и получил положительный ответ.
Законопроект принят большинством голосов (36).

Жилье по найму – да, но нет
Таким же образом был принят Закон РА «О внесении изменений в ст.2 Закона Республики Алтай «О регулировании отношений по найму жилых помещений жилищного фонда социального использования в Республики Алтай» (также докладывал Адар Сумин).
Предлагается внести изменения в части уточнения перечня доходов для исчисления совокупного дохода граждан и постоянно проживающих совместно с ними членов их семей, в целях признания граждан нуждающимися в предоставлении жилых помещений по договорам найма жилых помещений жилищного фонда социального использования в Республике Алтай. В перечень доходов входят: стипендии, выплачиваемые обучающимся в профессиональных образовательных организациях и образовательных организациях высшего образования, аспирантам, обучающимся по очной форме по программам подготовки научно-педагогических кадров, и докторантам образовательных организаций высшего образования и научных организаций, обучающимся в духовных образовательных организациях, а также компенсационные выплаты указанным категориям граждан в период их нахождения в академическом отпуске по медицинским показаниям, посредством: дополнения в отношении указанных аспирантов программой подготовки научных кадров; исключения стипендий, выплачиваемых докторантам образовательных организаций высшего образования и научных организаций; пособия по временной нетрудоспособности, пособия по беременности и родам, а также единовременного пособия женщинам, вставшим на учет в медицинских организациях в ранние сроки беременности, посредством замены единовременного пособия женщинам, вставшим на учет в медицинских организациях в ранние сроки беременности, на ежемесячное пособие женщинам, вставшим на учет в медицинских организациях в ранние сроки беременности.

Мария Демина считает, что «никогда муниципалитеты не будут строить социальное жилье, если мы в бюджете республики не будем выделять средства на эти цели» и предложила подумать над этим вопросом.

Запаса лекарств хватит до июля
Проект закона РА «О санитарно-эпидемиологическом благополучии населения Республики Алтай» представил министр здравоохранения Республики Алтай Валерий Елыкомов.
Аскар Тулебаев спросил о ситуации с импортозамещением лекарственных препаратов. «Озвучили на заседании Госдумы позавчера, потому что там у меня был доклад... На сегодняшний день мы имеем запасов с прошлого года на 27 процентов. Это наша подушка безопасности. По сегодняшнему году три источника – федеральный источник, дополнительное лекарственное обеспечение, высокозатратные нозологии. По высокозатратным нозологиям закупка произошла на 80 процентов, по ДЛО – на 45 процентов, по учреждениям здравоохранения – на 45 процентов. Таким образом, на сегодняшний день мы обеспечены лекарствами до июля. Нами было сделано предложение в Госдуму о том, чтобы изменить закон по финансированию. Сейчас мы каждый месяц получаем 1/12 по ФОМС. Естественно, мы никогда не угонимся за этими вещами, нам надо сразу провести конкурс, заложиться и ждать повышения или снижения цен. Нас поддержали, ждем, как будет принято на федеральном уровне», – ответствовал Валерий Елыкомов.
Артур Кохоев напомнил о вопросе Леонида Казанцева – о закрытии больницы в Амуре. «Я вчера подписал приказ о назначении и.о. главного врача, встречались с главой района, после подписания приказа собирались туда выехать, все объехать, встретиться с населением... Я не сторонник что-то закрывать. Чаще всего что-то не работает только потому что нет человека, а кадровый вопрос – очень серьезный. Что можно сохранить – сохраним. Во время поездки в Москву удалось договориться о дополнительном выделении средств для 20 ФАПов, а те деньги, что у нас есть, будем перераспределять, чтобы поддержать существующие больницы», – сказал министр.
Леонид Казанцев выразил благодарность Валерию Елыкомову за открытие ковидного госпиталя в Усть-Коксе, отметив, что это спасло немало людей, в том числе из его семьи, а Ай-Сулу Ябыева задала вопрос по Усть-Канскому району: мол, в прошлом году было выделено 35 млн на выкуп детской поликлиники, но потом средства были перенаправлены в Онгудайский район. Разрабатывается ли проектно-сметная документация, ведь имеющееся здание ветхое и дети со взрослыми ожидают приема в коридоре размером 2х4 метра. Министр ответил, что до 2025 года в районе запланирована замена пяти ФАПов, а по детской поликлинике у него данных нет.

Депутаты заслушали доклад о деятельности МВД по Республике Алтай за 2021 год министра МВД по Республике Алтай Александра Соловьева. Several digits. Всего в прошлом году зарегистрировано 4 762 преступления. В структуре преступности отмечается сокращение преступлений против собственности, в том числе грабежей и краж. Результатом повсеместной профилактической работы по информированию населения о новых способах совершения дистанционных преступлений стало снижение количества мошенничеств, совершенных с использованием IT-технологий, более чем на четверть по сравнению с 2020 годом. Адресной работой было охвачено более 240 подростков, совершивших правонарушения и поставленных на учет, 215 родителей, 24 группы подростков с антиобщественной направленностью. В результате принятых мер на 23% сократилось количество преступлений, совершенных подростками. Число «пьяных» преступлений в прошлом году снизилось на 10%. Вместе с тем, их доля в общей структуре преступности продолжает оставаться высокой. В результате принимаемых мер по стабилизации обстановки, на дорогах республики пресечено более 410 тысяч правонарушений ПДД. Выявлено и отстранено от управления более 1 736 нетрезвых водителей, управлявших транспортными средствами в состоянии алкогольного опьянения, в том числе 276 – за повторную езду в пьяном виде, за что предусмотрена уголовная ответственность.
Михаил Федькин и Сергей Кухтуеков подняли вопрос о новой поликлинике МВД – почему помещение до сих пор не используется и нельзя ли наладить сотрудничество с минздравом так, чтоб все граждане, вне зависимости от ведомственной принадлежности, могли получать качественную медпомощь?
- Сейчас получаем лицензию, она введена в эксплуатацию, пуско-наладочные и отделочные работы проведены, скоро запустим. Кроме того, прорабатывается вопрос с МВД о выделении в течение месяца нам дополнительных штатов (35 человек медперсонала к тем 37, что были), надеемся, это значительно нас продвинет в полноте и качестве оказываемых медицинских услуг и действующим сотрудникам, и пенсионерам, и приписному населению, – сказал министр и заверил, что с министром здравоохранения РА разговор начали и пути взаимодействия ищутся.
