Last year, we published your material about the road industry of the city, where you described the technology for the use of asphaltogranalat (old asphalt) and generally spoke about the necessary measures to systematically improve the condition of roads. This publication aroused a keen interest and response of our subscribers. In our editorial office, everyone has a question - do you have an education in this area or are you speaking on the basis of your experience?

- Both that and the other. In 1996, I graduated from the Barnaul Construction College with a degree in the construction and operation of buildings and structures. He spent a lot of time studying geodesy and other objects adjacent to the road industry. In addition, I worked a lot in the ONF in the project "Killed Roads". He spent a lot of time at various meetings, inspections and met with specialists of the road industry. As part of this project, we managed to achieve the repair of Sovetskaya Street in Maima, Sovetskaya, Mayakovskaya, Chkalov, Kirov, Collective farm, Student, Margelov and many other streets in Gorno-Altaysk.
- Did the repair of the mentioned streets take place not within the framework of the national project "Safe high -quality roads"? What does you and the Popular Front have to do with it?
- Well, Sovetskaya Street in Maima was repaired when this project has not yet begun. And part of the other streets is also before. And the rest in the framework of the BKD project. But that the road would fall into financing, it must comply with the criteria, and it is important that there is a high level of public request for the repair of specific roads. We studied and informed the executive power about him a public request. Therefore, residents need to show maximum activity in these issues.
- Sergey Vladimirovich, at your professional and experienced view, what actions should the authorities take so that we do not have such a terrifying position with the roads?
- Firstly, the executive branch should want this very much! After all, if society is sleeping and does not grumble, then there is no need to move especially.
Secondly, the deputy corps, public activists need to develop and implement a new system for monitoring the progress and the result of all road works. What do I mean under the control system? Surely, most citizens often, returning from work in the evening to their house, noticed that construction equipment had already been on their street. A grader came, leaps the road, turned out large stones, broke gas carpets, flooded the dwarfs and left. At the same time, the contractor reported on the work performed and received money for work. Citizens have no idea who controls the road work, how to control and what to do if the work is performed poorly and do not suit them. Many of us, when the companies hire the company - build a fence, carry out the decoration of the premises, pour the foundation - consider normal quality control, because they themselves pay for these works.
In the case when the city administration becomes an intermediary between the company and the contractor and on behalf of citizens hires the performers, many citizens are stirring or remove them from the quality and volume of work performed. I have repeatedly had to apply orally and in writing to the head of the administration of the city of Safronova with a request to include in the commission to accept the work of the chairmen of street committees, heads of TOSs, deputies. Olga Alexandrovna agrees to this in public, but really does not go to it. After all, the control of society can lead to the fact that people will understand that they are customers and payers of the administration services. People will understand that the real owners on the city of the city are themselves. People will not allow you to pay for what was not done or done poorly. Everything will be as it should be in a cultural society, where the taxpayer understands where his taxes are going. By the way, deputies of the Altai Republic and the city council, in addition to legislative, representative functions, also have a control function. And therefore, the deputies "God himself" (constitution) ordered to participate in the acceptance of all the work for which taxpayers pay.
- Sergey Vladimirovich, you can imagine what can begin if many people - not professionals will begin to run after the grader and indicate how to work for him?
- Certainly. In our city for many years, the authorities diligently pushed the population from self -government, reduced the culture of the taxpayer, and of course there will be difficulties at the initial stage. For this process, it is necessary to develop a regulation that will reduce the risks of unreasonable pressure from the population. After all, I often have to accompany the work of equipment in my own and other districts. I know for sure that for the same money allocated for maintenance of the road, at least with minimal control, you can make work at times more and better in quality. Given that contractors change very often and do not know the characteristics of the territory, the presence of an experimental commission is a guarantor of high -quality and efficient use of budget funds.
- Still, it is not clear, because you propose to facilitate the work of the administration of the control of road work. They are not enough for the whole city. Help more effectively use budget funds. Obviously, your proposals will improve the quality of work and the quality of life of citizens. Why then does Olga Alexandrovna not meet you?
- A couple of cases from life can bring you. You probably remember that the two previous years were very snowy. There were a lot of complaints that many streets served by IP Galkin do not clean at all or clean very badly. I had to very often respond to the requests of the inhabitants and come to pull their cars from the "snow captivity". Most of the voters complained that in those rare moments when the tractor drives along their street, his shovel was raised and he does not clean the snow from the road. As one former employee of such a tractor explained, so you can significantly save on fuel.
Almost at idle with a shovel raised, it is more economical to clean the streets of snow than when the equipment rests with full force. In addition, on most streets, a compacted snow layer reached 40 centimeters.
This suggests that the technique for the winter almost did not come to these streets. Here the question arises - why did the administration take measures to force the contractor to remove snow more often and efficiently? Why did the mayor of the city of Nechaev, who has a control function, did not take measures to control the quality of cleaning? Why is the snow not removed, and the contractor regularly receives payment? I think the answer suggests itself. I turned to the prosecutor’s office to check the spending of budget funds, I believe that when the audit ends, I can definitely name the reason, but I suspect here a bad story from the point of view of the Criminal Code.

- Yes, there was a lot of snow. But I have a very large district in the area and a part of the district was removed by another contractor. This is not to say that this contractor worked perfectly, but there were fewer complaints about him! And in the territory served by IP Galkin, the administration had to additionally hire a superheavy three -minute grader and in the spring to scrape the layer of snow not cleaned by Galkin, because the cars began to fall into the rut and could climb the mountain, for example, a ridge, Chepkin and a number of others. On the territory of another contractor, this did not require this. Why the administration hired a heavy grader, it is incomprehensible. Once the contractor did not remove the snow - it was necessary to motivate him to correct his shortcomings, and not spend additional funds.
- Sergey Vladimirovich, we are talking about possible manifestations of corruption. So?

- It's clear. Now the winter is running out and complaints are mainly on flooding, dirt and puddles on the streets of the city. Tell me that in your opinion you need to do so that children, adults from the outskirts and not only change rubber boots to normal shoes?
- By winter and spring, you need to prepare in the fall. Clean the ditches, make a discount to discharge water. Follow the thickets of shrubs in drainage cuvettes. Clean the water disposal system from garbage and silt. As folk wisdom says, cook sleds in the summer, and the cart in the winter!
If you look at our streets, then in most cases melt water runs right along the roadway. At the same time, the astringent is washed out and cobblestones remain, which are scattered along the sidelines.
In my opinion, the main enemy of the road (after corruption, of course) is water. With water, you need to be friends and direct its energy in the right direction. If you paid attention, asphalt is destroyed faster in those places where water stagnates. This is especially intensively when it is warm during the day, and at night freezes. It is impregnated with water of the asphalt layer and the base of the road and a sharp expansion when freezing. In those places where the water is not delayed, the asphalt coating lasts longer. I have in the district there are sections of a huge area where the same problem for several years. Many houses flood due to imperfect water disposal system. Water passes through earthen cuvettes, cuvettes are very intensively overgrown with grass and shrubs and reduce water supply. Because of this, they are constantly overwhelmed and water spreads through many households. Buried citizens seek compensation for harm, the authorities feverishly pump out water in Assenial machines in an aral mode. Both that, and another is the burden on the budget and deprivation and the nervous of citizens. It would be more advisable to carry out design and survey work and equip a single and modern water disposal system. The city has examples of the use of reinforced concrete drainage trays. Subject to GOSTs in production, they work perfectly. Dive water, do not get and are easily cleaned. I think that we urgently need to introduce into the habit of equipping the roads to equip modern water disposal systems. By the way, such a practice is already in the city. An excellent reinforced concrete trays were installed next to the house of the head of the city and mayor of the city, along with asphalt, along with asphalt. This road will last a long time and will delight the quality of everyone who passes through it. I think it's time to do all the roads well, and not just the roads leading to the areas of the "large bosses".
If we do not start on all streets to equip a modern water disposal system, then we will spend money on pouring the streets that water washed off. This is a meaningless and endless process - the budget eater and the Sisyphus Labor! By the way, drainage trays can also be made from processed plastic waste.
