Two favorites of the first will take part in the second round: Emmanuel Macron and Marine Le Pen. Immediately after the announcement of the results of the first round, they both resumed their election campaigns, focusing on the struggle for the votes of those who supported the applicants who had come down from the distance.
5 years ago, the alignment of forces in the presidential election was the same, then Macron and Le Pen also reached the second round. Since then, his rival Marine Le Pen has changed, she removed the lessons from her defeat in the last election, softened her ultra -rationalist rhetoric, less attacks immigration and Islam, and was focused on economic and social programs. Le Pen carefully emphasizes his plans to solve socio-economic problems, primarily related to the growth in the cost of life and the reduced purchasing power, which French voters put in the first place in the list of their problems.
Polls show that the gap between the candidates in front of the second round, the current president ahead of only 5-6%, so that the outcome of the elections is unpredictable.
What awaits France if Le Pen wins?
In the case of his victory in the presidential election, Marin Le Pen promises to change the country's legislation in order to prescribe such a concept as “national preference” in it. This idea back in the 80s of the last century was voiced by her father, the founder of the National Association party. Le Pen intends to submit to the referendum the bill “Citizenship-Identity-immigration”, which provides for the revision of “all legislation applicable to foreigners”, the inclusion of the term “national preference” in the Constitution and the “primacy of French law” over the international. According to Marin Le Pen, this will give the French many new advantages over foreigners and save the French treasury of 16 billion euros per year.
In practice, this means that family benefits, social housing and access to state workplaces will be "reserved for the French." Le Pen plans to prohibit arrival at a permanent place of residence in France through “Reunification of families”, limit the right to provide asylum, cancel the right to receive French citizenship in France, reduce the validity of “residence permit”, to deprive a French residence of any foreigner who does not work for a year or more or committed an offense.
Emmauel Macron accused his rival of trying to illegally change the constitution. “There is a deep split between me and the extreme right candidate, and it is that I advocate for reforming the Constitution, subject to the norms of the Constitution,” he said in an interview with the France Culture radio station on April 18. The fact is that the current French legislation does not allow you to change the constitution simply through a referendum, first, both chambers of the parliament should vote for the draft change, and then either a referendum will take place, or the president convenes a congress, which should vote for changes at least three fifths of the number of votes.
Marine Le Pen also advocates the indigenous reform of the European Union. Although she no longer offers France from the euro zone, her program still remains anti-European. So, she promises to reduce value added tax and introduce a border inspection of goods, that is, to restore the French borders within a single European market. These populist promises contradict the contracts and obligations of France within the EU and in case of execution will create a large political problem and inflict an economic blow to both France and its partners, experts say . So the second round of elections will be a kind of referendum about the future of the EU.
