Why arrested the chairman of the Courier trade union Kirill Ukrainian

The Moscow court sent under two months the chairman of the Courier trade union Kirill Ukraitsev. Against the backdrop of the strike of delivery services, which is now being held in Moscow, a criminal case was brought to the activist under the Dadinsky article for "repeated violation of the rules of the rally."

Kirill Ukrainians-activist, correspondent of the YouTube channel "Bulletin of the storm of Originals", since 2020 the founder and chairman of the Courier trade union. On the evening of April 25, when Cyril celebrated his 32nd birthday, security officials came to his apartment.

A phone was seized from a man, a laptop and a computer, and the activist’s lawyers were not allowed into investigative events.

Immediately after the search, at night, Ukrainian was taken to the Investigative Committee, where it became known that they started a case against him under Article 212.1 of the Criminal Code of the Russian Federation (repeated violation of the established procedure for organizing or conducting a meeting, rally, demonstration, processing or picket). The case on the "Dadinsky article" is being brought if a person had three episodes with administrative responsibility for six months.

As the lawyer Kirill Alexander Aldaev said, the criminal case is connected with the activities of the Courier trade union: “[He is accused of what] he seemed to organize unauthorized rallies of couriers, over the past six months, as I understand it, four times. All according to 20.2 Administrative Code of the Russian Federation are unauthorized public events. ”

The reason for the establishment of a criminal case under the “Dadinsky article” was several episodes, according to which Ukrainian was attracted to 20.2 Administrative Code of the Russian Federation during last year:

• Publishing a post of VKontakte on the action of the couriers of the Delivery Club service, which demanded to pay wages and change the fines system. In March 2021, the Savelovsky District Court of Moscow fined Ukrainian for 20 thousand rubles. for participating in this action;

• The strike of the taxi drivers of Yandex and Citimobil, which was held in October 2021 in Sergiev Posad. The reason for the protests was then a decrease in the minimum cost of the trip from 130 to 100 rubles. The activist was charged with the organization of this protest campaign;

• The posts in support of the graduate student of Moscow State University Azat Miftakhov, who was convicted for six years for the united Russia office, allegedly broken by him. In October 2020, on the page of “Bulletin of the storm of Originals” on Instagram, a picture was published with the date of the meeting in the next case of Azat and the call to come to support it. A year later, Ukraitsev was arrested because of this post for 10 days under Article 20.2 of the Administrative Code of the Russian Federation, in January 2021, the activist was detained by the court of the court, where Miftakhov was considered.

According to the members of the Courier trade union, right now, Ukrainian was arrested due to the strike of delivery services, which began in Moscow on April 22.

Delivery Club couriers protest due to a decrease in tariffs for delivery by 20%, some employees completely refused to go to shifts. On April 25, several dozen people came to the Delivery Club office in Moscow, 12 people were detained at the protest campaign. At the same time, the delivery service itself states that there are no conflicts with employees.

According to the Organizing Secretary of the Trade Union Mikhail Shulgin, they do not participate in the organization of this strike, the couriers are striking on their own initiative, without the participation of the trade union, and the security forces "simply decided to go ahead of the lead and turn off the Courier Chairman before everything did not grow into something really massive."

“As usual, they took Cyril for formal occasion, the so -called“ Dadinskaya article ”, he was drawn by another administrative, and the administrative was for the episode in 2020. A real reason is to exclude it from the trade union and activist of activity, because the fourth and fifth days have been held spontaneous performances of couriers from Delivery Club, Yandex. The case against Cyril is profitable for both business and the authorities: firstly, so that this does not fall into the information field, and secondly, against the background of the “special operation” and May 9, so that there are no unrest in large cities, so that this does not spoil the overall picture, because we, according to the authorities, are fine, ”says Shulgin.

The close attention of the security forces to the trade union, according to Mikhail, is also due to the fact that over the two years of the existence of the organization they have already managed to conduct several successful campaigns: “Cyril decided to establish the Courier trade union in the summer of 2020, when the journalist covered the next strike of delivery services. On all our shares, we achieved good results, many of our requirements were fulfilled. One of our last shares was very media: we attracted public attention to the courier from Vladivostok, who was simply not allowed to the funeral of his mother. When he did not appear because of the funeral to work, he was fired. ” In February of this year, the Delivery Club courier Oleg Evchenko was removed from work for refusing to reach the 14-hour shift on the day of preparation for the funeral of the mother.

The young man was told that his request for a detriment is a “breakdown of a shift”, due to which “the company will lose money”.

Then, including thanks to the information campaign, which was arranged by the Courier trade union, the delivery service was restored by Evchenko at work.

Another important action organized by the trade union, Shulgin calls the strike of collectors “Yandex. Food ”, which took place in Kemerovo last December:“ The collectors in Kemerovo blocked all three points at which food gathered. Then everyone found out that even in the small Siberian city there is Yandex. Food ”, offering their employees poor working conditions. [Bastulas] then helped collectors throughout Russia, because, thanks to them, large fines were canceled due to delays for 5 minutes and completely free shifts, in addition, Yandex did not enter the schedule of two in two, due to which employees could lose half the earnings. ”

The meeting in the case of Kirill Ukraitsev, scheduled for three in the afternoon on April 27, began only after six in the evening, when the Savelovsky court was already closing. Because of this, everyone who came to support the activist was expelled from the building. The judge, at the request of the senior investigator of the department for the investigation of particularly important cases, Daria Mamedova elected Kirill Ukrainian a preventive measure in the form of detention for a period of 1 month and 30 days, until June 25. The defense asked to appoint an activist a softer preventive measure. At the hearing was the municipal deputy Yevgeny Stupin, who wrote a personal guarantee for Cyril: “An amazing decision [of the court], because at the request of the defense party at the meeting, three people were interrogated, including an operational employee who said that he refuses his report that Cyril could hide. He petitioned for Cyril remained free, because he could positively affect couriers because of his authority. That is, operas refuse his report, but, despite this, such a decision is made. For me, this is an obviously politically motivated decision. ”

Now Cyril is in the pre -trial detention center. According to lawyer Alexander Aldaev, the maximum punishment under his article is up to five years in prison.
