Mikhail Sokolov: The economists Dmitry Nekrasov and Sergey Zhavoronkov will be in touch with us today. In your opinion, the decision of American legislators and the president is significantly changing the situation in the struggle for Ukraine?
Dmitry Nekrasov: Money cannot turn at one point in time, every second in some successes at the front. Money turns into some kind of weapons that travels for a long time, receive it, then begin to use it. I think that, of course, the aggregate help of the West, the more time it will pass, the more, the balance of power at the front will change. But I would not expect to change radically at the moment. The question is still months. Transportation, most importantly, the integration of these systems, because completely different weapons systems. You can take the machine gun and quickly learn it, even with a gun it is already more difficult, and the fire control system is even more difficult. It is clear that all this will take a very long time. If the conflict is delayed, then sooner or later the situation will be inclined towards Ukraine from a military point of view. I am afraid that in the next two to three months, the dominance of the air and superiority in combat power will be on the side of the Russian army, which is sad.
Mikhail Sokolov: There was a meeting of the ministers of the defense of 40 developed countries of the world on the basis of Ramstein. Can we talk now about the creation of such a wide coalition, whose economic potential is an order of magnitude more than that of Putin's Russia? Can Russia confront such a force?
Sergey Zhavoronkov: It seems to me that from a technical point of view after the receipt of these weapons, the chances of the parties are equal. And from the point of view of the number and training of the Armed Forces, the army surpasses Putin's army. But besides the advantages that we have said about, there are also disadvantages. Because it is no coincidence that the theme of the use of tactical nuclear weapons begins to be actively discussed on Russian television. To be honest, I have no confidence that if this happens, Western countries will be ready to respond symmetrically, and not begin to talk about the next sanctions and so on. We will discuss the sanctions. But it is obvious that the key solution to the situation around Ukraine will be achieved on the battlefield.
Mikhail Sokolov: It turns out that of the intentions that the Biden administration, and many other countries, will be taken from frozen Russian assets, assets of Putin oligarchs. It turns out that we will pay doubly for everything?
Dmitry Nekrasov: Starting from the First World War, in general, there were no such direct precedents. It required a very serious change in legislation. As a rule, in fact, the only precedent when the money of the aggressor country was directly used for reparation, the restoration of the country, which was the object of aggression, is an example of Kuwait, where the UN decision was, where a special commission was created within the framework of the UN, which evaluated all these losses. Always occupied 20-30 years of trial. At least until we have any similar ones in a hundred years of precedents to transfer Russian assets of the Central Bank to Ukraine now. I think that rather it is a PR, which, like a lot around the conflict, maybe someday in 12 years or 15 it will lead to something else, but so far quickly, I would not evaluate it. Most importantly, it does not matter where the money comes from, the main thing is that Ukraine has enough. We are used to measuring many things in money, but in fact, money in time, in the moment they cannot solve so many problems, as in one month 9 women do not give birth to one child. No matter how much money you have, this is to some kind of shifts in the instant situation, in the economy, at the front, it cannot bring. This is a very long story. In the moment, Ukraine from a financial point of view is more redundant, there is nothing to spend on adequately effectiveness of the corresponding goal. The question is not in them, the question is more likely to provide weapons, a lot more in this sense.
Mikhail Sokolov: That is, we are talking about the fact that material resources are needed physically, technology, fuel and so on?
Dmitry Nekrasov: And the ability to use them is very important. God with Him, with a fighter pilot, the cost of which costs in developed countries millions of dollars just for gasoline for aviation fuel, but even the training of a special forces costs a lot of money and a lot of time. This is very long and difficult. The more complicated the systems are modern, the longer this preparation. It is impossible to convey in the moment: guys, you use. If you do not convey people with this, then the more complicated the system, the more effective and modern, the longer the period of adaptation to its use.
Mikhail Sokolov: In the last days there were just very interesting performances of political figures. In particular, the Foreign Minister of Great Britain Liz Tracers said that access to the global economy should depend on the game according to the rules, and in this case just, since Russia violated these rules, they will beat it in order to stop Vladimir Putin’s military operations. Let us look at what happened in the last days on the sanctions front.

Mikhail Sokolov: Dmitry, what can you say about these estimates by Alexei Kudrin, how correct they are, does he underestimate the future events?
Dmitry Nekrasov: I would honestly say that it is more too overstated. In our, conditionally, liberal-opposition or pro-Ukrainian information bubble, influence is too exaggerated especially in the short-term period of sanctions on the Russian economy. This influence will be, but it will increase over time, the longer, the longer it will be. In general, if we assume that oil prices will be at the same level, I was very surprised if, for example, GDP fell by more than 8%. I believe that this is not the lower, but the upper limit of assessments, just because of the fact that I understand, as GDP is considered, and I understand what share state demand plays in it, state employment.
Those industries that are subject to market shocks should fall by 30, 40, 50% per year in order for GDP to be reduced by 8. Because industries that are not subject to market shocks make up more than 50% of GDP. The question is not in dynamics, but in trend. One way or another, it is clear that sanctions will destroy the Russian economy. More slowly than, relatively speaking, I want to now Ukraine and all people who think that sanctions can stop the war, this will not happen, of course. In the horizon of this year or even the next two or three years, I do not see any mechanisms in principle at all that could lead to the economic impact limit Putin’s ability to continue aggression.
It is clear that, perhaps, from the point of view of physics, he will end with high -precision missiles, he will have fewer aircraft, he will not be able to mobilize people - this is one conversation. But the fact that the civilian economy will create some restrictions on continuing the war, on the horizon of two or three years I simply cannot imagine even mechanisms, they simply do not exist, in my opinion.
This is long -term, for many decades, the restriction of the development of the Russian economy, the possibility of its technological modernization, not only modernization, but maintaining the current level. Relatively speaking, the restriction of the export of parts for aircraft, the more affects the economy, the longer these parts are not supplied. The first few years fly calmly, then they will begin to engage in cannibalism, disassemble old planes, then problems will begin when there are not enough parts and so on.
After 20 years, the collapse will be, maybe after 30, in the next two to three years it will not feel. This applies to everything. It is clear that the real incomes of the population will fall, but for, relatively speaking, the stability of the regime, its ability to carry out aggressive actions, they do not give a damn about it. We have real income, they fell by 10%after Crimea, now another 10 will fall, well, they will survive it in a repressive model. In order to limit their possibilities to pay at least some pensions, benefits and salaries of the police, which is more important for the stability of the regime in order to limit their ability to pay the military and supply them with the simplest things, maybe not high-precision missiles, but fuel, ordinary weapons, and so on, there are no such sanctions that could limit this possibility even units, not to mention months. In this sense, sanctions about the future of Russia and its capabilities in the future, and not about stopping this war. In this sense, the West has no levers even close to do it.
Mikhail Sokolov: The same Kudrin says that 6 trillion rubles must be found to support the economy in the conditions of sanctions. Where will they get them?
Dmitry Nekrasov: They are already accumulated. These 6 trillion rubles are less than physically in the FNB. The Russian Federation, you can relate to this policy, it is clear that we have passed a terrible pandemic, a bunch of people died, but we speak from the point of view of people. And if we speak from the point of view of the budget, from the point of view of the budget, Russia was the only country that in the world in principle had a surplus budget last year. Money there are physically lying, they lie since last year. This year we have oil $ 30 higher than in the past. Even taking into account all discounts, sanctions, everything else, I will not be surprised at all that even this year the budget will be surplus.
Honestly, I will not be surprised at this. It is clear that we are all the time to sacrifice people's income, this government will continue to do. People, especially the middle class of large cities, will live worse, they will be able to buy less - this is understandable. So that the budget is badly damaged, I simply can not imagine. The country has less than 10% external debt, I mean the debts, the debts are minimal, and the reserves are more than 10% of GDP, a huge amount has been accumulated. Even at the moment, the export of the Russian Federation exceeds imports by one billion dollars, every day a billion dollars comes to the country. It is because of this that the course is so falling that the ruble is strengthened. Import decreased, and export is at historical maximums, because oil prices are high. This margin of strength is colossal.
The state has enough money for any costs that they consider necessary for several more years. I do not assess the likelihood of turning on the printing press, I do not evaluate other reserves. Just physically, the situation from last year came such that even in a covid situation we had a budget surplus. With these oil prices, if not for the war, it would be simply cosmic, at the level of several percent of GDP, in the absence of debts and the possibility of emissions of the Central Bank. I can’t imagine how this design can be shaken. If the price for oil will be $ 20 per barrel tomorrow, yes, this design will be shaken, but at current oil prices, all sanctions in the aggregate do not cost how much, relatively speaking, it was worth a drop in oil prices by $ 40-50. They do not stand in conjunction. Last year, the price of oil was $ 49 per barrel, we now see 107–110. Even taking into account all discounts, this is still much higher than what happened last year. In these conditions, the budget, as a state, is clear that there is one thing-people who are real disposable incomes of the population, the social situation, the TV broadcasts something to them, they, despite the fall in income, even increase their support-this is the issue of propaganda, their income will not fall. And there is macroeconomic stability, there is a balance of budget. Plus, relatively speaking, we must admit that, unlike the foreign policy, the macroeconomic block of government, we consist of professionals who react quite competently to the challenges that have arisen, at least did not make some fatal errors. Accordingly, in these conditions, I do not understand how to shake this model.
Mikhail Sokolov: Sergey, are there any objections of this concept of macroeconomic stability and the ability of the Russian state to do anything, can be in order to reduce the living standards of the population for some time, frozen it with the help of propaganda?
Sergey Zhavoronkov: I am more pessimistic, although I admit that, of course, a margin of strength, especially at the current oil prices, exists. Dmitry proceeds from a certain static state of Russian exports, but it is not obvious to me. Because in terms of numbers we can say that we have exports-this is about 490 with a small billion dollars, of which 267 billion are exports of hydrocarbons. This export of hydrocarbons, in my opinion, may well be worn out. The main income of 110 billion is raw oil, 70 billion is oil products and 55 billion are gas. Accordingly, with regard to raw oil, from a total export of 200 million tons, we sell most to Europe, only about 55 to the east. From the European part, the West is unlikely to abandon the export of the Druzhba oil pipeline-this is about 35 million tons. Everything else is replaced. The gas is not replaced, but it is not so important. But we have another 50 billion in export - these are metals, of which most of ferrous metals, which are quite susceptible to embargo. Plus, we can say that a significant part of the non -ferrous metals are replacement. It seems to me that the prospects for a sharp expansion of the embargo for Russian exports exist-this can undermine the situation with the Russian budget somewhere on the horizon of three years.
Mikhail Sokolov: I would notice that there is another topic that experts talk about - these are logistics problems. Nabiullina said that warehouses in Russia were reduced to historically minimal levels. The same Ministry of Economic Development says that these reserves will be replenished only after the restructuring of torn logistics and financial chains will be replenished. Indeed, in many cases, production depends on several components. As I understand it, almost all the automobile assembly plants have currently stopped. How will the authorities cope with this, if literally because there is no nail in the forge, which Ms. Matvienko spoke of, large enterprises will stop, which are involved in a lot of people? In the end, these people need to pay for a simple one.
Sergey Zhavoronkov: It seems to me that with cars this is not the most critical situation, because they will find nails in China, albeit worst quality. A more difficult situation with equipment for the fuel and energy complex. Because of the four largest service companies, two announced leaving Russia, two more about the suspension of new investments. In order for us to maintain prey at least in the current state, we need the work of these companies, and how to replace it is not clear, China will not replace it. There is a big problem with the components for aviation, there is also China in civil aviation to replace us anything. This problem on the horizon, conditionally, from one and a half to two years can become serious.
Mikhail Sokolov: Dmitry is also a question on logistics and problems of delivery of everything and everything. For example, sea transportation, ports throughout Europe were closed for Russia, today Norway closed, except for fishing vessels. Some are looking for routes through Turkey, Iran and even Morocco. Is it realistic to cope with all this? I understand that you are a pessimist, but let's look at it realistically.
Dmitry Nekrasov: Of course, it is this year, maybe the beginning of the next, will be characterized by logistics problems. Most of the fall in the GDP we are talking about will be connected with them. When, in principle, you can buy something in China to replace Western imports, but you can’t deliver it when, in principle, they are ready to buy in China or India, but did not find the appropriate transport. All this will be replaced. Большая часть того падения, которое мы видим, краткосрочного – это те вещи, с которыми в среднесрочной перспективе в силу перестройки цепочек российская экономика справится. Те вещи, которые будут долгосрочно ее уничтожать, те, которые непреодолимы, они как раз с каждым годом только усиливаются, а эти шоковые вещи решатся.
До этого прозвучало про нефть, газ и прочее. Китай – это первый по размеру экспортер нефти в мире, Индия второй. И Китай, и Индия покупают больше нефти, чем Российская Федерация экспортирует. Нет никаких проблем с перестройкой российского нефтяного экспорта в Китай и Индию. Понятно, что они есть сейчас логистические, есть схемы, МПЗ на это не заточены, но это проблемы временные. Пока к санкциям не присоединились Китай и Индия, Российская Федерация может экспортировать нефть и большую часть нефтепродуктов совершенно легко только в один Китай или только в одну Индию при любых санкциях Запада. Единственное, что не может никак быть обойдено – это газ. Как правильно было сказано, газ примерно 10% экспорта. Если будет эмбарго на газ, который, кстати, и Европе сложнее всего заместить. Пока фронт санкций не расширился до Китая, Индии, стран Африки, эмбарго чисто Запада – это обоюдоострая история, которая, конечно, для России более ощутима для России, чем для Запада, тем не менее, и те, и другие несут издержки, но и те, и другие найдут альтернативные решения.
Та нефть, которая вчера шла в Китай из залива, пойдет в Европу, а та нефть, которая вчера шла из России в Европу, пойдет в Китай, но и те, и другие понесут некоторые издержки. Насколько долгосрочна эта тема, когда и те, и другие несут издержки, непонятно почему, я не знаю. В этом смысле я смотрю просто именно с реалистической точки зрения, понимая, что нет такого преступления, которое бизнес не совершил бы за 300% прибыли. Мы все прекрасно помним, что происходило с Ираном, до сих пор происходит, как иранская нефть уходила как иракская, как перегружали из одного танкера в другой. Это иллюзия думать, что сработает эмбарго, если Китай и Индия не присоединятся к санкциям, если они присоединятся, ситуация будет совершенно другой, но пока они не присоединились к санкциям, это иллюзия думать, что какое-то эмбарго стран Запада на экспорт российской нефть может привести к драматическому падению этого экспорта. К падению на 10–15% может привести, но не более того. Кроме газа нет ни одной истории, которая была бы абсолютно незаместимой.
Михаил Соколов: Вы не думаете, что будут применяться еще и вторичные санкции? В конце концов тот же Китай ведет себя очень аккуратно, по ряду направлений фактически исполняя эти санкции, скажем, не сотрудничая с теми банками, которые попали под ограничения.
Дмитрий Некрасов: Нет такого человека Китай, есть отдельные китайские крупные компании, которые ведут себя очень аккуратно. Есть огромное количество серых и менее серых посредников, которые чем-то занимаются. Чем более жесткие санкции, это по сути просто влияет на объем издержек. Да, конечно, чем более жестко Запад будет заниматься обеспечением соблюдения санкций, тем больше будет в конечном итоге дисконтов, то есть потеря российских экспортеров в цене по сравнению с другими. Но это не значит, что это отменит экспорт. Все обойдут, везде заплатят. У меня есть прекрасный пример. В 2014 году я прекрасно помню, когда тот же самый Кудрин, генералы нефтяной области говорили, что через пять лет мы не сможем ничего бурить, потому что "Шлюмберже" уйдет. А через полтора года я видел, как те же самые нефтесервисные компании через прослойки в Панаме оказывали все те же самые услуги российским нефтяным компаниям.
Михаил Соколов: Как-то моральная атмосфера, я извиняюсь, на Западе изменилась, бить будут по рукам.
Дмитрий Некрасов: Тем не менее пройдет еще какое-то время, как по всем этим лазейкам они будут работать? Это же все очень зависит. Сейчас один уровень готовности всех давить, а завтра возникнет инфраструктура, которая будет так или иначе это все перепродавать, с каждым годом она будет все больше и больше эрозировать ситуацию. Деньги развращают всех, чем дольше у вас ситуация находится в таком состоянии, тем более респектабельные системы перетока из одного в другое возникают. В этом смысле, где по физике газ некуда везти, понятно, газ не будут покупать в Европе, некуда больше продавать. Все равно все плывет море, все эти танки могут выключить транспондеры, могут перелить из одного в другой, можно подделать документы, так или иначе с какими-то потерями этот вопрос просто процента потерь, возможности все это отправить все равно всегда будут, тут просто вариантов нет никаких.
Михаил Соколов: Давайте немножко о людях, о безработице. Что ждет Россию с этим делом? Если 10–15% будет реально безработных из-за того, что предприятия закрываются, которые с западным капиталом, многие невозможно запустить будет заново, куда денутся эти люди, чем будут высвобождающихся, как теперь говорят, занимать?
Сергей Жаворонков: У нас главная проблема не безработица, а низкие зарплаты. То, что правительство их не готово поднимать прежде всего в бюджетной сфере не было готово до новой ситуации, тем более не будет готово сейчас, это очень серьезная проблема. У нас уровень заработных плат порядка 60 тысяч рублей средняя, но мы должны понимать, что медианная зарплата намного ниже. Две трети населения получают зарплату ниже средней. Во всем мире так в принципе, это статистический феномен, но мы должны понимать, что в большинстве регионов сейчас средняя зарплата составляет порядка 25-30 тысяч рублей. Как на это прожить – это не очень понятно.
Дмитрий в своих статьях указывал, что за последние 10 лет произошло падение реальных доходов где-то на 10%. В 2014–15-м было еще больше, потом чуть-чуть подросло. В целом, мне кажется, здесь этот процесс ускорится, точно так же, как в ситуации с теми мягкими ограничениями 2014 года это все будет жестче. Самое главное, что здесь не предвидится отскока. Тогда мы видели, что сейчас вырастет цена на нефть и отскочим. По доходам населения мы не отскакиваем, а сейчас не отскочим тем более.
Михаил Соколов: Действительно, безработица, возможность каких-то социальных волнений регионального масштаба в связи с закрытием предприятий или у все опять хорошо, стабильно получится, можете нарисовать такую картину благостную?
Дмитрий Некрасов: Очевидно, что реально располагаемые доходы населения будут сокращаться. Здесь как раз, я совершенно согласен, никакого отскока быть не может. За прошлый кризис у нас заплатило в основном население, за него же не бюджет заплатил, то есть потери после 2014 года пришлись в основном на население, причем в основном на средний класс крупных городов. Большая часть потерь сконцентрирована на 20% верхних по доходам – это именно средний класс крупных городов.
Здесь по сравнению с предыдущим кризисом, я согласен, я просто призываю не переоценивать скорость того, что произойдет в ближайшие один-два года, она гораздо меньше, чем сейчас многие пытаются сказать, что будет коллапс, катастрофа, этого, конечно, не будет. Но то, что тренд будет только вниз, мы сегодня на 10% ниже, чем были в 2013 году по реальным располагаемым доходам населения. Я не вижу перспектив в условиях санкций, чтобы даже к 2033 году или даже к 2043 году российское население вернулось бы на уровень 2013 года.
Что касается конкретно безработицы, то здесь надо понимать специфику российского рынка труда. Во-первых, мы всегда реагировали сокращением занятости, сокращением рабочей недели, неполной занятостью, какими-то отпусками без сохранения заработной платы и так далее. То есть у нас в принципе рынок реагирует не так, как, допустим, в США, когда у вас пандемия, безработица 30%, чуть-чуть сделали что-то, она опять упала до 5%, у нас все гораздо более инерционно, у нас такого не бывает. Есть большой запас трудовых мигрантов, которые сейчас уезжают, которые освободят какие-то места. Когда у вас страна привлекает трудовых мигрантов, в случае кризиса есть какой-то резерв в этом смысле. Все-таки надо понимать, что если не ориентироваться на изменения формальных критериев трудоспособного возраста, связанных с изменением пенсионного возраста, если просто смотреть в постоянных критериях на рабочую силу, она по сути последние три-четыре года сокращалась почти на миллион в год. То есть с учетом всего этого, запасы, кого выгнать за границу, сокращение людей в трудоспособном возрасте в реальных цифрах и того, что реально половина населения и так занята в бюджетной сфере, я кроме отдельных моногородов не думаю, что будет что-то совсем ах.
Конечно, безработица вырастет, безусловно, я не удивлюсь, если она вырастет в этом году, сохранится на нетипичных для нашей экономики уровнях следующие годы. Однако надо понимать, что самые драматические, самые пессимистические прогнозы, которые делают по поводу того, какой будет безработица в России к концу этого года, говорят о цифрах в два-три раза ниже, чем безработица в Испании или Греции. То есть в принципе Россия была страной с очень высокой занятостью. Понятно, что люди это почувствуют, но в сравнительных каких-то характеристиках безработица точно не самая главная проблема российской экономики просто в силу того, что очень долгое время страна привлекала рабочую силу извне. На самом деле, если бы не война, ключевая проблема была бы нехватка рабочей силы, а не безработица. Поэтому кроме отдельных моногородов и каких-то отраслей говорить о том, что это будет какой-то катастрофической проблемой, я бы не стал, хотя, конечно, она вырастет – это, безусловно, так.
Михаил Соколов: Вы в своих последних статьях исходите из того, что военные действия продлятся 3–6 месяцев. Why?
Дмитрий Некрасов: Я не то, что исхожу, надо дать какую-то презумпцию, если мы что-то прогнозируем, то мы в этом прогнозе задаем презумпции, из которых мы исходим. Я не знаю, сколько продлятся военные действия, понятия не имею. Я понимаю, что российская армия в той интенсивности боев, которые мы сейчас наблюдаем, вряд ли сможет ее поддерживать больше тех самых трех, я даже не уверен за шесть месяцев, если мы не предполагаем массовой мобилизации, каких-то других катастрофических вещей. Я не вижу выхода, я не понимаю, как эта война может быть закончена сейчас, обе стороны верят, что они могут победить, неважно, чем они, особенно Путин дезинформирован. Это факт, что на сегодняшний момент нет интенции договариваться. Я думаю, что война продлится как минимум несколько месяцев, но не удивлюсь, если она продлится и больше.
Михаил Соколов: Почему тогда вы ведете речь о годах санкций? Предположим, если военные действия так или иначе замораживаются, то платой за это может быть снятие какой-то части санкций, соответственно, облегчение ситуации для России, хотя для Украины, конечно, будет большим облегчением с точки зрения того, что не будут гибнуть люди.
Дмитрий Некрасов: Я в это не верю, я не думаю, что большая часть санкций, значимых санкций, самых существенных санкций может быть снята, пока Путин. Какие-то отдельные вещи, понятно, что Европе уж очень не хочется оказываться от российского газа, это просто для них катастрофические последствия будет нести, от газа потери Европы будут больше, чем России, по крайней мере, краткосрочные. Понятно, что какие-то вещи, которые им совсем в напряг, они может быть откатят, если сейчас война закончится. Самые сильные санкции долгосрочные. То, что сейчас упало, здесь разрыв логистической цепочки, здесь того-то нет, это все так или иначе перестроится экономика, рыночная экономика гибкая, через серые схемы, импорт и так далее, разные коррупционные механизмы она решит большую часть тех проблем, которые, как правило, у нас любят описывать как неразрешимые, а вот то, что длинное и большое, не решат. Это длинное и большое, пока Путин у власти, никакой Запад этих санкций не снимет.
Потому что задача санкций не сейчас Украине помочь, задача не свалить режим Путина, задача ограничить долгосрочные возможности Российской Федерации проводить агрессивную внешнюю политику, ее технический, экономический и прочий потенциал. С этой точки зрения санкции очень эффективные. С точки зрения того, чтобы завтра Путин прекратил войну, в принципе у них такого потенциала нет. С точки зрения того, чтобы люди вышли, нет таких задач. Задача – долгосрочное разрушение экономического и технологического потенциала Российской Федерации для осуществления агрессивной внешней политики.
На горизонте 20 лет в этом смысле санкции предельно эффективны, они будут сохраняться, пока в России режим, который можно подозревать в агрессивной политике, пока у власти Путин, точно абсолютно.
Михаил Соколов: Интересный есть вопрос, сохранится ли рыночная экономика при том огосударствлении, которое уже есть, и которое может возникнуть, создастся экономика военного времени?
Сергей Жаворонков: Я согласен с тем, что в общем правительство Мишустина достаточно удачно подавило первоначальные попытки перейти к чрезвычайщине, к режиму того, что нельзя репатриировать прибыль, что нельзя продавать акции иностранцам или на все будет требоваться специальное разрешение на уровне правительственной комиссии. Но то, что в первую неделю такого рода намерения не только звучали, но часть из них реализовывалась на бумаге, показывает, что у правящей группы мысли на этот счет, на счет реализации, условно, глазьевских идей, частично они реализованы, потому что, извините, запрет на продажу доллара наличного совершенно беспрецедентная вещь. Я с 1991 года, когда это стало открыто, я не помню, когда у нас запрещали продавать наличный доллар.
Да, здесь правительство может оказаться еще большим своим врагом, врагом экономики, чем санкции. Хотя и по санкциям буквально на секунду я возражу, что когда, извините, ЕС объявил эмбарго против Ирана, добыча в Иране упала вдвое. В России упадет меньше, потому что в Иране большая часть нефти идет на экспорт, а у нас только половина идет на экспорт, но это серьезно. У нас уже дисконт на нефть фактически треть составляет, до 35 долларов на баррель при цене в 110, это еще до всякого эмбарго. Так что, конечно, серые схемы будут использоваться, но их цена может быть очень велика.
Михаил Соколов: Есть возможность у власти пойти просто по пути мобилизационной экономики и отменить НЭП, на который вы рассчитываете в своих анализах?
Дмитрий Некрасов: Пока Путин сохраняет в экономическом блоке очень грамотных крайне консервативных, надо понимать, что ЦБ имени Набиуллиной и Минфин имени Силуанова с точки зрения вашингтонского консенсуса в применении к экономике святее любого Папы Римского. Нет в мире и не было за последние 10 лет никакой страны, которая бы проводила столь последовательную консервативную, жесткую, придерживающуюся самых жестких принципов, условно говоря, либеральной модели, экономическую и макроэкономическую политику. Можно этому радоваться, а можно этому печалиться, но так или иначе в российском правительстве запредельно один из лучших по профессиональности экономических блоков. Я просто восторгаюсь тем, как они реагировали на кризис, в том числе тем же самым запретом, потом его постепенной отменой после стабилизации ситуации. Это просто в учебники войдет, то, как была реакция на этот кризис в условиях, которые они никак не могли ожидать, им создали безумием правительства, они отреагировали с экономической точки зрения запредельно грамотно.
Михаил Соколов: Давайте мы послушаем народ, что народ знает и хочет от будущего российской экономики.

Михаил Соколов: Все-таки изменится ли, на ваш взгляд, отношение к власти каких-то слоев населения из-за ухудшения ситуации?
Дмитрий Некрасов: У нас с 2013 года изменялась поддержка президента абсолютно противонаправленно изменению доходов населения. В 2014–15 году у нас доходы падали, поддержка росла, в 2016–17-м начали расти, поддержка начала падать. Соответственно сейчас мы наблюдаем ту же самую историю, что у нас доходы падают, а поддержка растет. Я думаю, пока, к сожалению, телевизор выигрывает у холодильника. Но опять-таки мы помним Крым, помним, что эйфории хватило на два с половиной, три года.
Я думаю, что, конечно, падение доходов рано или поздно в долгосрочной перспективе повлияет на поддержку режима населением, но боюсь, в ближайший самое меньшее год, а то и те же самые два, эйфория будет застилать эти проблемы. Понятно, что есть люди, трезво оценивающие ситуацию, понятно, что есть люди, которые и так не поддерживали правительство, но для большинства, к сожалению моему глубокому, я боюсь, что мобилизация военная на ближайший, по крайней мере, год минимум полностью вышибет любые мысли, все будут консолидироваться вокруг флага, говорить, что во всем виноваты украинцы и Запад. Но что с ними делать, я не знаю, у меня нет никаких мыслей на самом деле.
Сергей Жаворонков: Я не верю ни в какую безумную 80% поддержку Путина. при уличном опросе 60% отказываются отвечать, при телефонном опросе 90% отказываются отвечать, но даже при этом из тех, кто ответил, только 45% определенно поддерживают войну и 13% скорее поддерживают. Это данные по Москве.
