Vyacheslav Popov previously consisted of the Baltic Avangard of Russian Resistance (BARS)-the Kaliningrad movement of monarchists-marginals, adherents of the Russian Orthodox Church abroad. Members of Bars positioned themselves as Russian nationalists, held peaceful actions and marches in support of political prisoners, and opposed corruption.
In 2017, four Kaliningraders were arrested in the Bars case. In 2020, the 2nd Western District Military Court found them guilty in extremism and awarded them from three to eight years in prison. Popov, as a former member of Bars, went through a witness in the case.
