A court in the Samara region fined a “citizen of the USSR” because of a leaflet

On April 28, the Volzhsky District Court of the Samara Region fined Rustam Dadabaev, a supporter of the Citizens of the USSR community, 10,000 rubles. This was reported by the Information and Analytical Center "Sova".

The man was found guilty under the administrative article on inciting hatred or enmity (Article 20.3.1 of the Code of Administrative Offenses) because of a leaflet with an appeal from the “Soviet deputy” Yuri Slepnev.

The document ended up in the hands of the police during a motor rally organized by the Citizens of the USSR community, better known in the region as the Novokuybyshevsky All-Russian Central Executive Committee. They were stopped by traffic police officers, to which the activists began to show them various documents, including the appeal of the “Soviet deputy”.

Administrative cases against people who distribute this text are initiated in connection with a study conducted by the ANO Center for the Promotion of Humanitarian Expertise "Independent Expert". According to the center's staff, the appeal contains linguistic and psychological signs of inciting the addressee to violence against the police and military of the Russian Federation.

In an appeal on behalf of Slepnev dated August 18, 2019, it was said that elections to the "councils of people's deputies" were announced. The document proposes that all employees of the Ministry of Internal Affairs and the military, who will oppose the holding of elections, be considered traitors to the Motherland, subject to trial under Art. 64 of the Criminal Code of the RSFSR , and perjurers.

According to Sova, the decision of the court is unlawful. Law enforcement officials should not be considered a vulnerable social group and should be extremely tolerant of criticism, unless there is a real threat of violence. In addition, the threat of violence from a court established by some “USSR authorities” can hardly be considered serious.

In February, a similar punishment was imposed on a resident of Syzran, who sent a leaflet with the same appeal to a certain address.
