In the Kaliningrad region, five administrative cases were opened against activist Igor Baryshnikov for posts on Facebook. Sever.Realii wrote about this .

Baryshnikov told the publication that four protocols were drawn up under the article on discrediting the Russian army (Article 20.3.3 of the Code of Administrative Offences), the fifth was allegedly for insulting the authorities (Part 3 of Article 20.1 of the Code of Administrative Offenses).

“The district police officer came and said that department “E” (for countering extremism - OVD-Info ) had received four administrative cases against him. “Eshniks” went through my posts. <…> It turns out that they have been doing all this for months. All my ins and outs are there: photographs, reports, appeals,” says Baryshnikov.

A criminal case for repeated discrediting of the Russian army" (Article 280.3 of the Criminal Code) can be initiated if a person has at least one court decision that has entered into force under Article 20.3.3 of the Code of Administrative Offenses and within a year after that he was found to have another there would be one case of “discredit”.

• In early May, the first case in the Kaliningrad region was opened against Baryshnikov under the article on the public dissemination of false information about the use of the Russian armed forces (Article 207.3 of the Criminal Code). The resolution to initiate the case states that Baryshnikov posted 18 posts on his Facebook page discrediting the Russian armed forces. According to the lawyer, these are mainly posts about the shelling of a maternity hospital in Mariupol and the murders of Bucha residents.
• Article 207.3 was included in the Criminal Code in March 2022 - in this way the government responded to anti-war speeches and statements, as well as the dissemination of information about the war that did not come from official Russian sources. For spreading “fake news” you can get up to 15 years in prison.
