
On May 24, the State Duma will consider in the first reading a project on the ban on surrogate motherhood for foreigners in Russia. This was announced by deputy Petr Tolstoy, writes TASS.
The bill suggests that only married couples or single women will be able to use the services of surrogate mothers - all of them should be Russians. Lonely women, in order to use the services of a surrogate mother, will need to prove that she cannot give birth to herself according to medical reasons. Only Russian citizens can also be a surrogate mother.
Deputy Tolstoy called foreigners who use the services of surrogate mothers in Russia, "traders of children."
The bill was submitted to the State Duma in December last year, the development of the document began at the end of 2020. Then Tolstoy stated that "the birth of children for money for the sale of foreigners is an absolutely shameful phenomenon for our country and it must be prohibited."
The explanatory notes to the bill states that the practice of surrogate motherhood threatens national interests and poses a threat to social, economic and biological security, as well as the security of the individual.
The document was developed after Roszdravnadzor found violations in 48 cases of surrogate motherhood. The violation was that the customers were single foreign men. Andrei Yanovsky, the general director of one of the intriguing centers, emphasized that the legislation did not forbid men to use the services of surrogate mothers, and accordingly this was allowed.
The new bill also will not specify that single men in Russia are forbidden to have surrogate children. The direct ban will affect only foreigners and advertising of the services of surrogate mothers - it will be possible to contact them only on the recommendation of doctors.
