The Murmansk governor decided to build an elite housing and a hotel instead of a port. This can lead to a stopping fishing in the northern pool

Pixels, refrigerator terminals, a fishing factory, a factory of fishing gear, warehouses, portal cranes, property of 50 enterprises that pay about half a billion rubles of taxes annually - all this can be demolished until 2027. And in return on the territory of the Murmansk Sea Port and Shipyard, a garden city will appear with an entertainment complex, an apart-hotel, elite housing and a panoramic bar. The idea of ​​Governor Andrei Chibis, entitled “New Murmansk” has been broadcast for a long time, but few people perceived it seriously, and the evil tongues and even more so nicknamed “New Vasyuki”-similarly to Ostapa Bender's chess project.

Moreover, for quite some time its only result was a strange object that appeared at the Marine Station: a building of wood and glass similar to the guillotine, called the “window to the New Murmansk”. However, in the spring of the Governor’s Wishlist, the state program gained , after the study of which, and the local officials, the ports and fishermen sent a collective complaint to the federal government.

They are convinced that a glamorous project at a cost of almost 30 billion rubles will hurt the fish processing industry, which is considered to be city -forming in Murmansk.

"New Murmansk" is one of the oldest ideas of Andrei Chibis as the head of the region. For the first time, he spoke about her even in the rank of acting governor, when on March 30, 2019, at a meeting with Vladimir Putin, he promised to build a miracle city on the western bank of the Kola Bay. True, then the project was connected with nuclear physics and construction of the corresponding scientific and educational center.

Soon the plan was adjusted - at the St. Petersburg Economic Forum, Chibis announced the New Murmansk already on the eastern shore of the bay and completely forgot about nuclear physics. It was now about the cultural and business center on the site of a non-working shipyard. The project was criticized by Murmansk architects, outraged by such a strange reformatting of the territory. Nevertheless, in the March of this year, the Minister of the Russian Federation for the Development of the Far East and Arctic, Alexei Chekunkov, showed this site, promising to start building a year later. Chekunkov called the SRZ “a prayed place with strong charisma”, and after 2 weeks, the regional government approved a program, which, in addition to the “charismatic plant”, included a kind half of the port territory and fifty objects of private property. At the same time, the “most worker” is subject to “the most worker” - the second cargo, where 80% of the adopting fish is transferred from several port areas of renovation.

“Nobody consulted with us at all,” says Alexei Barinov, spokeswoman for the Murmansk Sea Fish Port. - We learned all the details of renovation only from the already approved program. They asked for clarifications from the region of the region, a month was waiting for an answer in which they found formal links to the Town Planning Code. ”

The document is at the disposal of the editorial office. It really consists of quoting the Civil Code of the Russian Federation, in particular, regarding the forced seizure of land and real estate among owners who will not want to participate in the “integrated development of the territory” (in which this participation should consist is unclear). There is also a link to a certain indication of the President of the Russian Federation, who allegedly blessed the construction, but it is impossible to verify this - the “indication” in the letter is named by a official document whose copies are not provided.

I must say, the fish port is not easy - in the post -Soviet time, when he was in state property, he was torn to dozens of objects sold in different hands. The berths remained with the state - and in the operational management of the FSUE "National Resources". Today they are in disrepair.

The rest of the territory belongs to the port and various owners. In 2015, it was difficult to sell it as part of privatization, then a series of economic and judicial disputes followed-but in recent years the case has more or less established and even began to develop. Now the port has, for example, three modern refrigerators. Instead, one will appear according to the plan. There are enterprises for the production of fishing and ship repair guns. These in the new concept are absent at all. There are jobs - about 1000. Instead of them, renovators promise to “create” less than 850. At the same time, they are going to double the volume of tax revenues. Due to which it is unclear. Portoviks believe that the impressive figure is taken from the ceiling - they simply do not deliver the necessary fish volume for such indicators.

“According to their plans, out of 291 property, 7 will remain, and it will be a kind of legal entity on behalf of the Russian Federation to manage all this,” Barinov says.

Roman Kulik, general director of North merchant LLC, a large company operating on the territory of the port, believes that the final beneficiaries of renovation will not be state -owned companies, but private traders associated with families known in Russia. According to him, earlier they looked at the objects in the port - but they did not agree on the price - representatives of Antei and Aurora companies. Antei is one of the largest Russian crab companies. Vedomosti associated the company with Arkady Rotenberg. The representative of Rotenberg, however, refuted this connection. Another possible interest is the investment company Aurora, related to Andrei Patrushev, the youngest son of the Secretary of the Council of People's Commissars of the Russian Federation. Patrushev has a share in the Murmansk Arctic exploration expedition, in recent years his businesses have increasingly entered the Arctic.

Fisheries suspect that behind a hasty decision on the renovation of the port hides the actual detachment and redistribution of property.

Moreover, there is no economic substantiation of the project in the public domain, in the response of regional officials to the ports there is only a foggy passage about the “assessment of tax effects”. And in the program itself, approved, I recall, on March 30, against the background of hostilities and related sanctions, the thesis about the prospects for the direct export of Russian fish products to Europe looks extremely strange.

“Now in the port the total power of refrigerators is 45 thousand tons. They want to build one by 20 thousand tons in return - and so increase tax revenues? ” - Kulik is perplexed.

Portoviks and fish producers turned to the deputy prime minister of the Russian Federation Victoria Abramchenko. In the letter, they indicate that in addition to industrial facilities, oil pipelines theoretically fall under demolition, a boiler room that heats up the adjacent residential buildings, and even a bomb shelter. And the inclusion in this list of infrastructure of working enterprises simply contradicts common sense. Signers believe that what is happening will lead to the cessation of enterprises, and in the conditions of sanctions, when it is impossible to transfer fish cargo flows to other ports - to stop the fishing in the northern pool.

Meanwhile, another Russian Deputy Prime Minister Andrei Trutnev had already given the go-ahead for renovation-in May Andrei Chibis said that he convinced the official of the correctness of his approach.
