The Moscow City Court refused to suspend the liquidation of the Memorial Human Rights Center

The Moscow City Court denied the Memorial Human Rights Center's request to suspend the liquidation of the organization until the ECHR ruling on the complaint against the law on “foreign agents” comes into force. This was reported by the telegram channel “Full PC 2.0” (formerly the Center channel).

The decision to liquidate the Memorial Human Rights Center came into force on April 5, 2022, despite the ECtHR’s demand to suspend the liquidation process of the Center and the Memorial International Society until the court considers the complaint of Russian NGOs against the law on “foreign agents” (decision on The complaint “Ecodefense and others against Russia” is due to be decided on June 14). The formal reason for the liquidation of both organizations was the numerous violations of the law on “foreign agents” that Memorials allegedly committed.

Moscow City Court Judge Kazakov, in his response to the petition to suspend the liquidation, stated that there are no legal grounds for such a postponement. Lawyer Grigory Vaypan, who represented the Memorial Human Rights Center in court, emphasizes that the organization was excluded from the Unified State Register of Legal Entities on May 18, that is, before the consideration of the petition and the decision of the Moscow City Court.

  • On May 30, Roskomnadzor blocked the website of the Memorial Human Rights Center at the request of the Prosecutor General's Office.
  • In November 2021, the prosecutor's office filed claims with the Moscow City Court for the liquidation of the Memorial Human Rights Center and with the Supreme Court for the liquidation of International Memorial . The reason was numerous violations of the law on “foreign agents” that the organizations allegedly committed. On December 28, the Supreme Court liquidated the International Memorial, and on December 29, the Moscow City Court decided to liquidate the Memorial Human Rights Center.
