"We decided to help the state." Kievans themselves repair a bombed house

Residents of the house in Kyiv on Lobanovsky Avenue, in which in February the Russian rocket was in February, decided themselves, without waiting for help from the state, to begin its restoration. The journalist of the Current Tepay television channel Boris Salelko sorted out which of those who lost housing as a result of Russian shelling in Ukraine is supposed to help from the country's budget, and who will have to wait for Russian reparations.

The neighbors considered that the money that would be allocated for repairs from the budget may not be enough, and besides, they will most likely be allocated at best closer to the fall. And it is necessary to repair the house now in order to be in time for winter: the architects said that the damaged building would not survive in the winter.

"The heating season begins in October approximately. That is, we have a couple of months, two or three months," says one of the residents. That is why the inhabitants of the house were reset, created a fund for restoration of the house and began work on their own.

Konstantin Lishchuk is one of the owners whose apartment was completely destroyed three months ago. This happened on February 25 at 8 o’clock 12 minutes in the morning. The daughter of Konstantin slept in the corridor - only this was saved: “There was a large hall, the doors fell on his wife,” Konstantin says. “But what remains of the nursery. Show Putin how he shoots at residential quarters! Thank God that the child was here, in the corridor!”

A shell fell into a residential building in Kyiv

Officially, the house is now in disrepair. About five hundred people lived in it to a missile blow. All of them intend to fight for the life of the building and do not want to leave anywhere. Residents have already raised the local authorities to their ears: at the public expense, they conducted an examination of the house and presented several projects for its restoration. They also created a site with financial details and have already raised about ten thousand dollars.

The fact that the help from the state is enough to restore the house, few of the residents believe. The mayor of Kyiv Vitaly Klitschko recently said that only about $ 20 million will allocate about $ 20 million to restore housing in Kyiv, and the state will give about $ 6 million. But in Kyiv, as a result of shelling, there are already about 400 damaged buildings! According to Constantine and his neighbors, even if the house can be restored, state assistance may not be enough for them.

“We know how much the construction of a square meter in Kyiv will cost, this is $ 300. At the official examination, 5,000 square meters of housing were damaged, 800 square meters were completely destroyed of them. Simple mathematics - 300 by 5000,” Elena Chumakova, a resident of the house, explains.

“We decided that we also needed to help the state somehow, unload it. We reset our money, organized work on the removal and demolition of this garbage,” the inhabitants of the damaged house say. In three months, Konstantin also removed the wreckage of the walls from the apartment, and also put fixing support barbells so that the walls would not collapse.

The mechanism for the payment of compensation to residents of houses destroyed by the war in Ukraine has not yet been agreed until the end. In the Verkhovna Rada, a bill is adopted in the first reading, according to which compensation can be asked for destroyed housing. But lawyers say that there are nuances in it. Firstly, compensation can only be obtained for 150 square meters of housing (discussions are going on regarding this norm, and it can be changed by the second reading of the bill). Secondly, foreigners and legal entities who own the housing, who have owned housing, remained out of the law: as the people's deputies say, they will need to wait for reparations from Russia.

“As for the apartments there, it is spelled out fuzzy. In the point of monetary compensation, it is written that it is given for destroyed housing, namely: private houses, garden and summer cottages. That is, there are no apartments there,” explains the lawyer Natalya Ostrukh. “The apartments are included in another type of compensation - due to the new construction of a new object.”

But Ukrainian owners of destroyed apartments in apartment buildings may not see money either. They will give money to the owners of the apartments only if you repair housing is significantly cheaper than building a new one: it is this concept of the law that deputies offer.

“We made a decision: if housing is destroyed, you can get compensation only with square meters,” the Verkhovna Rada deputy Elena Shulyak explains this decision. “We would like this money to stay in the economy of our country. To work as manufacturers of building materials to work, so that Ukrainian specialists work to create new houses for Ukrainians who will definitely stay in Ukraine and work here.”

The authorities of the Kyiv region have already promised residents of the region the construction of two new housing complexes with an area of 100 thousand square meters. But it will take at least five months. While houses are being built, those who lost housing offer alternative options for living. The most famous is modular houses. They have been installed for several weeks in Borodianka near Kiev, where more than 20 multi -storey residential buildings were destroyed. According to the Minister of Regional Development of Ukraine Alexei Chernyshov, 352 people will settle in them.
