President of Ukraine Volodymyr Zelensky signed a decree on personal sanctions against the highest leadership of Russia. There are 35 people on the sanctions list, among them-Russian President Vladimir Putin, his spokesman Dmitry Peskov, Secretary of the Security Council Nikolai Patrushev, government chairman Mikhail Mishustin and all his deputies, as well as the cabinet in full force.

All of them are forbidden to enter Ukraine and transit through its territory. It is forbidden to conduct any financial affairs with Ukraine and in Ukraine. All their economic and financial obligations are canceled, assets are blocked. It is also forbidden to use Ukrainian radio frequencies and electronic communications, to participate in trade or economic cooperation. Securities operations, whose issuers they are will not be carried out. Those who previously had state awards of Ukraine will be deprived of them.

By another decree, Zelensky imposed sanctions against 236 Russian universities. In Ukraine, educational and scientific cooperation with them will be prohibited. The sanctions list, in particular, included Moscow and St. Petersburg State Universities, the Higher School of Economics, MGIMO and others.
