Russian President Vladimir Putin signed a bill adopted earlier by the State Duma on non -fulfillment of the decisions of the European Court of Human Rights issued after March 15, 2022. The document is published on the official portal of legal information.
Compensation for the decision of the ECHR, made before March 15, Russia will pay only in rubles to Russian accounts.
The bill was approved this week. The deputies explained the decision with the exclusion of Russia from the Council of Europe in March this year due to the invasion of Ukraine (Russia itself announced its withdrawal from the organization).
Russia joined the European Council in 1996. At the end of February, the organization suspended the country's membership because of the Russian invasion of Ukraine. After that, the Russian Foreign Ministry said that the country would not participate in the work of the Council. Russia was expelled from the Council of Europe on March 16. She became the first country in history, excluded from the organization.
The former President of Russia and the deputy chairman of the Security Council of the country Dmitry Medvedev called the exception of Russia from the Council of Europe "the opportunity to restore a number of important institutions such as the death penalty." The authorities talked about the intentions to denounce the European Convention on Human Rights, which prohibited this measure of punishment for criminal offenses.
This week, the ECHR, in particular, made a decision in favor of Russian witnesses Jehovah, recognizing the recognition of this organization extremist and criminal prosecution of its followers by violation of human rights. According to the adopted law, the Russian authorities, apparently, ignore this verdict of the court.
A number of lawyers and human rights activists insist that the European Convention on Human Rights applies to Russia within six months after its exclusion from the Council of Europe, and, therefore, it is necessary to comply with the decisions of the ECHR made until mid -September.
